30 May 2025 EEC discussed issues of improving EAEU customs regulation On April 30, the Eurasian Economic Commission held a meeting of the high-level Working Group on improving customs regulation chaired by Ruslan Davydov, the EEC Minister in charge of Customs Cooperation. It discussed amendments to the Customs Code of the Eurasian Economic Union concerning the simplified movement of containers across the EAEU customs border. The issues of increasing the efficiency of applying the customs transit procedure, as well as the exchange of information on fish catches and fish products were considered. The Working Group participants agreed to continue discussing the most sensitive issues. The next face-to-face meeting of the Working Group is scheduled to be held in May this year.

30 May 2025 Maxim Ermolovich: "Meetings of regional competition organizations help develop more efficient competition policy around the world" The Eurasian Economic Commission, with the support of the Egyptian Competition Authority, held a working meeting of representatives of regional competition organizations in Cairo. It was attended by Maxim Ermolovich, the EEC Minister in charge of Competition and Antitrust Regulation. Such events, which have become traditional on the initiative of the EEC specialized unit, help international regional organizations cooperate constructively on relevant matters and share experience. The focus of the fifth meeting was on practices for efficient competition regulation. "We promote the benefits of regional cooperation, strengthen and expand interregional dialogue, adapt best competitive practices to the needs of each region and generate new ideas, which ultimately leads to a more efficient competitive policy around the world," believes Maxim Ermolovich. The EEC will continue to hold meetings of regional competition organizations. The fifth meeting was attended by the Chairman of the Egyptian Competition Authority, representatives of UNCTAD, the Common Market for Eastern and Southern Africa, the East African Community, the West African Economic and Monetary Union, the Economic Community of West African States, the Arab Competition Network, the Association of Southeast Asian Nations, BRICS and the Caribbean Community.

21 May 2025 Commission discussed intensification of trade with Serbia with EAEU public authorities and businesses A seminar featuring public authorities and businesses of the Eurasian Economic Union countries, dedicated to the development of sectoral cooperation, identification and elimination of barriers to mutual trade with Serbia, was held on May 21 in the Eurasian Economic Commission under the chairmanship of Andrey Slepnev, the EEC Minister in charge of Trade. The event was aimed at intensifying cooperation within the framework of the Free Trade Area Agreement between the EAEU and its Member States, on the one part, and the Republic of Serbia, on the other part. The objective of the seminar was to identify trade barriers faced by exporters in different economic sectors when supplying goods to the Serbian market, as well as new opportunities for cooperation and ways to eliminate trade restrictions. "The proposals voiced at today's event will be elaborated in detail jointly with the Member States for possible discussion at the planned meeting of the Joint Committee for implementing the Agreement with the Republic of Serbia," mentioned Andrey Slepnev. In this regard, the EEC Minister recalled the recent fruitful consultations with the Serbian party having resulted in the removal of quantitative restrictions on imports of vegetable oils and margarine from the EAEU from March 3, 2025, which had been in force for two years. The Free Trade Area Agreement between the Eurasian Economic Union and its Member States, on the one part, and the Republic of Serbia, on the other part, was signed on October 25, 2019 and came into effect on July 10, 2021. The Agreement provides for mutual abolition of import customs duties on 93% of the commodity nomenclature.

21 May 2025 EAEU countries increase integration in ensuring uniformity of measurements Ani Obosyan, Deputy Director of the Technical Regulation and Accreditation Department of the Eurasian Economic Commission, took part in the Metrology Without Borders international metrology forum and exhibition, timed to coincide with the World Metrology Day. In her speech at the forum Ani Obosyan greeted its participants on the World Metrology Day and the 150th anniversary of the signing of the 1875 Metric Convention and the establishment of the International Bureau of Weights and Measures. She noted that the current period of the Commission's activity in the field of ensuring the uniformity of measurements can be called a new stage of increasing the level of integration within the Eurasian Economic Union. "The necessary level of support of the integration directions included in the Eurasian Economic Path Declaration, where the results of activity depend on the accuracy and reliability of measurements, is planned to be provided through introducing common principles of metrological support of measurements", emphasized Ani Obosyan.

20 May 2025 EEC amended list of standards to technical regulation on oil and fat products The Board of the Eurasian Economic Commission approved amendments to the list of standards to the technical regulation of the Union "Technical Regulation on Oil and Fat Products" (TR CU 024/2011). The list was supplemented with two interstate standards: GOST 35012-2023 "Unrefined linseed oil. Technical specifications" and GOST 35013-2023 "Safflower oil. Technical specifications" developed within the framework of the Program for developing (amending, reviewing) interstate standards to the said technical regulation. The amendments were prepared by the Commission on the basis of proposals by the authorized standardization authorities of the Republic of Kazakhstan, taking into account the relevant provisions of the Procedure for developing and adopting lists of international and regional (interstate) standards. Amendments to the list of standards shall enter into force once 180 calendar days have elapsed from the date of official publication of the EEC Board's decision.

20 May 2025 Further grounds for exclusion from unified register of authorized authorities of EAEU countries and vehicle manufacturers issuing electronic car logbooks The Board of the Eurasian Economic Commission amended the decision dated September 1, 2015 on the approval of the Procedure for Establishing and Maintaining of a Unified Register of Authorized Organizations of the Eurasian Economic Union Countries and Organizations Manufacturing Vehicles (Vehicle Chassis), Self-Propelled Machines and Other Types of Machinery issuing electronic logbooks. In particular, now there is a possibility for a national authority to exclude an authorized authority or a manufacturing organization from the unified register based on an application, as well as in the event of violating the Procedure for the Functioning of Electronic Car Logbook Systems and (or) the legislation of the relevant EAEU State. In addition, re-inclusion of an authorized authority or a manufacturing organization in the unified register is possible not earlier than six months from the date of the decision on exclusion. "The necessity to establish a possibility for the national authority to exclude an authorized authority or manufacturing organization from the unified register on the basis of its application arises from the experience of applying the current procedure," emphasized Valentin Tataritsky, the EEC Minister in charge of Technical Regulation. "At the same time, the further established deadline for the possibility of re-inclusion in the unified register that is not earlier than six months from the date of the decision on exclusion serves to eliminate the facts of deliberate misrepresentation of information by authorized authorities or manufacturing organizations." For the national body, a decision deadline for excluding (refusing to exclude) an authorized authority or manufacturing organization from the unified register shall not exceed 30 working days.

20 May 2025 Maxim Ermolovich: "The EEC is shaping a legal framework for antitrust regulation in new areas of the Union's economy" Maxim Ermolovich, Minister in charge of Competition and Antitrust Regulation of the Eurasian Economic Commission, spoke at the session "35 Years of Antitrust Regulation: Achievements and Future Directions" as part of the St. Petersburg International Legal Forum. The EEC Minister noted the efficient work of the Commission and national antitrust authorities to improve the law of the Eurasian Economic Union. Moreover, the EEC communicates the Member States' positions on competition at the key international platforms. "The EEC is shaping a legal framework for antitrust regulation, including in new areas of the Union's economy," Maxim Ermolovich reported. "For example, we are now working with our colleagues on common approaches to study digital markets. We are also starting to study the impact of artificial intelligence on the state of competition and the possibility of its use in the work of antitrust authorities." The panelists discussed approaches to scientific and expert support of antitrust regulation and emphasized the relevance of the activities performed by the EAEU Center for Competition Law and Antitrust Regulation. The session arranged by FAS Russia brought together representatives of competition authorities and businesses from a number of countries, including China and Malaysia, and competition experts.

19 May 2025 Maxim Ermolovich: "Interaction between the EEC and the EAEU Court is aimed at developing a clear understanding of the Union's law" Maxim Ermolovich, Minister in charge of Competition and Antitrust Regulation of the Eurasian Economic Commission, took part in the session "10 Years of the EAEU Court: Strengthening the Union’s Internal Market and Defending Business Interests" as part of the St. Petersburg International Legal Forum. In particular, Maxim Ermolovich noted that the Commission was vested with the powers of the supranational antitrust regulator. "In this regard, the EEC addresses an important task of creating harmonized and predictable conditions for doing business both in the cross-border and national markets of the EAEU," the EEC Minister stressed. He outlined the prominent role of advisory opinions and decisions of the EAEU Court for the improvement of the Union's competition law and development of legal positions for enforcement purposes. Special attention was paid to preparing research-to-practice commentary on applying the section of the Treaty on the EAEU regarding competition, which is currently being dealt with by the Commission's specialized unit. The session was attended by judges of the EAEU Court, representatives of the judicial and legal communities, and entrepreneurs from the Union countries.
