EEC approved new form of transit declaration and procedure for filling it out

A meeting of the Eurasian Economic Commission's Board held on May 30 approved a new form and the procedure for filling out a transit declaration in the form of electronic and paper documents.

Eldar Alisherov, EEC Minister in charge of Customs Cooperation, noted: “The new procedure for completing the transit declaration includes a number of simplifications, such as the first — the possibility to fill out the transit declaration both in the form of electronic and paper documents; the second — the possibility to fill out the transit declaration when transporting goods by two or more modes of transport; and the third — the use of transit declarations when moving international mail.


According to the EEC Minister, adopting this decision will make it possible to fully implement the electronic exchange of information between the customs authorities of the Eurasian Economic Union States as part of the relevant common process.

The draft decision was elaborated by the Commission jointly with the EAEU countries. The Working Group on Regulatory Impact Assessment concluded that the decision would have a positive impact on the business environment.

The new form and procedure for completing the transit declaration will come into effect on October 1, 2023.

Simultaneously, the Board approved new structures and format of the transit declaration with a similar effective date.

The form and procedure for completing the transit declaration were approved by Decision No. 289 of the Customs Union Commission dated June 18, 2010. Special aspects of filling out the transit declaration when moving international mail were approved by Decision No. 377 of the Customs Union Commission dated September 20, 2010.

New form and rules for completing the transit declaration are elaborated to improve the Union’s law and implement Articles 105 and 142 of the EAEU Customs Code.
