Rustan Jenalinov: "The entire package of technological documents for conducting an experiment to use electronic consignment notes in the EAEU is developed"
The conditions for implementing the pilot project to use electronic consignment notes (e-CMRs) in the EAEU were discussed by representatives of the Five countries on September 22 during a meeting of the specialized working group chaired by Rustan Jenalinov, Director of the EEC Transport and Infrastructure Department.

Mechanisms for access to EAEU public procurement discussed at seminar in Belarus
The procedure for participating in procurement in the Eurasian Economic Union counties and specifics of inclusion into the Eurasian register of industrial goods were looked into at the seminar "Access to the EAEU Markets, Preferences in Public Procurement in the Republic of Belarus" organized in Minsk by the Belarusian Chamber of Commerce and Industry and featuring Alina Kazachenok, Deputy Director of the Department for Competition and Public Procurement of the Eurasian Economic Commission. The EEC representative told about the Commission's work on maintaining the Eurasian register highlighting the algorithms for including industrial goods into the register that are regulated by the Rules of Origin of Certain Types of Goods for Public (Municipal) Procurement. "The Rules approved by a Decision of the Commission's Council in 2020 are applied in case of the Union States introducing preferences, restrictions and prohibitions regarding Eurasian and third-country goods and are an effective instrument of ensuring national treatment in public procurement within the EAEU in such cases," stressed Alina Kazachenok. The seminar was attended by representatives of the Ministry of Economy and Ministry of Antimonopoly Regulation and Trade of the Republic of Belarus.

Ruslan Davydov: "Introducing the common transit system and electronic navigation seals are the key areas of digitalization within the EAEU"
Ruslan Davydov, Minister in charge of Customs Cooperation of the Eurasian Economic Commission, took part in the International Research-to-Practice Conference "Prospects for Developing Customs Legislation: A Balance of Trust and Control" organized by the State Customs Committee of the Republic of Belarus. In his speech, Ruslan Davydov noted that digitalization in the field of customs is an effective instrument in the further development of the Eurasian integration. "The introduction of the common transit system, tracking shipments using electronic navigation seals, as well as modernized approaches to arranging and equipping checkpoints taking into account breakthrough technologies are the priority areas for customs digitalization the in the EAEU," the EEC Minister emphasized. As part of his visit to Minsk, Ruslan Davydov held a bilateral meeting with Vladimir Orlovsky, Chairman of the State Customs Committee of the Republic of Belarus, and discussed relevant matters of the Eurasian agenda: the implementation of the Declaration on Further Development of the Eurasian Integration until 2030 and for the period until 2045 in terms of customs cooperation, as well as instruments for suppression of illicit trade turnover in the EAEU. The head of the EEC Customs Unit invited representatives of the State Customs Committee of the Republic of Belarus to take an active part in the EEC seminar in October this year dedicated to smart checkpoints, as well as digitalization of customs authorities in the EAEU countries. The seminar will be attended by representatives of public authorities, the business community and academia.

EAEU enhances social guarantees for workers
On September 18 in Moscow, the 8th meeting of the Advisory Committee on Social Security, Observance of Pension Rights, Medical Care Provision and Professional Activity of Workers of the Eurasian Economic Union countries was held under the chairmanship of Bakhyt Sultanov, Minister in charge of Economy and Financial Policy of the Eurasian Economic Commission. The event was attended by representatives of relevant public authorities and leading international organizations including the WHO, International Organization for Migration, International Association of Pension and Social Funds and the General Confederation of Trade Unions. The main discussion topic was the practical enforcement of the right of citizens to pension provision and access to medical care in the common EAEU labor market. The meeting participants summarized the interim results of implementing the 2019 Agreement on Pension Provision for Workers of the EAEU States. Since January 2021, pensions have been granted and paid to citizens within the Union. For addressing practical issues related to confirming the length of service, the parties reached a compromise in using unified forms. An important step was the work to convert the entire document flow between the authorized authorities to the electronic format, which will significantly accelerate the procedures and increase their transparency. The meeting was presented with the results of monitoring the implementation of the EEC Board's Recommendation aimed at developing economic cooperation in the field of healthcare. The document provides for joint work across three key areas: telemedicine development, provision of high-tech medical care and standardization of medical technologies. "The Recommendation sets clear vectors for practical cooperation of the Union countries in such a sensitive and essential field as economic cooperation in healthcare. It is about making modern medical achievements as accessible as possible for citizens of all the EAEU States," Bakhyt Sultanov, the EEC Minister in charge of Economy and Financial Policy, commented on the document. A separate agenda item was the presentation of the joint analytical report of the EEC and the WHO Regional Office for Europe "Health Issues in the Context of Labor Migration in the EAEU" by Batyr Berdyklychev, Head of the WHO Country Office in the Russian Federation. The study confirms the topicality of problems concerning access of labor migrants to quality medical services and proposes ways to overcome them. "Cooperation with WHO, a leading entity in the UN system, is very useful and contributes to finding opportunities to improve access of workers and their family members to healthcare services. In the context of increasing migration flows these matters remain topical," the EEC Minister noted. The meeting outcomes confirmed the overall readiness of the participating countries to further integrate in the social sphere and create comfortable environment for labor mobility within the EAEU.
