The Council of the Eurasian Economic Commission decided to extend the validity of zero import customs duty rates for polyurethane and epoxy coatings used as protective coatings for manufacturing optical fiber.
“The decision will ensure the production of competitive finished products in the territory of the Union, as well as reduce their cost. This will enable long-term development of the fiber optic industry, including facilitated investments in the project in terms of further modernization of capacities, production localization, increasing the range and volume of goods produced,” noted Andrey Slepnev, EEC Minister in charge of Trade.
Optical fiber is mainly used as a data transmission medium in telecommunication networks of various levels: from intercontinental backbones to home computer networks.
The new expiry date for the extended measure is February 28, 2026. The decision applies to legal relations arisen since March 1, 2024.
The EEC Board was also instructed to promptly consider the issue of extending the duty-free import of optical glass rods used as preforms.

In accordance with Decision No. 30 of the EEC Council dated April 5, 2021 and Decision No. 46 of the EEC Board dated April 14, 2021 regarding epoxy resins and polyurethanes in primary forms for the production of optical fibers assigned the codes 3907 30 000 1 and 3909 50 900 1 in the CN FEA of the EAEU, as well as optical glass rods (preforms), assigned the code 7002 20 100 0 in the CN FEA of the EAEU, a zero rate of import customs duty was established until December 31, 2023 inclusive. Later, the relevant deadline was extended to February 29, 2024.
