EAEU Develops Legal Framework to Eliminate Technical Barriers to Trade with Third Countries
Maxim Kim, Deputy Director of EEC Technical Regulation and Accreditation Department of the Eurasian Economic Commission, told about eliminating technical barriers to trade between the Eurasian Economic Union and third countries during the international forum "New Horizons for Accreditation in the Context of Modern Challenges" in Minsk. In particular, he noted that the foundation for a substantive discussion of elimination of technical barriers was laid when the Treaty on the EAEU was still in preparation. In 2021, the Member States signed the Agreement on the procedure and conditions for eliminating technical barriers to mutual trade with third countries. It is based on the principle of equal obligations of the EAEU and a third country leading to the elimination of such barriers, while the implementation of practical arrangements envisages an international treaty between the EAEU and its five Member States with a third country. The Agreement on international treaties of the Union with third countries, international organizations and international integration associations dated 2018 provides for assessing economic feasibility of concluding international treaties, specifically those on eliminating technical barriers to trade. "The main difficulty is the need for assessing economic feasibility of concluding an international treaty, as it means defining a list of products to be covered by future agreements on elimination of technical barriers to trade with a certain third country," stressed Maxim Kim. According to the Commission's representative, the subject of future discussions might be procedures for determining comparability of mandatory requirements of the EAEU and a third country, for appointing conformity assessment authorities taking part in mutual recognition of conformity assessment results, ensuring control over safety of products entering into circulation in the EAEU states based on recognizing the conformity assessment results obtained by foreign authorities. Maxim Kim expressed hope that the joint work of experts from the Member States, third countries, the Commission, all interested authorities and business community representatives would help address those issues and would facilitate expanding trade and economic ties of the EAEU with third countries. At the forum the EEC representative held a number of meetings with delegates from the Ministry of Industry, State Committee for Standardization of the Republic of Belarus and Belarusian State Institute for Standardization and Certification. They discussed interaction between the national operator of electronic logbook systems in Belarus and Electronic Logbook JSC, administrator of electronic logbook systems, as well as creating and maintaining a unified register of issued vehicle type approvals and vehicle design safety certificates.

Concept for Developing Common Market of Medicines within EAEU Adopted
The August 15 meeting of the Eurasian Intergovernmental Council in Cholpon-Ata, Kyrgyz Republic, approved the Concept for Developing a Common Market of Medicines within the Eurasian Economic Union. The purpose of the document is to ensure sustainable functioning of this market based on principles of mandatory requirements to safety, efficacy and quality of medicines. The Concept briefly reviews the current state of the EAEU market of medicines. It is noted that it essentially started in 2019 when pharmaceuticals began to be registered according to the Union's rules and common procedures were introduced within the EAEU integrated information system to ensure information exchange between the authorized bodies in the field of marketing authorization, assessment and inspection for compliance with the Union's GMP rules. The Concept defines the following main directions for further market development: improved and optimized marketing authorization procedures and regulation of circulating medicines, increased efficiency of information systems, developing infrastructure and competencies in the Union countries, their cooperation in manufacturing pharmaceuticals, regulation of circulating medicines taking into account international practices. Until 2026, marketing authorization certificates for medicinal products issued according to national rules will remain valid. To enable their further circulation in the customs territory of the EAEU, such medicines have to undergo the procedure of bringing their marketing authorization dossiers in compliance with the Union acts and be included on the EAEU Common Register of Authorized Medicinal Products. Starting from January 1, 2026, only the pharmaceuticals having EAEU marketing authorizations will be allowed to circulate in the Member States. Implementation of the document adopted by the Intergovernmental Council will ultimately increase the availability of safe and quality medicines for citizens of the Union.

EAEU to Continue Increasing Rail Freight Volume Using Digital Transport Documents
This was said by Andrey Slepnev, Minister in charge of Trade of the Eurasian Economic Commission, following the review by Heads of Government of the Eurasian Economic Union Member States of an annual report on implementing the plan to digitalize rail freight transportation within the EAEU and with third countries, in particular, with the People's Republic of China. He also emphasized that the result of the relevant practical work is both simplified procedures and cost savings for business and maximum acceleration of the movement of goods. “By 2024, the EAEU Member States have ensured the transition to digital transport documents for rail transportation between the Republic of Belarus, the Republic of Kazakhstan and the Russian Federation,” Andrey Slepnev noted. In particular, the level of electronic data exchange between Russian Railways JSC and the Belarusian Railway State Association has reached at least 90% over the past few years, and this level has exceeded 80% between Kazakhstan's NC KTZh JSC and the railway carriers of Russia and Kyrgyzstan. By the end of 2024, the transportation volume of the Russian Federation using electronic documents amounted to 90% with the Republic of Belarus and 79% with the Republic of Kazakhstan. It is also important to note the work being done on transiting to electronic shipping documents. For example, Russian Railways JSC has implemented the capability of accepting electronic shipping documents signed with an electronic signature from a consignor/freight forwarder into its information systems and submitting them to customs authorities and transmitting them to the Belarusian Railway State Association for customs operations upon completion of the customs procedure. This technology is used between Russia and Belarus for transportation under the Intertran project. “In addition to digitalizing rail freight transportation between the EAEU Member States, active work is underway with the PRC. The volume of correct electronic communications between railway carriers in Russia and China amounted to 90% by the end of 2024. The indicator of completeness and quality of data subject to electronic exchange reached 80-90% between Kazakh and Chinese railways,” the EEC Minister in charge of Trade continued. According to Andrey Slepnev, an important milestone of cooperation with the PRC in terms of digitalizing freight transportation was the signing in December 2024 of the Agreement on interaction between certification centers of railway carriers of Russia and China for the issuance of certificates for cross-border electronic document flow. This document will ensure the use of electronic signatures between the railways of the two countries. At the end of December 2024, test paperless transportation was launched between Russian Railways JSC and China Railways SC through the Zabaikalsk-Manchuria border checkpoint in export-import traffic. In 2025, it is planned to gradually expand the geography of transportation that will be formalized by electronic consignment notes.
