08 Oct 2024 Outcomes of 3rd Eurasian Economic Forum The Armenian capital hosted the 3rd Eurasian Economic Forum from September 30 to October 1, timed to coincide with the meeting of the Eurasian Intergovernmental Council featuring Heads of Government of the Eurasian Economic Union Member States and Observer States. The event was held as part of the 2024 presidency of the Republic of Armenia in the Eurasian Economic Union's governing bodies. About 2000 attendees from more than 30 countries took part in the Forum. Business representatives were particularly interested: about 200 companies came to the Forum. The Forum included EAEU–Cuba and EAEU–Iran business dialogues, during which conceptual issues of developing trade and economic cooperation were discussed. The business program of the Forum comprised over 30 events. The EEF 2024 participants discussed topical areas of economic cooperation of the EAEU Member States, such as EAEU strategic development, comprehensive cooperation and technological cooperation, digitalization, development of transport infrastructure and logistics, domestic market quality and support for entrepreneurship, as well as international cooperation. The key event of the 3rd Eurasian Economic Forum was the plenary session Digitalization in Modern Realities — an Imperative to Ensure Four Freedoms, which was attended by Heads of Government of the Eurasian Economic Union countries: Nikol Pashinyan, Prime Minister of the Republic of Armenia; Roman Golovchenko, Prime Minister of the Republic of Belarus; Olzhas Bektenov, Prime Minister of the Republic of Kazakhstan; Akylbek Zhaparov, Chairman of the Cabinet of Ministers — Head of the Presidential Executive Office of the Kyrgyz Republic, Mikhail Mishustin, Chairman of the Government of the Russian Federation; and Bakytzhan Sagintaev, Chairman of the Board of the Eurasian Economic Commission. Abdulla Aripov, Prime Minister of Uzbekistan, and Mohammad Reza Aref, First Vice-President of the Islamic Republic of Iran, also took part in the Forum as guests of honor. The Forum was attended by a large delegation from Iran. The EAEU–Iran business dialogue included a panel discussion, during which conceptual issues of trade and economic cooperation development were discussed, as well as sectoral round tables that considered practical tasks in agriculture, industry, transportation and financial instruments for trade and investment facilitation. As part of sectoral round tables, representatives of EAEU business associations and businesses also presented their current and upcoming projects. Green Eurasia International Climate Competition Within the framework of the Forum, the Agency for Strategic Initiatives together with the Eurasian Economic Commission held the Green Eurasia competition for the second time, aiming at identifying technology leaders of the "green agenda" and popularizing effective practices for climate adaptation of the economy to climate change effects. Best Practices recognized by the experts will be recommended for replication. This year Green Eurasia was open to participants from all over the world. The competition became a large-scale platform to exchange experience in strengthening climate resilience. In total, over 300 applications were submitted for 15 categories. The competition winners and finalists were 57 best climate practices from the Russian Federation, Belarus, Kazakhstan, Kyrgyzstan, Iran, Egypt, Indonesia and Uzbekistan.  The award ceremony featured Mher Grigoryan, Deputy Prime Minister of the Republic of Armenia; Igor Petrishenko, Deputy Prime Minister of the Republic of Belarus; Serik Zhumangarin, Deputy Prime Minister and Minister of Trade and Integration of the Republic of Kazakhstan; Adylbek Kasymaliev, First Deputy Chairman of the Cabinet of Ministers of the Kyrgyz Republic; Alexey Overchuk, Deputy Chairman of the Government of the Russian Federation; as well as Andrey Slepnev, EEC Minister in charge of Trade. Agreements An action plan (road map) on interaction between the Eurasian Economic Commission and the Regional Commonwealth in the Field of Communications for 2024–2027 was signed. The signatories were Varos Simonyan, EEC Minister in charge of Internal Markets, Information Support, Information & Communication Technologies, and Alexey Borodin, Director General of the Regional Commonwealth in the Field of Communications.  An agreement on cooperation was signed between the Industrial Cluster of the Republic of Tatarstan and the Association of Legal Entities "Kazakhstan Electric Power Association". 07 Jun 2024 Bakytzhan Sagintaev: “The EAEU stands at the threshold of a new stage of the Eurasian economic integration” On June 7, Bakytzhan Sagintaev, Chairman of the Board of the Eurasian Economic Commission, spoke at the session “10 Years of the EAEU – Effects, Priorities, Prospects” as part of the 27th St. Petersburg International Economic Forum.  In his report, the Chairman of the EEC Board noted that the Eurasian Economic Union approached the anniversary date with significant results. "The EAEU GDP growth exceeded 14%. Mutual trade doubled and amounted to almost 90 bln dollars. Investment in fixed capital increased by 43% and amounted to 457 bln dollars,” Bakytzhan Sagintaev noted.  As the Head of the EEC Board emphasized, today the integration association countries stand at the threshold of a new stage of economic integration. “In the medium term, our States will have to provide the EAEU market with key goods and resources, form production and technology chains, a new level transport and logistics space, financial market, as well as strengthen the processes of digital transformation,” Bakytzhan Sagintaev believes.  The Chairman of the EEC Board paid special attention to the Eurasian “five” international activities, emphasizing that the EAEU should become a center of economic attraction.  In order to accomplish this objective, the dialogue with key regional integration associations is ongoing, and negotiations are underway on the trade agreements track.  Bakytzhan Sagintaev informed that a road map for implementing the Eurasian Economic Path Declaration will be prepared next year on the instructions of the Heads of State. This document sets the trajectory for economic processes in the Union until 2030 and for the period until 2045. Bakytzhan Sagintaev, Chairman of the EEC Board, also took part in the plenary session of the St. Petersburg International Economic Forum.
06 Jun 2024 EEC and Regional Commonwealth in Communications signed a Memorandum of Interaction A Memorandum of Interaction between the Eurasian Economic Commission and the Regional Commonwealth in the Field of Communications was signed by Varos Simonyan, EEC Minister in charge of Internal Markets, Information Support, Information & Communication, and Alexey Borodin, Director General of the Regional Commonwealth in the Field of Communications. The ceremony was held on June 5 on the sidelines of the 30th International Digital Forum TIBO 2024 in Minsk within the framework of the thematic session Eurasian Digital Union. The Memorandum provides for assistance in building an information society by creating secure digital infrastructure, establishing and developing a cross-border trust space within the EAEU and CIS, the use of modern information and communication technologies and their innovative development. The parties plan to exchange information and best practices in the field of information and communication technologies, hold consultations, seminars, joint meetings, conferences, round tables and other events, including on the issues of trust and security, prepare joint analytical materials and reports. The document contemplates establishing a working group on interaction as well as elaborating a joint action plan. EEC Minister Varos Simonyan noted that signing of the Memorandum was another step to strengthen the Commission's contacts with international partners that promotes the development of cooperation in the field of communication and information technologies. "Interaction within the framework of the Memorandum will consolidate our efforts aimed at deepening international cooperation in the field of digital technologies and will accelerate their implementation in the Member States of the Union and RCC Member States," noted Varos Simonyan. In turn, Alexey Borodin expressed his hope for successful cooperation and fruitful joint work. "Based on the Memorandum, we will be able to exchange experience on promising trends in digital development and integration into the global information society," he said. The Regional Commonwealth in the Field of Communications (RCC) was established by the communications administrations of the Commonwealth states on December 17, 1991 by the Agreement on coordination of interstate relations in the field of postal and electric communications dated October 9, 1992, approved by the CIS Council of Heads of Government. The main directions of the RCC activities are to establish multilateral mutually beneficial cooperation of the Commonwealth countries in the field of ICT, to carry out concerted actions in establishing a common information space of the CIS, convergence of the regulatory and legal framework, exchange of information resources, comprehensive solution to the information security problem, to ensure successful integration of the CIS Participating states into the global information society.
25 Apr 2024 EEC discussed EAEU countries-Cuba cooperation in information technology Alexander Alexanyan, Director of the Information Technology Department of the Eurasian Economic Commission, held a meeting with the Cuban business group for informatization and communications headed by Ariadna Plasencia Castro to discuss interaction in information technology and telecommunications, joint activities, and prospects for cooperation.  Alexander Alexanyan spoke about the large-scale work of the Commission to establish an integrated information system of the Eurasian Economic Union (IIS), developing a cross-border space of trust in the interstate exchange of data and electronic documents between authorized bodies of the Union, and the recognition of each other’s electronic digital signatures by the EAEU countries. The head of the Industry Department named the EAEU-Vietnam interaction as a successful example of cooperation in digitalization between EAEU States and third countries. “We cannot but note the successful experience of implementing EAEU-Vietnam information interaction in the exchange of information using IIS,” Alexander Alexanyan noted. “This experience can be applied in the electronic exchange of information with Cuba; this cooperation has great potential.”  The Cuban party informed about the digital transformation of the country’s economy, the development of telecommunications infrastructure, information technology and work to improve the quality of network connections. The business group representatives expressed interest in promoting their information technologies in the EAEU States. Alexander Alexanyan invited his Cuban colleagues to take part in the International Forum on Information and Communication Technologies “TIBO-2024” to be held in Minsk, to exchange experience in ICT and best digital development practices. The parties agreed to continue active interaction, work out the visit of the EEC delegation and business circles of the EAEU countries to Cuba to review the activities of national science and technology parks on the sidelines of the annual Havana International Fair FIHAV. The Republic of Cuba is an observer state at the EAEU. The cooperation between the EAEU and Cuba is based on a solid foundation for developing a mutually beneficial dialogue; in particular, the Memorandum of Understanding between the Commission and the Cuban Government, as well as the Joint Action Plan were signed. The volume of manufacturing exports from the EAEU to Cuba increased by 3% in 2023 compared to 2022, while imports of Cuban goods to the EAEU doubled last year.
