Outcomes of Eurasian Intergovernmental Council’s meeting on February 24-25

The Heads of Government of the Eurasian Economic Union countries considered 15 issues at the Intergovernmental Council’s meeting held on February 24-25 in Nur-Sultan (Kazakhstan) in a face-to-face format.

·         The Eurasian Intergovernmental Council adopted a disposition to support implementing the joint project of the Eurasian Economic Union countries on performing expedite rail and multimodal transportation "Eurasian Agroexpress". The project is intended to increase mutual supplies and exports of agricultural and food products as well as its diversification.

·         The Eurasian Intergovernmental Council welcomed the initiative announced by the Republic of Uzbekistan to extend participation in the Eurasian Economic Union’s activities in areas of mutual interest.

·         The Eurasian Intergovernmental Council considered some tools of state support for the Eurasian Economic Union's manufacturing industry.

·         The Eurasian Intergovernmental Council adopted some proposals to ensure the EAEU sustainable economic development.

·         The Eurasian Intergovernmental Council approved an Action Plan (roadmap) for extending industrial cooperation in the field of civil aviation in the Eurasian Economic Union States for 2022-2023.

·         The Eurasian Intergovernmental Council was presented with the main conceptual approaches and mechanism of charging VAT in e-trade by natural persons in the territory of another EAEU State according to the principle of destination country.

·         The Eurasian Intergovernmental Council was provided with information on the progress of implementing the Agreement on the mechanism of traceability of goods imported into the EAEU territory. The Commission, jointly with the Member States’ experts, drafted and approved the entire regulatory framework required for implementing a pilot project on tracing foreign goods in the EAEU countries from July 1, 2021 to March 31, 2022.

The Heads of Government of the EAEU countries considered and approved the report submitted by the Commission on the current state and prospects for developing the Union’s integrated information system. The main points of the report include proposals to improve the efficiency of planning and developing the Union's Integrated Information System (IIS), which is an integral infrastructure for implementing the principle of four "freedoms” - free movement of goods, services, capital and labor. The approaches approved in the report are able to start transformation of the Union’s integrated information system.

Given the Member States’ interest in the early launch of the goods traceability mechanism provided for by the Agreement on using navigation seals for monitoring traffic in the Union, the Heads of Government of the EAEU countries instructed the Union countries’ public authorities to use best efforts contributing to the early ratification of the Agreement.

This will enable ensuring the implementation of measures required for performing the Agreement already this year.

The Agreement contemplates monitoring goods being moved within the customs transit and a number of goods in mutual trade (sanctioned goods, alcohol, tobacco), is aimed at minimizing control measures at the Union’s internal borders, increasing the transit attractiveness of the Union States as well as ensuring the traceability of goods and their legal turnover in the EAEU territory.

The meeting was attended by Akylbek Zhaparov, Chairman of the EIC and Chairman of the Cabinet of Ministers of the Kyrgyz Republic, Nikol Pashinyan, Prime Minister of the Republic of Armenia, Roman Golovchenko, Prime Minister of the Republic of Belarus, Alikhan Smailov, Prime Minister of the Republic of Kazakhstan, Mikhail Mishustin, Chairman of the Government of the Russian Federation, Mikhail Myasnikovich, Chairman of the Board of the Eurasian Economic Commission, as well as Abdulla Aripov, Prime Minister of the Republic of Uzbekistan, as representative of the Observer State at the EAEU, and Nikolay Podguzov, Chairman of the Board of the Eurasian Development Bank.
The next meeting of the Intergovernmental Council will be held on June 21-22, 2022 in Brest (the Republic of Belarus).
