Elmira Syzdykova was born in 1991.
In 2014, she graduated from M.V. Lomonosov Moscow State University with a Bachelor's degree and in 2016, with a Master's degree in Economics.
Prior to joining the Eurasian Economic Commission, she worked in various positions in the Foreign Trade Department, Ministry of Trade and Integration of the Republic of Kazakhstan.
She is a holder of medals "For Contribution to the Development of the Eurasian Economic Union" (2022) and "10 Years of the Eurasian Economic Union" (2024).
On April 22, 2025, she was appointed Deputy Director of the EEC Internal Market Protection Department.
