EEC to prevent uncontrolled export of valuable aquatic biological resources from Union countries

The Eurasian Economic Commission’s Board has decided to extend current authorization-based procedure for exporting wild live animals from the customs territory of the Eurasian Economic Union to the aquaculture facilities.

"The decision was adopted due to the increased export of valuable species of aquatic biological resources extracted as a result of illegal fishing, under the guise of aquaculture products," noted Uasilya Baykadamova, Deputy Director of the EEC Tariff and Non-tariff Customs Regulation Department.

She has explained that now the authorization-based procedure is used within the Union for exporting wild aquatic biological resources, to which non-tariff regulation measures are applied in trade with third countries. At the same time, it is technically impossible to identify different origins of wild-caught fish and fish grown in aquaculture systems.
The Resolution shall come into effect after 60 calendar days have elapsed from the date of its official publication.

In accordance with the EAEU legal and regulatory framework, wild aquatic biological resources are exported upon submission of an export license and (or) an opinion (authorization) to the Union States’ customs authorities. In order to obtain them, some documents, in particular, those confirming the legality of harvesting should be submitted to the Union State’s authorized body.
