20 Nov 2024 Priorities of EAEU Industrial Policy on Machine Tool Building and Microelectronics Discussed Georgy Arzumanyan, Deputy Director of the Industrial Policy Department of the Eurasian Economic Commission, took part in the industry session Machine Tool Building and Microelectronics — Key Priorities of the EAEU Industrial Policy to Ensure Technological Sovereignty of the 6th Eurasian Business Forum "Integration". The analysis of the machine tool market conducted by the Commission's industrial unit has showed that the share of imports in the total consumption in the Eurasian Economic Union is about 80–85%. Both the volume of imports of machine tool products in general and the share of Asia-Pacific manufacturers in the EAEU region market are growing. The microelectronics market also demonstrates a serious dependence on imports, which necessitates accelerated industrial cooperation between the EAEU Member States," said Georgy Arzumanyan. He informed the session participants about the work the Commission is doing in this area, the development of industrial cooperation in machine tool building and microelectronics across the Union, as well as about the new mechanism of financing industrial cooperation and its possibilities. Representatives of the business community spoke about robotic applications and automation in modern machine tool production, the balance of interests in technological re-equipment, development of machine tool industry in the EAEU countries under sanctions and innovative import-substituting decisions in the field of microelectronics.
01 Oct 2024 Digitalization of Agricultural Sector Considered at EEF 2024 Establishment of a trusted business ecosystem for circulation of agricultural produce within the Eurasian Economic Union on a paperless basis may become an additional impetus for the digitalization of a large array of data throughout the value chain. This will improve the efficiency of interaction between government and business and, in the long term, the sector competitiveness. Such conclusions were reached by participants of the expert session Digitalization of the Agro-Industrial Complex in the Context of Ensuring Traceability of Agricultural Products and Developing Trade, held as part of the business program of the 3rd Eurasian Economic Forum. "At the national level, the EAEU states are actively developing digital services in agriculture, aimed at automating the provision of public services based on collecting and processing big data and transforming the agricultural market. The Commission is open and ready to consider proposals for scaling up the best national practices to the EAEU as a whole," emphasized Gohar Barseghyan, Minister in charge of Industry and Agriculture of the Eurasian Economic Commission. Representatives of FAO and the International Grains Council spoke about global trends in the area in question. Samat Nasirdinov, Deputy Minister of Water Resources, Agriculture and Processing Industry of the Kyrgyz Republic, and Svetlana Alexeeva, Deputy Head of Rosselkhoznadzor, explored the topic of developing state digital platforms. Experts from the Information and Accounting Center of the Ministry of Finance of the Republic of Kazakhstan shared the experience of functioning of electronic grain receipts in Kazakhstan. "On the one hand, information resources allow government agencies to automate processing of certain data and details; on the other hand, they open up opportunities for business entities to simplify interaction with government and regulatory agencies to the most. As a result, there is a growing trust of market participants and the state to each other," Nonna Kagramanyan, Vice President and Head of the Executive Committee of the Business Russia All-Russian Public Organization, stressed at the end of the meeting.
30 Sep 2024 Prospects for development of infrastructure and logistics in agriculture discussed on EEF 2024 sidelines On September 30, within the 3rd Eurasian Economic Forum in Yerevan, a round table Infrastructure and Logistics in Agriculture: Modern Challenges and Solutions was held with the participation of Gohar Barseghyan, Minister in charge of Industry and Agriculture of the Eurasian Economic Commission. The EEC Minister emphasized particular importance of timely and efficient supplies for food security and trade development in the context of disrupted production cycles and supply chains in the global market. The Union's trade in agricultural produce and foodstuffs has more than doubled since its establishment, while exports have grown almost threefold. During the discussion, the participants discussed the status and importance of infrastructure and logistics for the production and export of agricultural produce, including by small and medium-sized enterprises of the EAEU Member States, ensuring free transnational movement of agricultural goods, as well as potential projects in this area. "To maintain the competitiveness of the agricultural sector of the Union Member States, there is a clear need to develop sustainable food systems based on increased self-sufficiency in agricultural produce and foodstuffs, transparent and accelerated logistics and modern infrastructure. Realizing the importance of the issue, the Commission pays special attention to addressing this area and coordinating efforts of the EAEU states to build efficient supply chains," Gohar Barseghyan emphasized. The participants drew attention to the need for continuous dialogue and successful interaction between government agencies and business communities regarding the development of physical and digital infrastructure of the agricultural sector in the EAEU space. The discussion was attended by heads of sectoral government agencies, representatives of the business community and business circles, as well as FAO. The moderator was Alexey Kletsko, Director of Agriculture & Renewables at Yakov and Partners LLC.
05 Sep 2024 EAEU – SCO – BRICS: prospects for developing cooperation ties discussed at EEF Goar Barseghyan, Minister in charge of Industry and Agriculture of the Eurasian Economic Commission, informed on the sidelines of the Eastern Economic Forum about the financial support mechanism for cooperation projects in the Eurasian Economic Union as well as prospects for developing cooperation ties between the EAEU countries, the SCO and BRICS States. Speaking at the session “Cooperation in the Greater Eurasia: Experience in Developing Production Chains of the EAEU, SCO, and BRICS” organized by the EEC and the EAEU Business Council, Goar Barseghyan reminded the attendees that this year marked the 10th anniversary of signing the Treaty on the EAEU. The Minister noted that over this time the Union has demonstrated its efficiency and continues its dynamic development in the new geopolitical conditions. The principle of four freedoms laid down in the Eurasian integration: free movement of goods, services, capital and labor has proved its efficiency owing to the removal of trade and administrative barriers”, Goar Barseghyan noted, highlighting the objectives of forming common cooperation and ensuring production activities among the priority ones for the EAEU. “We have got an opportunity to subsidize the implementation of cooperative projects. This direction will certainly have a positive impact on developing the real economy of our countries,” the EEC Minister emphasized. ”This is the most important tool that will help us to strengthen cooperation and attract partners from third countries and integration associations”. According to her, no less important objectives are the EAEU's positioning on the international stage as a pole of economic attraction and paying special attention to building a systemic dialogue with integration associations of regional economic cooperation, such as the SCO, BRICS and ASEAN, in the context of global changes in the world's economic architecture. “In 2023, the trade turnover between the EAEU and BRICS countries amounted to 63 bln dollars, increasing by 26% compared to the previous year,” Goar Barseghyan told. “An important event was the signing of a full-fledged free trade area agreement between the EAEU and Iran. In August this year, the Commission hosted a meeting of the BRICS Ministers of Industry. We have put forward an initiative to use the EAEU+BRICS format as a permanent platform for dialogue on relevant matters of the real economy development“. Goar Barseghyan also attended the session “Russia-ASEAN Business Dialogue,” where she reported on developing cooperation between the EAEU and ASEAN. “The volume of foreign trade between the EAEU Member States and ASEAN participating countries exceeded 27 bln dollars in 2023 and has a significant growth potential, the first agreement on free trade area was signed with the Association member – Vietnam, and negotiations are underway with Indonesia. We have established relations in various formats with the governments of Cambodia, Indonesia, Myanmar, Thailand and Singapore, we organize major joint events, including the regular EAEU-ASEAN Business Dialogue. A Memorandum of Understanding on Economic Cooperation has been concluded and the EEC-ASEAN Cooperation Plan for 2021-2025 has been signed”, the Minister informed on the Commission's work in this field. On the sidelines of the Eastern Economic Forum Goar Barseghyan also had a meeting with Tadzio Schilling, Director General of the Association of European Businesses. At the meeting, the sides discussed relevant matters of developing the industrial and agricultural sectors of the economy. The EEC Minister also took part in the plenary session of the Eastern Economic Forum. The session “Cooperation in the Greater Eurasia: Experience in Developing Production Chains of the EAEU, SCO, and BRICS” was also addressed by: Alexander Shokhin – President of the Russian Union of Industrialists and Entrepreneurs, Leonid Kalashnikov – Chairman of the State Duma Committee of the Federal Assembly of the Russian Federation for CIS Affairs, Eurasian Integration and Relations with Compatriots, Charlie Tan – Minister of Industry of the Republic of Myanmar, Roman Chekushov – State Secretary – Deputy Minister of Industry and Trade of the Russian Federation, and Dmitry Volvach – Deputy Minister of Economic Development of the Russian Federation. The Association of European Businesses represents foreign investors in Russia and unites more than 500 companies.  
28 Aug 2024 Georgy Arzumanyan: “Development of the light industry and establishment of industrial cooperation are among the EEC priorities” Georgy Arzumanyan, Deputy Director of the Industrial Policy Department of the Eurasian Economic Commission, took part in the plenary session of the second Eurasian exhibition-congress of the light industry LEGPROM CIS+, organized by the Business Center for Economic Development of the CIS. The meeting reviewed the state of the light industry sector of the EAEU and the CIS, existing barriers to the entry of light industry products into domestic and third-country markets, and securing export-import payments in the context of current geo-economic realities. The event demonstrated the experience of integration associations in promoting the agenda for the light industry development, and highlighted the need for harmonization and expansion of joint initiatives implemented by various organizations — from legislative and legal issues to large-scale fair and exhibition events. Georgy Arzumanyan noted that light industry, being a priority area of industrial cooperation for the countries of the Eurasian Economic Union in the medium term, is generally characterized by positive growth dynamics in most of the Union states. “At the same time, a number of significant problems still remain, such as the availability of high-quality raw materials, including in terms of processing primary raw materials, establishing the production of chemical fibers and threads, developing technical textiles, the lack of production of basic equipment and auxiliary materials, primarily machine tools and low-tonnage chemical products, on the EAEU territory. “The solution to these issues requires increased attention, a more systematic approach and comprehensive support from the government agencies of our countries,” noted Georgy Arzumanyan. According to him, issues of the sector's technological development, labor shortages and the need to create competence centers deserve special attention. The discussion included a detailed exchange of views on existing measures to support the industry. In particular, the representative of the EEC Industrial Policy Department spoke in detail about the new supranational instrument of financial support to joint cooperation projects in the EAEU.
New opportunities for developing industrial cooperation in motor vehicle industry discussed 22 Aug 2024 New opportunities for developing industrial cooperation in motor vehicle industry discussed Galina Martinkevich, Deputy Head of Section of Monitoring and Analysis of the Development of Industrial Complexes of the Single Economic Space Member States​ of the Eurasian Economic Commission's Industrial Policy Department, made a report at the 15th International Moscow Automobile Forum on new mechanisms for developing cooperation in the Eurasian Economic Union’s motor vehicle industry. “Cross-industry cooperation in the EAEU motor vehicle industry is carried out by supplying both finished products and in terms of production and supply of components and their parts for assembly plants in the Union's territory,” Galina Martinkevich noted, adding that for this purpose the Member States have the necessary competencies and scientific and technological base for implementing joint projects, including with the involvement of third-country manufacturers. The Commission's representative gave examples of such cooperation: development of joint projects in the field of diesel engine manufacture (Minsk Motor Plant and Yaroslavl Motor Plant), joint Kazakh-Russian project of KAMAZ-Engineering JSC in Kokshetau. Given the current worldwide trends in the manufacture and popularization of electric vehicles, the Commission also works on developing the “Eurasian Electric Bus” project, and creates an interactive map (indicating the location of facilities) of charging and service infrastructure for electric motor vehicles in the Member States' territories. “Other interested manufacturers can also join these projects, including for improving the level of localization and development of the automotive component base,” Galina Martinkevich noted. According to her, the Member States' primary objectives in the motor vehicle industry in the near future will be to improve the localization of assembly plants, to master the manufacture of new types of vehicles, to develop the automotive components and materials, to encourage the production and use of electric vehicles, and to manufacture national brands of vehicles in the EAEU territory. As Galina Martinkevich mentioned, achieving these objectives will be facilitated by the use of a new financial support mechanism for cooperative industrial projects in the Eurasian Economic Union.
19 Aug 2024 EAEU to develop comprehensive dialogue with BRICS countries “The priority of the Eurasian Economic Union's further development is its positioning as a pole of economic attraction on the international stage. In this regard, it is very important for us to deepen cooperation with the BRICS countries in the real economy,” Goar Barseghyan, Minister in charge of Industry and Agriculture of the Eurasian Economic Commission, stated at the meeting of the BRICS Industry Ministers in Nizhny Novgorod. Among the promising areas of cooperation, the Minister mentioned attracting investments in creating and modernizing production complexes of the EAEU countries, creating an advanced technology transfer system, including a common digital service for the EAEU and BRICS, and developing mechanisms for mutually beneficial multilateral cooperation in science, technology and innovation, including the establishment of joint industrial and innovation infrastructure and technology platforms. The EEC Minister proposed to make the “EAEU – BRICS” discussion format as an annual platform for discussing relevant matters of industrial development and expressed confidence that active interaction with the BRICS representatives would enable to achieve significant practical results in developing integration processes aimed at industrial growth and prosperity of the countries. At the BRICS event venue, Goar Barseghyan had also a meeting with Ciyong Zou, Deputy Director General and Managing Director of the UNIDO Directorate of Technical Cooperation and Sustainable Industrial Development. “We see great opportunities for interaction between the Commission and UNIDO in such areas as involvement in preparing and implementing joint projects, exchange of experience in terms of '”green“ technologies and technology transfer, and localization of production,” Goar Barseghyan stated. “The time is now to give impetus to our relations and consider further preparation of a roadmap in these fields.” Emphasizing the importance of implementing a new mechanism for industrial cooperation support in the EAEU, the Minister proposed UNIDO to join the information work on the search for joint cooperative projects with due regard to the organization's extensive network in the Union countries and the initiatives being implemented. Besides, Goar Barseghyan put forward an initiative of the EAEU possible participation in the Industrial Competence Center, being created with the support of UNIDO and BRICS. “The practice of interaction between UNIDO and the Eurasian Economic Commission will bring the Eurasian Economic Union closer to achieving the Inclusive and Sustainable Industrial Development Goals adopted by world leaders at the UN,” Goar Barseghyan concluded. In turn, UNIDO representatives invited the EEC to participate in the multilateral forum on industrial policy. As part of her working visit to Nizhny Novgorod, Goar Barseghyan held working meetings with Xin Guobin, Vice Minister of Industry and Information Technology of the People's Republic of China, Melaku Alebel, Minister of Industry of the Federal Democratic Republic of Ethiopia, Mohammad Mousavi, Deputy Minister of Industry, Mines and Trade of Iran, Omar Ahmed Suwaina Al Suwaidi, Deputy Minister of Industry and Advanced Technologies of the United Arab Emirates, and Ahmed Riad, Deputy Ambassador of Egypt to the Russian Federation. Furthermore, Georgy Arzumanyan, Deputy Director of the EEC Industrial Policy Department, presented the EAEU mechanism of financial support for cooperative projects to the industrial enterprises of Nizhny Novgorod. During the presentation, the meeting attendees asked numerous questions regarding the details of the mechanism's implementation: minimum limits of project financing, targeted use of loan proceeds, extension of the mechanism to small companies, and whether an existing project could be financed, and other questions.
11 Jul 2024 Georgy Arzumanyan urged Ural producers to involve more actively in EAEU cooperation chains At the Innoprom International Trade Fair in Ekaterinburg, Georgy Arzumanyan, Deputy Director of the Eurasian Economic Commission's Industrial Policy Department, presented a mechanism for financing industrial cooperation to representatives of Ural metallurgical, machine-building, machine-tool and other enterprises. The EEC representative described the stages of its implementation, main criteria for project selection and requirements for financial organizations and borrowers. The mechanism was launched in the countries of the Eurasian Economic Union only recently — in June this year, and potential project participants still have many questions," noted Georgy Arzumanyan. "We are raising awareness to make the new instrument as clear as possible to businesses. In this sense, Innoprom has helped us a lot, the format of live dialog allows us to get quick feedback from enterprises." Georgy Arzumanyan called on the enterprises of the region to be more actively involved in the EAEU cooperation chains. Georgy Arzumanyan held a number of working meetings with representatives of regional delegations at the EEC stand, discussing legal regulation, technical standards, new solutions for attracting investments and implementation of industrial projects. The heads of the Ekaterinburg holding Composite Group, OOO Polesye DG from Dmitrovgrad, St. Petersburg welding materials plant Deka, representatives of the Ministry of Industrial Policy, Entrepreneurship Development and Trade of the Kaliningrad region, the Center for Industry Development of the Ulyanovsk region, the Agency for Investment Attraction of the Samara region and the Agency for Investment Development of the Orenburg region all took part in the EEC events. The annual Innoprom International Industrial Trade Fair has been held in Ekaterinburg since 2010. Traditionally, the event showcases achievements of the EAEU Member States and foreign countries in real economy.
