EEC discussed issues of improving EAEU customs regulation
On April 30, the Eurasian Economic Commission held a meeting of the high-level Working Group on improving customs regulation chaired by Ruslan Davydov, the EEC Minister in charge of Customs Cooperation. It discussed amendments to the Customs Code of the Eurasian Economic Union concerning the simplified movement of containers across the EAEU customs border. The issues of increasing the efficiency of applying the customs transit procedure, as well as the exchange of information on fish catches and fish products were considered. The Working Group participants agreed to continue discussing the most sensitive issues. The next face-to-face meeting of the Working Group is scheduled to be held in May this year.

Maxim Ermolovich: "Meetings of regional competition organizations help develop more efficient competition policy around the world"
The Eurasian Economic Commission, with the support of the Egyptian Competition Authority, held a working meeting of representatives of regional competition organizations in Cairo. It was attended by Maxim Ermolovich, the EEC Minister in charge of Competition and Antitrust Regulation. Such events, which have become traditional on the initiative of the EEC specialized unit, help international regional organizations cooperate constructively on relevant matters and share experience. The focus of the fifth meeting was on practices for efficient competition regulation. "We promote the benefits of regional cooperation, strengthen and expand interregional dialogue, adapt best competitive practices to the needs of each region and generate new ideas, which ultimately leads to a more efficient competitive policy around the world," believes Maxim Ermolovich. The EEC will continue to hold meetings of regional competition organizations. The fifth meeting was attended by the Chairman of the Egyptian Competition Authority, representatives of UNCTAD, the Common Market for Eastern and Southern Africa, the East African Community, the West African Economic and Monetary Union, the Economic Community of West African States, the Arab Competition Network, the Association of Southeast Asian Nations, BRICS and the Caribbean Community.

Maxim Ermolovich: "The EEC is shaping a legal framework for antitrust regulation in new areas of the Union's economy"
Maxim Ermolovich, Minister in charge of Competition and Antitrust Regulation of the Eurasian Economic Commission, spoke at the session "35 Years of Antitrust Regulation: Achievements and Future Directions" as part of the St. Petersburg International Legal Forum. The EEC Minister noted the efficient work of the Commission and national antitrust authorities to improve the law of the Eurasian Economic Union. Moreover, the EEC communicates the Member States' positions on competition at the key international platforms. "The EEC is shaping a legal framework for antitrust regulation, including in new areas of the Union's economy," Maxim Ermolovich reported. "For example, we are now working with our colleagues on common approaches to study digital markets. We are also starting to study the impact of artificial intelligence on the state of competition and the possibility of its use in the work of antitrust authorities." The panelists discussed approaches to scientific and expert support of antitrust regulation and emphasized the relevance of the activities performed by the EAEU Center for Competition Law and Antitrust Regulation. The session arranged by FAS Russia brought together representatives of competition authorities and businesses from a number of countries, including China and Malaysia, and competition experts.

Maxim Ermolovich: "Interaction between the EEC and the EAEU Court is aimed at developing a clear understanding of the Union's law"
Maxim Ermolovich, Minister in charge of Competition and Antitrust Regulation of the Eurasian Economic Commission, took part in the session "10 Years of the EAEU Court: Strengthening the Union’s Internal Market and Defending Business Interests" as part of the St. Petersburg International Legal Forum. In particular, Maxim Ermolovich noted that the Commission was vested with the powers of the supranational antitrust regulator. "In this regard, the EEC addresses an important task of creating harmonized and predictable conditions for doing business both in the cross-border and national markets of the EAEU," the EEC Minister stressed. He outlined the prominent role of advisory opinions and decisions of the EAEU Court for the improvement of the Union's competition law and development of legal positions for enforcement purposes. Special attention was paid to preparing research-to-practice commentary on applying the section of the Treaty on the EAEU regarding competition, which is currently being dealt with by the Commission's specialized unit. The session was attended by judges of the EAEU Court, representatives of the judicial and legal communities, and entrepreneurs from the Union countries.

Bakytzhan Sagintaev conveyed birthday greetings to Kassym-Jomart Tokayev
Bakytzhan Sagintaev, Chairman of the Board of the Eurasian Economic Commission, conveyed birthday greetings to Kassym-Jomart Tokayev, President of the Republic of Kazakhstan and Member of the Supreme Eurasian Economic Council. "Owing to the successful implementation of the reforms and ideas that you proposed, Kazakhstan has become one of the world's prominent States with a modern economy. Its role and influence within the Eurasian Economic Union grow steadily," the letter of greetings reads. On behalf of the Eurasian Economic Commission and in his own capacity Bakytzhan Sagintaev wished Kassym-Jomart Tokayev good health, well-being and new achievements for the benefit of the Republic of Kazakhstan and its citizens.

Andrey Aksenov appointed Deputy Director of EEC Financial Policy Department
Andrey Aksenov was born in 1973 in Minsk. In 1995, he graduated from the Belarusian State University with a degree in Radiophysics and Electronics; in 1996, he retrained at the Belarusian State University with a degree in Economic Cybernetics. He started his career in 1995 at the Interbank Currency Exchange of the National Bank of the Republic of Belarus, having worked his way up from an assistant analyst of the financial market to head of the stock department. From 1999 to 2016, he held senior management positions at the Belarusian Currency and Stock Exchange JSC. From January 2017 to July 2019, he held senior management positions in the Securities Department of the Ministry of Finance of the Republic of Belarus. From August 2019 to May 2025, he was Director of the Republican Central Securities Depository Republican Unitary Enterprise. In 2023, he graduated from the Academy of Public Administration under the President of the Republic of Belarus, specializing in Public Administration of the National Economy. He has taken a number of courses and trainings on the financial market structure in various countries (Germany, Austria, Turkiye, Czech Republic, Poland). A holder of certificates of honor and letters of gratitude from the Ministry of Finance of the Republic of Belarus, the Securities Committee under the Council of Ministers of the Republic of Belarus, the Belarusian Currency and Stock Exchange JSC. On May 12, 2025, he was appointed Deputy Director of the Financial Policy Department of the Eurasian Economic Commission.

Arzybek Kozhoshev: "Transport and logistics are key elements of sustainable Eurasian integration"
During the plenary session of the 12th Global Logistics Conference in Dubai (UAE), Arzybek Kozhoshev, Minister in charge of Transport and Infrastructure of the Eurasian Economic Commission, made a report outlining the priorities for developing the transport and logistics space of the Eurasian Economic Union. The Minister emphasized that given the changes in the global economy, sustainable logistics chains, infrastructure interconnectivity and the digital transformation of the transport industry are of particular importance. These areas become the basis for enhancing the competitiveness of the Union's Member economies and their integration into the world markets. "Today, more than ever, concerted decisions and investment in infrastructure are needed. The establishment of efficient, seamless and digital logistics routes is a priority for both the EAEU and our partners," the Minister noted. Arzybek Kozhoshev also presented information on the ongoing work of the EEC in the field of transport and logistics, as well as the EAEU institutional initiatives: the introduction of electronic consignment notes (e-CMRs), the development of smart transport systems, the implementation of the Comprehensive Plan for Developing Eurasian Transport Corridors. "Transport and logistics are the development driver of the modern world. Their reliability defines not only the speed of delivery, but also the stability of economies, food and industrial security and trust between countries," Arzybek Kozhoshev emphasized. The Minister expressed readiness to deepen the dialogue with partners to strengthen the global logistics architecture.

EEC delegation laid floral tributes at Tomb of the Unknown Soldier
On May 16, Bakytzhan Sagintaev, Chairman of the Board of the Eurasian Economic Commission, the EEC Ministers, Heads of Secretariats and Department Directors took part in the wreath-laying ceremony at the Tomb of the Unknown Soldier in the Alexander Garden in Moscow.
