25 Nov 2025 Council on Agriculture discussed industry development within EAEU On November 25, at the meeting of the Council on Agricultural Policy of the Eurasian Economic Union in Minsk, heads of agricultural agencies of the EAEU countries and Gohar Barseghyan, Minister in charge of Industry and Agriculture of the Eurasian Economic Commission, discussed the state, prospects and ways of improving the efficiency of the agricultural sectors of the Member States. The meeting considered approaches to creating the mechanism for financial support of cooperation projects in agriculture and reached an agreement to intensify joint work in this direction. "For the agricultural sector, this is a new support measure for joint projects aimed at pooling the potentials of the Union States. We expect that the mechanism will be in demand primarily in implementing high-tech projects. Moreover, it is possible to use it in all the branches of agriculture and its infrastructure," the EEC Minister pointed out. The Council discussed the implementation of the Eurasian Economic Path Declaration on further development of economic processes within the EAEU until 2030 and for the period until 2045. "In the current context, the agricultural sector is a high-tech industry that can be competitive only based on an innovative model. We should join efforts to promote the technology development of the sector and address its common practical tasks," Gohar Barseghyan emphasized. The meeting participants approved the draft List of R&D in agriculture and agreed on implementing a pilot joint study to create Eurasian hybrids of sugar beet. As part of her visit, Gohar Barseghyan also visited the Minsk Tractor Works OJSC and Belarusian National Biotechnology Corporation CJSC where she saw the exhibition of Belarusian machine-building achievements and modern technologies in producing agricultural output, including deep processing of grain, high-quality feed additives and amino acids.

24 Nov 2025 Maksim Yermalovich: "We are creating additional incentives for respecting competition law within the EAEU" Maksim Yermalovich, Minister in charge of Competition and Antitrust Regulation of the Eurasian Economic Commission, took part in the 8th International Conference of the Court of the Eurasian Economic Union on ensuring the rule of law across the EAEU, held in Minsk. At the session "General Rules of Competition in Cross-Border Markets of the Eurasian Economic Union" Maksim Yermalovich noted that law enforcement practice and interaction with the EAEU Court enabled the Union's law to regulate limitations periods for antitrust violations in such markets, as well as the liability of mala fide entities for not adhering to behavioral conditions prescribed by decisions of the Commission's Board concerning cases on violations. Internal legal procedures are to be performed regarding a package of amendments to the Treaty on the Union entitling natural persons to apply to the EAEU Court to challenge decisions of the Commission's Board in the field of monitoring compliance with the general rules of competition in cross-border markets. In December this year it is planned to submit to the EEC Council the amendments to the Procedure for Considering Cases ensuring that an entity is notified about the offence it is charged with. "The said amendments will help individuals and legal persons of the Union countries to better protect their interests," Maksim Yermalovich stressed. He also drew attention to the work being done by the Competition Unit together with the Member States under the Kazakhstani party's initiative concerning the Strategy 2025 to enable an affected person to apply to the court of a Union State with a claim for redressing the damage inflicted by a violation of the general rules of competition in cross-border markets. "Developing the entities' capacity to have damages redress will be a further incentive for respecting competition law in the Union's cross-border space," the EEC Minister summed up.

21 Nov 2025 EEC and EAEU States discuss new measures to expand simplifications for AEOs On November 19–20, there was a meeting of the working group under the Advisory Committee on Customs Regulation chaired by Kuat Rakhimov, Director of the EEC Department for Customs Legislation and Law Enforcement Practice. The focus was on expanding simplifications for authorized economic operators (AEOs) and their practical application. The parties discussed proposals on optimizing preliminary declaration for operators with the possibility of releasing goods at checkpoints, as well as performing operations with regard to goods placed at AEO sites in accordance with the customs warehouse procedure without obtaining a permit from the customs authority. There was a continued discussion of the initiative on the possibility of AEOs to use deferred or installment payments of customs duties without providing a collateral. The meeting considered the specifics of applying simplifications when declaring goods moved as part of multilateral transactions featuring AEOs and third parties. The experts noted the need for further analysis of this matter to ensure the balance between the convenience of operators and preventing misuse of simplifications. The authorized economic operator institution is an internationally recognized instrument in the interaction of businesses and customs authorities. The AEO status provides companies with a range of simplifications subject to compliance with the established requirements. The working group on developing the AEO institution was established in 2014 and makes proposals on improving it within the EAEU.

21 Nov 2025 Gohar Barseghyan: "The EAEU is a significant contributor to strengthening the global food security" This was stated by Gohar Barseghyan, Minister in charge of Industry and Agriculture of the Eurasian Economic Commission, at the headquarters of the United Nations Food and Agriculture Organization (FAO) in Rome. "Recognizing the importance of global food security, the Eurasian Economic Union States are significant contributors to combating hunger by supplying high-quality produce to the global agricultural market. The Union is a leading global exporter of wheat, sunflower oil and frozen fish, the second largest exporter of wheat flour and rapeseed oil and the third largest exporter of barley and oil meal," the EEC Minister pointed out. Gohar Barseghyan held a working meeting with Maurizio Martina, FAO Deputy Director-General. The two sides defined promising areas of cooperation in the agricultural sector, including to create conditions for the stable development of the Member economies, modernize the agricultural sector comprehensively and improve the competitiveness of national economies. The working meetings of the EEC Minister with the heads of diplomatic missions of the EAEU countries to FAO and other international organizations in Rome discussed promising integration areas and its enhancement in the agricultural sector. "I am certain that the joint action of the Five countries will help counter the challenges arising in the world and reinforce the Union's status as a crucial partner in the field of global food security," Gohar Barseghyan stressed. "The Eurasian Economic Commission in close cooperation with the Member States is ready to continue and enhance the strategic partnership with regional organizations and countries for making the future more sustainable, stable, inclusive and hunger-free for all." The working meetings with Gohar Barseghyan were attended by heads of diplomatic missions of the EAEU countries and representatives of over 20 FAO Member States. The event was organized as part of the 2025 chairmanship of the Republic of Belarus in the EAEU governing bodies.

21 Nov 2025 Valentin Tataritsky: "The uniform application of the Union's technical regulations is an important tool to ensure trust in the unified technical regulation system" Valentin Tataritsky, Minister in charge of Technical Regulation of the Eurasian Economic Commission, told about the necessity and importance of the uniform application of technical regulations in the Eurasian Economic Union Member States and the role of the Union's governing bodies in the technical regulation processes at the plenary session of the EAEU Court International Conference in Minsk on November 20. "Creating the unified technical regulation system in the Eurasian economic space is our basic tool," Valentin Tataritsky mentioned. "Having the status of direct-action documents, the EAEU technical regulations have not only created a system for regulating relations between manufacturers, importers and consumers but have also become a basis for cooperative and trade ties and the subject of interstate agreements on mutual trade terms." The EEC Minister touched upon new decisions to eliminate legal gaps in the unified technical regulation system within the EAEU. He paid special attention to the tools to achieve uniformity in applying technical regulation provisions. According to Valentin Tataritsky, timely publication of technical regulations and bringing their contents to the executors and monitoring of applying technical regulations used as a feedback mechanism that enables identifying problematic situations requiring solutions at the EAEU level or in a certain Member State in 2024–2025 were supplemented with the procedure for mandatory periodic assessment of the scientific and technical level of the enforced Union's technical regulations and lists of standards thereto. "Such assessment is aimed at maintaining a high level of safety requirements in our countries," the EEC Minister said. Now the Commission together with the Member States is working on the Procedure for Preparing Clarifications on Applying the Union's Technical Regulations. "This December the draft Procedure will be reviewed by the Commission's Board," Valentin Tataritsky clarified. "We believe that the procedure for preparing clarifications on applying technical regulation provisions will become another important and relevant instrument for ensuring a uniform approach to applying the Union's technical regulations. It is fully integrated with the existing technical regulation system and facilitates its further fine-tuning.

20 Nov 2025 Arzybek Kozhoshev identified key challenges and development paths for CIS countries' energy sector During the session "Global Energy Market — Look into the Future for Sustainable Development" at the international forum in Moscow Arzybek Kozhoshev, Minister in charge of Energy and Infrastructure of the Eurasian Economic Commission, presented the EEC approaches to achieving the UN Sustainable Development Goals in the said field.   The discussion participants covered a range of important matters concerning development prospects of the global energy market in the coming years, including the impact of energy transformation on macro-economy, a growing interest to renewable energy sources, cost efficiency of the energy transition, risks and opportunities for countries and businesses. The session speakers paid special attention to current challenges, strategic priorities and development directions of the CIS States. "SDG 7 concerning access to all the modern and reliable energy sources is the basis for our work," Arzybek Kozhoshev emphasized. "Energy security, affordability of resources and sustainability remain the key development benchmarks for the EAEU countries. Sustainability implies reducing environmental impact through expanding the use of renewable energy sources and introducing energy efficient technologies." According to the EEC Minister, the Five States consistently respond to the challenges of the global energy sector transformation utilizing the benefits of the Eurasian integration. Common markets of energy, gas, oil and petroleum products are being established in stages to be launched in the coming years. "Increasing energy security requirements and growing needs of the economy make diversification of energy sources a key development factor. At the same time, alternative energy development should draw on the reliable potential of traditional generation to ensure a sustainable and balanced energy model for the entire Eurasian region," the EEC Minister concluded.

20 Nov 2025 Arzybek Kozhoshev: “The EAEU transportation framework is the basis for the Union countries’ sustainable development” The important role of transport and logistics infrastructure in ensuring the EAEU countries' sustainable development was emphasized by Arzybek Kozhoshev, the EEC Minister in charge of Energy and Infrastructure, speaking at the annual International Forum “Integration” held on November 20 in Moscow.

20 Nov 2025 Naira Karapetyan: "The EEC plans to address deepening cooperation in the agricultural sector" On November 20, Naira Karapetyan, Director of the Eurasian Economic Commission's Agricultural Policy Department, took part in the 7th Integration Eurasian forum. Speaking at the field-specific section, Naira Karapetyan highlighted the efficiency of the agreed agricultural policy within the Eurasian Economic Union over the period of its existence. "Competently implemented national agricultural policies and coordinated actions of the Union countries allowed increasing the agricultural output by 25%, meeting the 92% of domestic demand for core foodstuffs, boosting mutual trade by 70%, more than doubling the exports and significantly contributing to food security on the global level," Naira Karapetyan mentioned. Further steps to deepen integration in the agricultural sector reflected in the Declaration on Further Development of Economic Processes within the EAEU until 2030 and for the period until 2045 will be aimed at expanding trade and economic ties, introducing innovative approaches and developing technological capabilities for the agricultural sector, improving the agro-logistics and infrastructure, etc.
