Scientific, technological and innovative development is one of the effective tools for further growth of the Eurasian Economic Union economies. All Eurasian Five Member States have approved strategic and program documents that ensure progressive science and technology development. At the supranational level, tasks are being tackled to integrate the EAEU into the global architecture of economic relations, increase exports, attract investment and technology. During the functioning of the Eurasian Economic Commission about one hundred memoranda of cooperation with third countries and international organizations have been signed, allowing sharing experience, including in terms of advanced innovative developments. "Given the high pace of digital transformation in all areas of the economy, the Commission actively works on the creation of a common digital space focused on simplifying interaction between government agencies, businesses and citizens," reported the Head of the EEC Board. "Our task is to make all processes faster, more convenient and safer. The implementation of technology solutions is based on the Digital Union concept". Bakytzhan Sagintaev spoke about the successful functioning of the integrated information system within the EAEU. Its development creates a supranational infrastructure that allows five different systems to be in the same ecosystem. Digitalization is currently developing dynamically in a number of areas of the economy. The measures taken in the transport sector will make it possible to ensure seamless transportation, creating a sustainable transport and logistics framework within the Union. In the energy sector, one of the most important tasks is to diversify the structure of power generation. In the agricultural sector it is promising to further establish cooperation in the production of knowledge-intensive goods. According to Bakytzhan Sagintaev, innovations and accelerated assimilation of scientific and technological advances largely determine the competitiveness of each national economy. Dialogue and effective interaction between integration structures will contribute to implementing this task.

28 Mar 2025 Commission reviewed final edition of requirements for AEO accounting system At the Eurasian Economic Commission's headquarters, Alexander Titov, Director of the Department of Customs Legislation and Law Enforcement Practice, chaired a meeting of the working group on developing the authorized economic operator (AEO) concept in the Eurasian Economic Union states, which was attended by about 50 representatives of government agencies and businesses of the Eurasian Economic Union countries. At the meeting, the draft standard requirements for the goods accounting system that AEOs should have in place were generally approved by experts. The wishes of businesses for a transition period to adapt their systems have been taken into account. This project envisages the establishment within the EAEU of a specific goods accounting system for customs purposes, based on the accounting system that will ensure traceability of information and simplify customs formalities for AEOs.    Such approaches will form the basis for national requirements and promote their convergence. This, in turn, contributes to a level playing field for businesses in the EAEU countries and makes it possible to apply simplifications throughout the customs territory of the Union. In addition, the meeting discussed business initiatives on new simplifications for AEOs to expand business opportunities and reduce costs, which will be further addressed by the working group together with government agencies of the parties. Another issue raised was law enforcement practice related to the cancellation of a release of goods when employing an application for release prior submitting a declaration (simplified declaration for AEOs) in certain cases. The meeting participants agreed that it was necessary to address the need to amend the Procedure for filling in such an application. The Authorized Economic Operator concept is an internationally recognized standard of the partnership program. The AEOs are specially designated persons granted with simplifications during customs operations and customs control as persons meeting specified requirements. The Working Group for developing the AEO concept in the EAEU Member States was established in 2014. It elaborates proposals to improve and develop the Authorized Economic Operator concept in the Union.
