On November 29, during a meeting of the Eurasian Economic Commission's Council, the Deputy Heads of Government of the EAEU states launched a pilot project to use electronic international e-CMR waybills in international road freight transport in the countries of the Eurasian Economic Union.
The main goal of the pilot project is to ensure practical testing of the technology for cross-border exchange of legally relevant electronic documents between entities from different countries using the digital signature and “trusted third party” mechanisms.
The implementation of the pilot project will help speed up the process of obtaining and checking transport documents, as well as achieve cost savings in the implementation of transport, logistics, control and supervision procedures.
“The results of the pilot project will be used to implement one of the services of the EAEU digital transport corridors ecosystem, as well as in the activities to transition to the use of electronic documents, which must be contained in the navigation seal,” noted Arzybek Kozhoshev, EEC Minister of Energy and Infrastructure.
The use of e-CMR will reduce the time expenditures for carriers. For instance, when using electronic documents, it takes no more than one minute, compared to more than 20 minutes when working with a paper waybill. In addition, according to international experts, the cost price of using e-CMR, including issuance, signing, sending, status clarification and archiving, is 1.6 euros compared to 6.23 euros in the case of a paper waybill.
