Bakhyt Sultanov: "It is necessary to maintain a balance between supervising migration flows and ensuring the rights of labor migrants in the EAEU"
On May 22 in Baku, Bakhyt Sultanov, Minister in charge of Economy and Financial Policy of the Eurasian Economic Commission, as part of the meeting of the Council of Heads of Migration Authorities of the Commonwealth of Independent States, spoke about the Commission's work on migration, emphasizing the importance of coordinating efforts to ensure the rights and social guarantees of migrant workers in the Eurasian Economic Union. The meeting participants discussed the current situation with migration in the CIS countries, as well as coordination of interaction between public authorities in implementing the main directions of migration policy in the CIS countries. The EEC Minister noted the significant growth of labor migration within the EAEU: "Since the entry into force of the Treaty on the Union, annual labor migration flows have increased by a third and exceeded 1 million people last year." Bakhyt Sultanov presented the results of the recently completed monitoring of the legislation of the EAEU countries in the field of labor migration for compliance with the law of the Union. The monitoring showed that the states are taking similar measures to promote the inflow of highly qualified specialists and are also making progress in digitalizing public services in the area of labor migration. The EEC Minister drew attention to the need to strike a balance between supervising migration flows and ensuring the rights of labor migrants, noting that any legislative initiatives aimed at regulating migration should not be inconsistent with the provisions of the Treaty on the EAEU. In conclusion, Bakhyt Sultanov reported on the brochure Employment and Social Security of Citizens of the EAEU Member States in the Russian Federation, prepared by the Commission, translated into the languages of the Union states and posted on the EEC website. It is planned to create similar brochures on the legislation of other EAEU countries. During the event, Bakhyt Sultanov held business meetings with the heads of migration authorities of the CIS countries, where they discussed the current migration situation, cooperation on exchange of experience and information, as well as jointly preparing and organizing specialized events.

Nikolay Kushnarev: "Enhanced industrial and technological cooperation within the EAEU opens up new opportunities for the development of metallurgy"
Priorities of industrial cooperation within the Eurasian Economic Union, technological trends and the overall situation in metallurgy were discussed by the participants of the round table "Metallurgy in the EAEU: Integration, Consumption Promotion, Innovations and New Materials" at the Eurasian Economic Commission's headquarters. "Enhanced industrial and technological cooperation within the EAEU opens up new opportunities for successfully addressing the challenges of the industry development. This can be achieved through the implementation of joint innovation and infrastructure projects in the field of manufacturing metallurgical products and increasing their competitiveness in foreign markets," mentioned Nikolay Kushnarev, Director of the EEC Industrial Policy Department, in his welcoming address. Special attention was paid to the creation of new production facilities within the EAEU, exchange of experience in digitalization, robotic automation and application of additive technologies in the industry. There was considerable interest in the discussion on using assessment of conformity to international standards as one of the tools for promoting metallurgical products in foreign markets and the potential for cooperation in the welding industry. In order to inform the manufacturers, the round table presented a mechanism developed by the Commission to promote joint cooperation projects, which can be used in the metallurgical industry as well. "In 2024 in the EAEU as a whole, the output of finished metal products increased by 35.1% over the same period. Moreover, mutual cooperative supplies of metallurgical products by the Member States increased by 4.8% and finished metal products by 9.6%, which indicates a significant potential for cooperation in this sector. The new mechanism of supranational financing will promote further development of cooperation within the EAEU," noted Georgy Arzumanyan, Deputy Director of the Department. Summing up the event, the participants agreed to intensify their joint work through the EEC. It is also planned to prepare a relevant resolution to be submitted to the governments of the EAEU countries. The event was attended by representatives of authorized authorities, industry associations, scientific and business organizations, leading metallurgical enterprises and consumers of metallurgical products of the EAEU countries, including representatives of the Belarusian Metallurgical Plant and Beltsvetmet (Belarus); Aktobe Rail and Section Works (Kazakhstan); Russian Steel Association, Pipe Industry Development Fund, Association of Metalworking Enterprises, Aluminum Association, Rosspetsmash Association, Association of Electrometallurgical Enterprises, Additive Technology Development Association, Severstal and I.P. Bardin Central Research Institute for Ferrous Metallurgy (Russia).

Commission discussed intensification of trade with Serbia with EAEU public authorities and businesses
A seminar featuring public authorities and businesses of the Eurasian Economic Union countries, dedicated to the development of sectoral cooperation, identification and elimination of barriers to mutual trade with Serbia, was held on May 21 in the Eurasian Economic Commission under the chairmanship of Andrey Slepnev, the EEC Minister in charge of Trade. The event was aimed at intensifying cooperation within the framework of the Free Trade Area Agreement between the EAEU and its Member States, on the one part, and the Republic of Serbia, on the other part. The objective of the seminar was to identify trade barriers faced by exporters in different economic sectors when supplying goods to the Serbian market, as well as new opportunities for cooperation and ways to eliminate trade restrictions. "The proposals voiced at today's event will be elaborated in detail jointly with the Member States for possible discussion at the planned meeting of the Joint Committee for implementing the Agreement with the Republic of Serbia," mentioned Andrey Slepnev. In this regard, the EEC Minister recalled the recent fruitful consultations with the Serbian party having resulted in the removal of quantitative restrictions on imports of vegetable oils and margarine from the EAEU from March 3, 2025, which had been in force for two years. The Free Trade Area Agreement between the Eurasian Economic Union and its Member States, on the one part, and the Republic of Serbia, on the other part, was signed on October 25, 2019 and came into effect on July 10, 2021. The Agreement provides for mutual abolition of import customs duties on 93% of the commodity nomenclature.

EAEU countries increase integration in ensuring uniformity of measurements
Ani Obosyan, Deputy Director of the Technical Regulation and Accreditation Department of the Eurasian Economic Commission, took part in the Metrology Without Borders international metrology forum and exhibition, timed to coincide with the World Metrology Day. In her speech at the forum Ani Obosyan greeted its participants on the World Metrology Day and the 150th anniversary of the signing of the 1875 Metric Convention and the establishment of the International Bureau of Weights and Measures. She noted that the current period of the Commission's activity in the field of ensuring the uniformity of measurements can be called a new stage of increasing the level of integration within the Eurasian Economic Union. "The necessary level of support of the integration directions included in the Eurasian Economic Path Declaration, where the results of activity depend on the accuracy and reliability of measurements, is planned to be provided through introducing common principles of metrological support of measurements", emphasized Ani Obosyan.

Maxim Ermolovich: "The EEC is shaping a legal framework for antitrust regulation in new areas of the Union's economy"
Maxim Ermolovich, Minister in charge of Competition and Antitrust Regulation of the Eurasian Economic Commission, spoke at the session "35 Years of Antitrust Regulation: Achievements and Future Directions" as part of the St. Petersburg International Legal Forum. The EEC Minister noted the efficient work of the Commission and national antitrust authorities to improve the law of the Eurasian Economic Union. Moreover, the EEC communicates the Member States' positions on competition at the key international platforms. "The EEC is shaping a legal framework for antitrust regulation, including in new areas of the Union's economy," Maxim Ermolovich reported. "For example, we are now working with our colleagues on common approaches to study digital markets. We are also starting to study the impact of artificial intelligence on the state of competition and the possibility of its use in the work of antitrust authorities." The panelists discussed approaches to scientific and expert support of antitrust regulation and emphasized the relevance of the activities performed by the EAEU Center for Competition Law and Antitrust Regulation. The session arranged by FAS Russia brought together representatives of competition authorities and businesses from a number of countries, including China and Malaysia, and competition experts.

Further grounds for exclusion from unified register of authorized authorities of EAEU countries and vehicle manufacturers issuing electronic car logbooks
The Board of the Eurasian Economic Commission amended the decision dated September 1, 2015 on the approval of the Procedure for Establishing and Maintaining of a Unified Register of Authorized Organizations of the Eurasian Economic Union Countries and Organizations Manufacturing Vehicles (Vehicle Chassis), Self-Propelled Machines and Other Types of Machinery issuing electronic logbooks. In particular, now there is a possibility for a national authority to exclude an authorized authority or a manufacturing organization from the unified register based on an application, as well as in the event of violating the Procedure for the Functioning of Electronic Car Logbook Systems and (or) the legislation of the relevant EAEU State. In addition, re-inclusion of an authorized authority or a manufacturing organization in the unified register is possible not earlier than six months from the date of the decision on exclusion. "The necessity to establish a possibility for the national authority to exclude an authorized authority or manufacturing organization from the unified register on the basis of its application arises from the experience of applying the current procedure," emphasized Valentin Tataritsky, the EEC Minister in charge of Technical Regulation. "At the same time, the further established deadline for the possibility of re-inclusion in the unified register that is not earlier than six months from the date of the decision on exclusion serves to eliminate the facts of deliberate misrepresentation of information by authorized authorities or manufacturing organizations." For the national body, a decision deadline for excluding (refusing to exclude) an authorized authority or manufacturing organization from the unified register shall not exceed 30 working days.

EEC amended list of standards to technical regulation on oil and fat products
The Board of the Eurasian Economic Commission approved amendments to the list of standards to the technical regulation of the Union "Technical Regulation on Oil and Fat Products" (TR CU 024/2011). The list was supplemented with two interstate standards: GOST 35012-2023 "Unrefined linseed oil. Technical specifications" and GOST 35013-2023 "Safflower oil. Technical specifications" developed within the framework of the Program for developing (amending, reviewing) interstate standards to the said technical regulation. The amendments were prepared by the Commission on the basis of proposals by the authorized standardization authorities of the Republic of Kazakhstan, taking into account the relevant provisions of the Procedure for developing and adopting lists of international and regional (interstate) standards. Amendments to the list of standards shall enter into force once 180 calendar days have elapsed from the date of official publication of the EEC Board's decision.

Maxim Ermolovich: "Interaction between the EEC and the EAEU Court is aimed at developing a clear understanding of the Union's law"
Maxim Ermolovich, Minister in charge of Competition and Antitrust Regulation of the Eurasian Economic Commission, took part in the session "10 Years of the EAEU Court: Strengthening the Union’s Internal Market and Defending Business Interests" as part of the St. Petersburg International Legal Forum. In particular, Maxim Ermolovich noted that the Commission was vested with the powers of the supranational antitrust regulator. "In this regard, the EEC addresses an important task of creating harmonized and predictable conditions for doing business both in the cross-border and national markets of the EAEU," the EEC Minister stressed. He outlined the prominent role of advisory opinions and decisions of the EAEU Court for the improvement of the Union's competition law and development of legal positions for enforcement purposes. Special attention was paid to preparing research-to-practice commentary on applying the section of the Treaty on the EAEU regarding competition, which is currently being dealt with by the Commission's specialized unit. The session was attended by judges of the EAEU Court, representatives of the judicial and legal communities, and entrepreneurs from the Union countries.
