EEC discussed issues of improving EAEU customs regulation
On April 30, the Eurasian Economic Commission held a meeting of the high-level Working Group on improving customs regulation chaired by Ruslan Davydov, the EEC Minister in charge of Customs Cooperation. It discussed amendments to the Customs Code of the Eurasian Economic Union concerning the simplified movement of containers across the EAEU customs border. The issues of increasing the efficiency of applying the customs transit procedure, as well as the exchange of information on fish catches and fish products were considered. The Working Group participants agreed to continue discussing the most sensitive issues. The next face-to-face meeting of the Working Group is scheduled to be held in May this year.

Maxim Ermolovich: "Meetings of regional competition organizations help develop more efficient competition policy around the world"
The Eurasian Economic Commission, with the support of the Egyptian Competition Authority, held a working meeting of representatives of regional competition organizations in Cairo. It was attended by Maxim Ermolovich, the EEC Minister in charge of Competition and Antitrust Regulation. Such events, which have become traditional on the initiative of the EEC specialized unit, help international regional organizations cooperate constructively on relevant matters and share experience. The focus of the fifth meeting was on practices for efficient competition regulation. "We promote the benefits of regional cooperation, strengthen and expand interregional dialogue, adapt best competitive practices to the needs of each region and generate new ideas, which ultimately leads to a more efficient competitive policy around the world," believes Maxim Ermolovich. The EEC will continue to hold meetings of regional competition organizations. The fifth meeting was attended by the Chairman of the Egyptian Competition Authority, representatives of UNCTAD, the Common Market for Eastern and Southern Africa, the East African Community, the West African Economic and Monetary Union, the Economic Community of West African States, the Arab Competition Network, the Association of Southeast Asian Nations, BRICS and the Caribbean Community.

EEC adopted recommendations on developing market for pork, cattle meat, milk and dairy products
The Board of the Eurasian Economic Commission, as part of implementing an agreed agricultural policy, adopted a number of recommendations on developing the market for pork, cattle meat, milk and dairy products, prepared based on analytical reviews of these agri-food sector segments of the Eurasian Economic Union countries over the past four years. The implementation of the adopted documents will help improve the resource base of selection and breeding, track productivity of pigs, meat and dairy cows, introduce modern selection technologies, including genomic ones. The recommendations will promote cooperation of the Union's market participants in order to leverage scientific, technical and innovative potential for improving competitiveness and increasing export potential. "The implementation of the recommended sets of measures will make it possible to modernize production structurally and technologically, make the industries more efficient and competitive in both domestic and foreign markets, and will contribute to ensuring food security of the EAEU States," noted Goar Barseghyan, the EEC Minister in charge of Industry and Agriculture.

EAEU launched pilot project on using e-CMR international electronic consignment notes
On May 12, the first meeting of the working group on implementing the pilot project on using e-CMR international electronic consignment notes was held under the chairmanship of Arzybek Kozhoshev, the EEC Minister in charge of Energy and Infrastructure. The meeting participants discussed a number of organizational issues concerning the implementation of the pilot project, as well as determined the pilot project timeline and procedure. To launch the project, the Member States will have to define a common format for the e-CMR international electronic consignment note, address the issue of recognizing the legal significance of e-CMR data in cross-border information exchange and define the procedure for information exchange between electronic document flow operators and a trusted third party. "It is not only the speed of transition to legally significant electronic document flow in international road transportation that depends on the results of our work, but also the success of the full-fledged activities in a number of integration areas, such as the introduction of a traceability mechanism and the creation of an ecosystem of digital transport corridors," Arzybek Kozhoshev mentioned. The meeting was attended by representatives of authorized authorities of the Member States in the field of transport, digitalization, tax and customs regulation; industry associations; scientific organizations; business communities; as well as trusted third party representatives and electronic document flow operators. The next working group meeting is scheduled for September 2025. The main purpose of the pilot project is to ensure practical testing of the technology for cross-border exchange of legally significant electronic documents between entities from different states using the digital signature and "trusted third party" mechanisms. The implementation of the pilot project will help speed up the process of obtaining and checking transport documents, as well as achieve cost savings in the implementation of transport, logistics, control and supervision procedures.

Bakytzhan Sagintaev took part in Victory Parade
On May 9, Bakytzhan Sagintaev, Chairman of the Board of the Eurasian Economic Commission, attended the parade on Moscow's Red Square, dedicated to the 80th anniversary of the Victory in the Great Patriotic War. At the end of the Parade the traditional flower laying ceremony took place at the Tomb of the Unknown Soldier.

Bakytzhan Sagintaev's greetings on Victory Day
Bakytzhan Sagintaev, Chairman of the Board of the Eurasian Economic Commission, conveyed his greetings on the 80th anniversary of the Victory in the Great Patriotic War. "Today, May 9, we pay tribute to the immortal feat of our peoples who stood shoulder to shoulder at the front and in the rear," Bakytzhan Sagintaev noted. "Our common duty is to preserve and pass on to future generations the memory of their heroic achievements. The spiritual and moral significance of the Victory will forever remain great." The Head of the EEC Board sent letters of greetings to the Presidents and Prime Ministers of the EAEU countries. On behalf of the Eurasian Economic Commission and in his own capacity Bakytzhan Sagintaev wished everyone well-being, peace and prosperity.

EAEU re-grants Jordan, Lebanon and Samoa status of countries using unified system of tariff preferences
The Eurasian Economic Commission's Council amended the lists of developing and least developed countries using the unified system of tariff preferences of the Eurasian Economic Union. Namely, the Council updated the list of States to which the EAEU unilaterally grants tariff preferences in the form of reduced or zeroed out import customs duty rates on a number of goods. The adopted decision is based on the analysis of changes in economic indicators and includes Jordan, Lebanon and Samoa in the category of developing countries using the EAEU unified system of tariff preferences (until 2021 they already had been beneficiaries of the Union's system). In addition, in the light of the World Bank's updated country income classifications, it was decided to exclude the Republic of the Marshall Islands and the Republic of El Salvador from the system and to revise the preferential status of the Kingdom of Bhutan and the Democratic Republic of Sao Tome and Principe from least developed to developing. "Today's decision is a continuation of the EEC's consistent work to administer the Union's unified system of tariff preferences and will contribute enabling economic growth of developing and least developed countries, as well as further increase trade of the EAEU Member States with them," mentioned Andrey Slepnev, Minister in charge of Trade of the Eurasian Economic Commission. In accordance with the Decision of the EEC Council, appropriate transition periods are provided to adapt economic operators to the changing conditions of foreign trade activities. The EAEU unified system of tariff preferences is aimed at facilitating economic growth of least developed and developing countries. The regulation on the conditions and procedure for its application was approved by Decision No. 47 of the Eurasian Economic Commission's Council dated April 6, 2016. The lists of countries using the EAEU unified system of tariff preferences were approved by Decision No. 130 of the Customs Union's Commission dated November 27, 2009. The list of goods originating from developing or least developed countries, in respect of which tariff preferences are granted upon importation into the EAEU customs territory, was approved by Decision No. 8 of the Eurasian Economic Commission's Council dated January 13, 2017.

Bakytzhan Sagintaev congratulated Sadyr Japarov on Kyrgyz Republic's Constitution Day
Bakytzhan Sagintaev, Chairman of the Board of the Eurasian Economic Commission, congratulated Sadyr Japarov, President of the Kyrgyz Republic and Member of the Supreme Eurasian Economic Council, and all the Kyrgyz people on the Constitution Day. “The Constitution is a solid foundation of statehood, a reliable guarantor of sustainable development of the Kyrgyz Republic,” the congratulatory letter reads. “It is owing to the Constitution that the Kyrgyz people confidently move forward, enhance the unity of the nation, and protect their rights and interests.” Bakytzhan Sagintaev wished the Kyrgyz Republic and its people economic prosperity and well-being.
