Goar Barseghyan: "Financing industrial cooperation is an important step for deepening economic integration"
This was stated by Goar Barseghyan, Minister in charge of Industry and Agriculture of the Eurasian Economic Commission, during the business dialogue event "Russian–Kazakhstan Dialogue. New Horizons of Industrial Cooperation" held at the St. Petersburg International Economic Forum. The EEC Minister noted the important role of the real economy in the development of cooperation not only between Russia and Kazakhstan, but also in general within the Eurasian Economic Union. "On the initiative of businesses, a new mechanism of financial support for industrial cooperation is created in the EAEU. This instrument, launched by the Commission in July 2024, has become an important step in deepening economic integration and developing practical interaction between entrepreneurs," Goar Barseghyan stated. As the EEC Minister emphasized, the mechanism provides for subsidizing the interest rate on loans at 100% of the key rate of the Union countries, as well as the participation of enterprises from three or more EAEU states, which strengthens cooperation, promotes the exchange of experience and technological growth. According to her, financing of the first two projects has been approved, including joint production of agricultural machinery in Kazakhstan. The implementation of this project will ensure the manufacture of combine harvesters involving Russian and Belarusian enterprises. The EEC Minister said that taking into account the positive experience, the Heads of Government of the EAEU countries approved the initiative to expand the support mechanism for cooperation project to the agricultural sector. "By combining economic potentials and national competencies, we will be able to build an integration space that will become a reliable basis for economic growth and sustainable technological development," Goar Barseghyan summarized. In 2024, the volume of industrial output in the EAEU grew by 4.5% compared to the previous year. About 80% of the total trade turnover of the EAEU countries with Kazakhstan is made up of manufacturing industry products.

Commission develops cooperation with Ministry of Commerce of the People's Republic of China on imposing trade remedies
Andrey Zakharov, Director of the Department for Internal Market Protection of the Eurasian Economic Commission, held a meeting with Tao Peng, Head of the Trade Remedy and Investigation Bureau of the Ministry of Commerce of the People's Republic of China, within the framework of the Memorandum on Cooperation in the Application of Anti-Dumping, Countervailing and Safeguard Measures between the EEC and the Ministry of Commerce of the People's Republic of China. The event participants discussed the role of imposing trade remedies in the changing global trade environment. The meeting noted the special role of bilateral contacts for constructive discussion of emerging issues both at the level of investigation bodies and at the level of businesses. "The Commission appreciates the long-term cooperation with the Ministry of Commerce of the PRC on the imposition of trade remedies, which is based on the principles of transparency and consideration of mutual interests. The Department for Internal Market Protection remains open for further development of dialogue with the Trade Remedy and Investigation Bureau of the Ministry of Commerce of the People's Republic of China," mentioned Andrey Zakharov. Following the meeting, the parties agreed on further cooperation within the framework of the Memorandum, as well as on the work of the Joint Commission for implementing the Agreement on Trade and Economic Cooperation between the Eurasian Economic Union and the PRC.

Interaction and exchange of experience in competition discussed by EEC and Myanmar
Armine Hakobyan, Deputy Director of the Department for Competition and Public Procurement Policy of the Eurasian Economic Commission, presented the EEC activities in the field of competition policy at the meeting of the joint working group on interaction between the Commission and the Government of the Republic of the Union of Myanmar. The meeting was held as part of the St. Petersburg Economic Forum. Myanmar reported that, following the entry into force of Myanmar's Competition Law in 2017, it established the Competition Commission that gained considerable experience to date and took its rightful place in the government system. Myanmar is interested in cooperating with similar agencies of the EAEU states and the EEC competition unit. "The Myanmar Competition Commission comprises representatives from various ministries and agencies. For us, this is an interesting, unusual approach to the structure of a competition authority. It is certainly useful for us to familiarize ourselves with its work," Armine Hakobyan noted. The meeting participants addressed organizational issues of interaction, as well as cooperation in other key economic areas in accordance with the previously concluded Memorandum between the Eurasian Economic Commission and the Government of the Republic of the Union of Myanmar.

Eldar Alisherov: "Our dialogue is designed to promote further growth of trade turnover between the EAEU countries and Myanmar"
Priorities of trade and economic cooperation between the Eurasian Economic Union and Myanmar were discussed at a meeting of the joint working group on interaction between the Eurasian Economic Commission and the Government of the Republic of the Union of Myanmar. The meeting on the sidelines of the St. Petersburg International Economic Forum was co-chaired by Eldar Alisherov, EEC Minister in charge of Integration and Macroeconomics, and Kan Zaw, Myanmar Minister for Investment and External Economic Relations. The meeting participants addressed the issues of cooperation in trade, agriculture, competition policy and interaction of business circles. "Our dialogue on various aspects of the regulatory framework being developed within the EAEU is designed to promote the development of trade and economic ties between the Eurasian Five countries and Myanmar, as well as further growth of trade turnover, which has more than tripled since 2019," Eldar Alisherov stated. Among the key objectives of cooperation between the Commission and the Government of Myanmar identified by the EEC Minister at this stage are raising awareness of each other's trade and economic opportunities, as well as identifying bottlenecks in economic relations that need to be discussed within the working group. According to him, the high potential for cooperation between the parties "is predetermined by the Commission's active dialogue with the ASEAN region as a whole, as well as by the fact that Myanmar is essentially a 'bridge' between the EAEU and ASEAN, a trade 'crossroads' of major economies of Southeast Asia." In turn, Kang Zaw emphasized the importance of the dialogue with the EEC for boosting economic cooperation with all countries of the Union. In this regard, he highlighted a number of the most promising areas: digitalization, e-commerce, technology exchange in agriculture, and interaction within Myanmar's special economic zones. Myanmar Trade Minister Aung Naing Oo, Myanmar Agriculture, Livestock and Irrigation Minister Min Naung, and Aye Win, President of the Union of Myanmar Federation of Chambers of Commerce and Industry, addressed the meeting. The parties called on the entrepreneurs of the EAEU and Myanmar for closer cooperation, including the establishment of an official dialogue between the EAEU Business Council and the relevant Myanmar business association. The next meeting of the joint working group will take place in 2026. The Memorandum of Cooperation between the Eurasian Economic Commission and the Government of the Republic of the Union of Myanmar had been signed in 2023.

SPIEF 2025: EAEU – ASEAN business dialogue
On June 19, within the business program of the 28th St. Petersburg International Economic Forum, the EAEU – ASEAN Business Dialogue was held, which was attended by Eldar Alisherov, Minister in charge of Integration and Macroeconomics of the Eurasian Economic Commission. "The EAEU – ASEAN Business Dialogue is an efficient platform for open and trustful communication between business representatives of our two integration associations, "comparing notes" on key areas of interaction and discussion of promising fields of cooperation," mentioned Eldar Alisherov. The EEC Minister stressed that it is important for businesses of the EAEU and ASEAN countries to make more active use of the digitalization possibilities, to create information platforms that allow potential partners to find each other, organize business missions and find new formats of cooperation. Good prospects for interaction between EAEU and ASEAN business circles are opened by sectoral dialogue. "The Commission and the ASEAN Secretariat have already taken practical steps. In 2025, a series of sectoral seminars in such areas as energy, agriculture, customs regulation, intellectual property, e-commerce, competition policy, transport has been launched," Eldar Alisherov told. The Head of the EEC Integration Unit noted that the positive dynamics of trade, economic and business cooperation between the countries of the two unions is facilitated by a solid institutional framework of their interaction. "In the future, the EAEU and ASEAN could think about creating a separate EAEU – ASEAN dialogue mechanism. It could have a pronounced business component based on the fact that business is the main beneficiary of trade and economic cooperation," Eldar Alisherov noted. The business dialogue was attended by Ivan Polyakov, Chairman of the Russia–ASEAN Business Council (moderator); Musa Adnin, Managing Director of Adinin Group, Chairman of the ASEAN Business Advisory Council Brunei Darussalam; Kan Zaw, Minister of Investment and Foreign Economic Relations of the Republic of the Union of Myanmar; Saleumxay Kommasith, Deputy Prime Minister of the Lao People's Democratic Republic; Alexey Kulapin, General Director of the Russian Energy Agency (REA) of the Russian Ministry of Energy; Nazir Razak, Founder of Ikhlas Capital, Chairman of the ASEAN Business Advisory Council Malaysia; Vitaly Stepanov, Moscow Export Center CEO; Satwinder Singh, ASEAN Deputy Secretary-General. The EAEU – ASEAN Business Dialogue is organized by the Eurasian Economic Commission with the organizational support of the Roscongress Foundation and in coordination with the Russia – ASEAN Business Council. Since 2019, the event has been traditionally held as part of the business program of the St. Petersburg International Economic Forum. The Memorandum of Understanding between the EEC and ASEAN on economic cooperation was signed in 2018. A Cooperation Program for 2020–2025 was adopted to implement the Memorandum. The document covers such spheres as customs legislation and law enforcement practice, trade policy, business activities, technical and antitrust regulation, SPS measures, energy, functioning of internal markets, etc. Memoranda of cooperation or understanding and free trade area agreements have been concluded with most ASEAN countries: Cambodia, Indonesia, Thailand, Singapore, Myanmar, Vietnam and Indonesia.

Ruslan Davydov: "New e-commerce rules in the EAEU lay a seamless path for consumers"
At the SPIEF 2025, Ruslan Davydov, Minister in charge of Customs Cooperation of the Eurasian Economic Commission, took part in the session "Develop or Absorb? Global Digital Platforms and Their Impact on the Economies of Eurasia and the Global South". The session participants discussed digital platforms, which today are an important tool for economic and social development. Government agencies and businesses pay close attention to regulating their work and creating favorable conditions for their improvement. In his speech, the EEC Minister spoke about the establishment of common "rules of the game" in the e-commerce market by the Commission jointly with the Eurasian Economic Union countries. Creating a seamless journey for the end consumer is at the top of the agenda. The basis for such regulation will be a new chapter in the EAEU Customs Code, which is currently being ratified. Ruslan Davydov noted that the rules being developed should ensure the transparency of trade chains through the use of breakthrough digital technologies. For efficient implementation of the new regulation and timely adaptation to the new conditions, Ruslan Davydov urged the participants and guests of the session to maintain open dialogue in advisory bodies of the Commission's Customs Unit. The session was attended by Maxim Reshetnikov, Minister of Economic Development of Russia, and Alexey Repik, Chairman of Business Russia, and Robert Mirzoyan, CEO of RWB.

Bakytzhan Sagintaev participated in meeting of EAEU countries' Vice Prime Ministers
On June 18, Bakytzhan Sagintaev, Chairman of the Eurasian Economic Commission's Board, took part in a meeting of Vice Prime Ministers of the Eurasian Economic Union Member States being the EEC Council Members. The event participants discussed topical areas of the Eurasian economic integration, as well as issues of further cooperation development within the EAEU. The meeting reviewed the preparations for the summit of the Union countries' leaders and the 4th Eurasian Economic Forum to be held on June 26–27 in Minsk.

Information exchange as part of transport control at EAEU external border launched
Belarus and Russia finished refining their technological cooperation and finalized the national segments under Common Process No. 46 "Information Support for Transport (Automobile) Control at the External Border of the Eurasian Economic Union". That allowed them to begin a full-scale information exchange. Common Process No. 46 is part of the integrated information system for foreign and mutual trade of the Union. It is designed to increase the efficiency of control exercised by national authorized authorities when trucks into the EAEU. In preparation for the launch of the process, the authorized authorities of Belarus and Russia made more than 800 transactions containing consolidated information on the results of transport (automobile) control. By late 2025, Kazakhstan and Kyrgyzstan are planning to join the initiated information exchange as well. Arzybek Kozhoshev, the EEC Minister in charge of Energy and Infrastructure, emphasized: "Full implementation of Common Process No. 46 will provide authorized authorities with prompt access to the results of transport control at the external border of the Union as transport moves across the territory of the Member States, including information on payment of duties, fines and elimination of violations. This will ultimately have a positive impact on the quality and safety of the transportation process." Armenia does not participate in the implementation of Common Process No. 46 due to the introduction of relevant amendments to the Treaty on the EAEU.
