This decision was taken on November 22, at the 29th meeting of the Advisory Committee on Natural Monopolies chaired by Arzybek Kozhoshev, EEC Minister in charge of Energy and Infrastructure.
The meeting participants approved the general format and sequence of joint actions for monitoring using quantitative and qualitative indicators. They are employed to assess compliance with the principles guiding the EAEU countries in regulating the activities of natural monopoly entities in accordance with the Treaty on the EAEU. It is planned that the results of the analysis can be used not only to develop proposals and recommendations for further harmonization in regulating natural monopolies, but also for possible updating of the regulatory legal acts in the Five countries.
The Advisory Committee endorsed the structure of the analytical report on natural monopolies. The document is planned to be presented to the Supreme Eurasian Economic Council in the first half of 2025.
The parties also discussed further work on harmonizing legislation of the Eurasian Economic Union countries on natural monopolies. It is possible that the Treaty on the EAEU may be amended to provide clarification.
