On April 19, the Eurasian Economic Commission's Board adopted a recommendation providing a common approach to applying regulation principles and rules for ensuring access in the sphere of natural monopolies established by Annex No. 20 to the Treaty on the Eurasian Economic Union.
The document is intended to provide information and clarification, which contributes to fulfilling the Action Plan for implementing the Strategic Directions for Developing the Eurasian Economic Integration until 2025 in terms of preparing documents aimed at the uniform application of the Union's law.
The adopted document will help consumers and the business community to develop a more precise understanding of the approaches and principles applied in the state regulation of natural monopoly services, thereby increasing their accessibility.“A common understanding of the principles to be contained in the norms and provisions of national legislation will help eliminate possible discriminatory conditions for access to regulated services,” noted Arzybek Kozhoshev, EEC Minister in charge of Energy and Infrastructure.

Paragraph 9 of the Roadmap for sequencing the harmonization of the EAEU States' legislation in the sphere of natural monopolies (approved by the EEC Council in December 2017) envisages the adoption of the Board’s recommendation “On applying unified principles and rules for regulating activities of the Eurasian Economic Union Member States’ natural monopoly entities".
