He was born in 1985 in Bishkek, the Kyrgyz Republic.
In 2007, he graduated from Saint Petersburg State University, specialty “Global Economy”; in 2017, he completed his Master studies at the Academy of Public Administration under the President of the Kyrgyz Republic, specialty “State and Municipal Management“. In 2023 he was awarded a PhD degree in Economics.
He started his career in public service at the Ministry of Economic Development and Trade of the Kyrgyz Republic, having worked in the governmental agency from 2008 to 2010.
From 2011 to 2014, he worked in the business sector.
From 2014 to 2017, he worked in the Office of the Government of the Kyrgyz Republic.
From 2018 to 2022, he held the position of Deputy Minister of Economy of the Kyrgyz Republic.
From 2022 to 2023, he was Head of the Eurasian Economic Union Affairs Section at the Presidential Executive Office of the Kyrgyz Republic.
From March 1, 2023 to September 2024, he served as Minister in charge of Customs Cooperation of the Eurasian Economic Commission.
On September 12, 2024 he was appointed the EEC Minister in charge of Integration and Macroeconomics.
He has earned a number of governmental awards.
He is State Councillor of State Civil Service, 3rd class.
He is married and raises three children.
