26 Jun 2025 Council of Heads of Specialized Bodies considered relevant EAEU standardization matters On June 26, Valentin Tataritsky, Minister in charge of Technical Regulation of the Eurasian Economic Commission, took part in a meeting of the Council of Heads of State (National) Standardization Bodies of the EAEU within the business program of the 4th Eurasian Economic Forum in Minsk. The meeting was chaired by the State Committee for Standardization of the Republic of Belarus. The Council of Heads discussed the progress on making amendments to the relevant Procedures governing compiling and updating of the evidence base for technical regulations of the Eurasian Economic Union, in terms of taking into account the results of assessing the scientific and technical level of safety requirements. Relevant draft documents were prepared by the Commission. The amendments are necessitated by this year's launch of works to organize and perform assessments of the scientific and technical level of technical regulations and lists of standards to them in accordance with the Plan for performing them until 2030, approved by a disposition of the Council of the Eurasian Economic Commission in January 2025. Special attention was paid to monitoring the implementation of programs for developing interstate standards (GOSTs) to the technical regulations of the Union, which the Commission annually conducts in accordance with the Procedure for Coordination of Standardization Activities within the Union. Taking into account the discussions, the Commission will prepare analytical information on the causes for non-execution/untimely execution of such GOSTs development programs in order to come up with acceptable solutions to eliminate such practices. The meeting also noted the effective consideration by the meetings of the EEC Subcommittee on Standardization of problematic issues in implementing programs for developing interstate standards and accession of all five countries to GOSTs developed within the framework of these programs. It was decided to continue this practice. In addition, the members of the Council of Heads discussed the Belarusian initiative to develop the Priority Areas of Standardization Activities within the EAEU and the draft work plan of the Council of Heads for 2025-2027. Drafts of these documents will be discussed at the next meeting of the Council of Heads taking into account the proposals of national standardization bodies. The Council of Heads of State (National) Standardization Bodies of the EAEU Member States was established by a decision of the Supreme Eurasian Economic Council as an auxiliary authority of the Union for developing standardization in the field of technical regulation.  
26 Jun 2025 EAEU countries' transport ministers discussed preparation of strategic documents On June 26, on the sidelines of the EEF 2025, the Council of Heads of Authorized Authorities in the Field of Transport of the Eurasian Economic Union reviewed the implementation of the Main Directions and Stages of the Coordinated Transport Policy of the EAEU countries. Arzybek Kozhoshev, EEC Minister in charge of Energy and Infrastructure, participated in the meeting. The implementation of the document is based on road maps for three-year periods. Arzybek Kozhoshev noted that in October 2024, the Heads of Government already approved the road map for the next three years, instructing to address the possibilities to expand the list of activities in this document. As a result of the negotiations, it was decided to supplement the road map with activities related to cooperation on professional training and competence development. The EEC Minister informed the Council of Heads about the results of coordinating the measures to be implemented for building the transport and logistics potential in accordance with the Eurasian Economic Path Declaration on Further Development of Economic Processes within the EAEU until 2030 and for the period until 2045. Arzybek Kozhoshev noted that in the draft road map for implementing the Declaration, 20 or about 91% of the 22 mechanisms have been agreed upon. There remain fundamental differences of principle on two issues concerning the long-term perspective of liberalizing air transport services and road freight transportation. The meeting reviewed the implementation of the Comprehensive Plan for Developing Eurasian Transport Corridors, in particular, the measures being implemented to develop certain sections of Eurasian transport corridors, identify and eliminate bottlenecks. In the context of the digital agenda, the meeting considered the issues of transport digitalization, the use of highly automated unmanned and autonomous vehicles, information support of transport (automobile) control at the EAEU external border, in particular, the degree of readiness of national systems to conduct technological testing within the framework of the common process No. 46 and their launch in commercial operation in an integrated format. Its main task is to improve the procedures of transport control of trucks crossing the external border of the Union. The introduction of this process should improve the efficiency of the national authorized authorities responsible for the controlling cargo flows entering the EAEU. The meeting participants discussed the schedule of events in the field of transport on the sidelines of international platforms: in the framework of the Transport Week in the Republic of Kazakhstan, at the International Transport and Logistics Forum in St. Petersburg, as well as during the Eurasia Days at the UN headquarters in Geneva. As part of the events taking place in Minsk, members of the Council of Heads took part in panel sessions of the Eurasian Economic Forum.
26 Jun 2025 Priority tracks of Commission's dialogue with business community discussed on EEF 2025 sidelines As part of the business program of the Eurasian Economic Forum 2025, the tenth meeting of the Advisory Council on Cooperation between the Eurasian Economic Commission and the EAEU Business Council was held under the chairmanship of Bakhyt Sultanov, EEC Minister in charge of Economy and Financial Policy. The participants discussed key issues, including raising awareness with businesses of the EAEU industrial policy, protection of entrepreneurs' rights and improvement of regulatory mechanisms. Special attention was paid to the expansion of regulatory impact assessment (RIA) procedures. Interest of businesses in the RIA contributed to developing this tool within the EAEU. In February 2024, the RIA procedure was extended to draft international treaties of the Union, and actual impact assessment (AIA) was introduced for already existing EEC decisions. As part of preparing the Plan for implementing the Eurasian Economic Path Declaration, at the initiative of Kazakhstan, extending AIA to EAEU international treaties is being explored. The procedures are aimed to ensure that business impact assessment fully covers all stages of regulation, from the development to application of legal norms. At the same time, if the authorized authority of a participating country sends a proposal to conduct AIA, the EEC is obliged to consider it. In this regard, the business community was encouraged to be more active in submitting initiatives to evaluate existing decisions, both directly to the Commission and through national agencies. "The results of today's discussion will give new impetus to our work in the priority areas. We will continue to create conditions for deepening the business integration of the EAEU countries, ensuring balanced regulation of entrepreneurial activities," mentioned Bakhyt Sultanov. The dialogue between businesses and regulators will strengthen the mechanisms of interaction in the EAEU, deepen integration processes and expand economic cooperation with key partners. The purpose of the Advisory Council is to ensure a dialogue between the EEC and the EAEU Business Council on the issues of determining the directions  and prospects for developing entrepreneurial activities in the areas within the EEC competence. The Advisory Council was established by Decision No. 121 of the EEC Board on October 25, 2016 as part of implementing the Memorandum of Cooperation between the EEC and the EAEU Business Council. The Advisory Council consists of members of the Commission's Board and officials and employees of the Commission designated by them, members of the Presidium of the EAEU Business Council and their authorized representatives, as well as 20 representatives from each business community for specific areas of interaction within the competence of the Commission.
26 Jun 2025 Business circles of EAEU and Cuba discussed promising areas of trade and economic cooperation The Eurasian Economic Forum 2025 hosted a presentation dialogue "Cuba: Possibilities for Developing Economic Ties between the EAEU and Latin American and Caribbean countries". Experts participating in the event agreed that Cuba has a significant potential, which allows it to act as a link between the economic interests of the Eurasian Economic Union states and the Latin American countries. The Eurasian Economic Commission was represented at the event by Mikael Belluyan, Director of the Integration Development Department. "Cuba, as an Observer State at the EAEU, is well immersed in our agenda and is a key trade and economic partner of the Union in Latin America and the Caribbean. In 2018, a Memorandum of Understanding was signed between the EEC and the Government of Cuba, defining the main directions of cooperation. A joint commission on interaction is established. Representatives of Cuba take part in the meetings of EAEU bodies of all levels and propose their own initiatives on trade and economic cooperation with the Eurasian Five countries," Mikael Belluyan noted. The EEC representative emphasized the growing interest of businesses of the Union states in cooperation with Cuba in tourism, pharmaceuticals, agriculture, chemical industry, information and communication services. He invited representatives of the companies participating in the event to get involved in the work of the joint Commission of the EEC and Government of the Republic of Cuba at the next meeting in the second half of this year in Moscow. The Cuban delegation headed by Tania Aguiar Fernandez, Vice President of the Chamber of Commerce, presented a project of a logistics hub in Cuba, which is designed to facilitate transit and fulfill the export potential of the EAEU countries in Latin America and the Caribbean. The representatives of Cuba shared aspects of the existing trade agreements in regional entities such as LAI, ALBA and CARICOM, and the possibilities they offer to foreign entrepreneurs setting up production in Cuba. Following the speeches, representatives of business circles of the EAEU countries discussed Cuban initiatives.
26 Jun 2025 Heads of Union economy ministries discussed results and prospects of Eurasian integration On June 26 in Minsk on the sidelines of the Eurasian Economic Forum there was a meeting of heads of ministries of economy of the Eurasian Economic Union with the participation of Eldar Alisherov, Minister in charge of Integration and Macroeconomics of the Eurasian Economic Commission. The main results of the Eurasian integration and prospects for its further development were discussed. The EEC Minister told about delivering on the action plan for implementing Strategy 2025. In particular, he noted, "Now is the final year for performing the tasks set in this document. We see quite high implementation performance and the Commission, together with the Member States, is making every effort to complete this stage suitably." Eldar Alisherov noted that in 2026 the Union will proceed to implementing the provisions of a new strategic document, the Eurasian Economic Path Declaration on Further Development of Economic Processes within the EAEU until 2030 and for the period until 2045. The Declaration reflects priority areas of the Eurasian integration, as well as new promising tasks aligned with key global trends in economic development. The EEC and the Member States are planning to finalize a road map for implementing the Declaration this year. The action plan for implementing the Strategic Directions for Developing the Eurasian Economic Integration until 2025 is a program document containing the main measures and mechanisms necessary to achieve the goals and objectives established by the Treaty on the EAEU. The Eurasian Economic Path Declaration is a key strategic document for the period until 2045.
26 Jun 2025 Goar Barseghyan: "Cooperation becomes a strategic tool for providing food to citizens of the Eurasian Five countries" Goar Barseghyan, Minister in charge of Industry and the Agricultural Sector of the Eurasian Economic Commission, drew attention to the steady growth of agricultural sector indicators within the Eurasian Economic Union on June 26 in Minsk at the EEF 2025 during the round table "Cooperation in the EAEU as the Path to the Efficient Development of the Agricultural Sector". The EEC Minister noted that since the establishment of the integration association the agricultural output has increased by 25%, mutual trade has increased 1.8 times, external supplies have more than doubled. At the same time, there is a potential for further development of the agricultural sector, associated with the possibility of financial support for cooperation projects at the expense of the EAEU budget. "Cooperation becomes, in fact, a strategic tool for guaranteed provision of food products to the citizens of the Eurasian Five countries and reducing our dependence on external market fluctuations," Goar Barseghyan emphasized. The round table discussed promising areas and projects for developing cooperation, including with the use of financial support mechanisms, and reviewed the experience of interstate cooperation. In this regard, the discussion participants drew attention to the need to enhance the dialogue between government agencies, entrepreneurs and financial institutions. Also, the sectoral cooperation mechanisms were considered the day before on the sidelines of the EEF 2025 within the framework of the 26th meeting of the Presidium of the EAEU Business Council. The round table was attended by representatives of public authorities, business and scientific circles of the EAEU states, third countries and international organizations. The moderator was Roman Brodov, First Deputy Chairman of the Board of Development Bank of the Republic of Belarus JSC.
