Mikael Norayrovich Belluyan was born in Yerevan, Republic of Armenia.
In 2009, he graduated with a Master's degree in International Business from the European Business School in London.
From 2013 to 2021 he held various positions, including management positions, in the transport and aviation spheres (Timeline LLC, Aeroflot PJSC, Civil Aviation Committee of the Ministry of Territorial Administration and Infrastructure of the Republic of Armenia, Gamma Group LLC), London, Yerevan.
From 2021 to 2024 he was Deputy Director of the Eurasian Economic Commission's Customs Infrastructure Department.
Since June 17, 2024, he was appointed Director of the Eurasian Economic Commission's Integration Development Department.
He speaks Armenian, English and Spanish.
