On June 27, the Board of the Eurasian Economic Commission approved a new version of the structure used to generate electronic customs declarations (documents) for express cargo in the Eurasian Economic Union, such as goods declaration, passenger customs declaration and their adjustments.
From October 1, 2023, the approved structure allows putting into digital practice a number of regulatory innovations adopted in March and June this year concerning the procedures for filling out declarations for express cargo. In particular, this regards the ongoing pilot project in the field of external electronic commerce.
Eldar Alisherov, EEC Minister in charge of Customs Cooperation, emphasized: “The updated version of the structure developed by our specialists will ensure a one-time technical implementation of a set of functional solutions. In particular, we are talking about the automated removal from control of electronic commerce goods placed under the customs procedure of a customs warehouse, more efficient implementation of the technology for remote release of express cargo for personal use, the possibility of adjusting the information previously declared in customs declarations for express cargo, including cases of preliminary customs declaration”.
The new structure will allow having customs control conducted without the participation of customs officials, making it possible to hasten and simplify customs operations for participants in foreign economic activity.
The adopted act results from the consistent work on the timely, productive improvement and updating of customs information systems, which, among other things, was done by the Customs Block of the Commission in order to expand the automation of customs operations.

Decision No. 9 of the EEC Board dated January 22, 2019 approved the structure and format of the declaration for goods for express cargo, the passenger customs declaration for express cargo, the adjustment of the declaration for goods for express cargo and the adjustment of the passenger customs declaration for express cargo.
A pilot project (experiment) in the field of foreign e-commerce is conducted in the Eurasian Economic Union Member States in accordance with Disposition No. 7 of the Commission's Council dated April 5, 2021.
