"With the existing configuration of the labeling system, increasing the number of marked goods not only involves positive effects but also poses the threat of restricting the free movement of goods across the Union," Vahagn Ghazaryan noted. The EEC Department Director explained that at the moment there are two critical risk groups. The first one concerns the failure of some EAEU countries to comply with the Union law provisions in terms of meeting the deadlines for submitting notices on introducing labeling. The second one, given a large number of commodity groups subject to labeling or planned for labeling in the future, concerns the current bilateral arrangements for information exchange between the labeling system operators without using the integration segment. "Elimination of the outlined risks will help improve the labeling system for better combating circulation of illegal products," Vahagn Ghazaryan stressed. Also at the Forum, Ilya Kabanov, Head of the Section of Market Monitoring and labeling of Commodities, reported on the main effects achieved through introducing labeling in the EAEU States such as market regularization, decrease in counterfeit products, growing number of lawful manufacturers, increase in profitability of bona fide manufacturers and improved budget revenues.

"Another tool for qualitative development of industry might be a reboot of the Eurasian technology platforms and the establishment of the Eurasian Competence Centers serving to connect initiatives of business and science. It is necessary to enable them to shape projects not single-handedly but as an interstate project pipeline." According to Vitaly Vovk, the implementation of these initiatives is facilitated by the supranational mechanism for financial support to joint cooperation projects in industry. "Our tool is flexible and all-purpose, it is easily combined with any existing government support measures," Vitaly Vovk stressed. "The mechanism provides for financing research and development aimed at making innovative industrial goods. It is also important for EAEU enterprises created together with CIS partners to have an opportunity to use the mechanism on special conditions. Vitaly Vovk urged businesses of the Member States to be more active in making use of the financial cooperation mechanism.
