Procedure for developing and adopting lists of standards to EAEU technical regulations changed

The EEC Council members approved updated Procedure for developing and adopting lists of standards required for applying and satisfying the EAEU technical regulation’s requirements. The previous version was adopted on October 18, 2016.

In particular, the updated Procedure contemplates a number of innovations.

National standards are included in draft lists of standards, updated or abandoned in coordination with the Member States standardizing bodies and the Union countries’ governing bodies engaged in elaborating the EAEU technical regulation.

The draft list of standards can include methods of research and measurement, information about which is provided in the Member States’ national data funds.

The standards included in the lists are suspended in the Union countries’ territories in accordance with national legislation until after such standards are deleted from the lists.

Where expressly required, the lists of standards can be amended on a fast-track basis (without public discussion and consideration at the Advisory Committee’s meeting), including when interstate standards are approved in accordance with their development programs. This will speed up the possibility of using modern standards to apply the EAEU technical regulations.

Since there are some difficulties with access to textual methods of research and measurements included in the lists, Annex No. 2 to the Procedure has been elaborated establishing the procedure for providing such access.

Furthermore, the EEC Council’s instruction was adopted whereby methods included in the lists of standards to the EAEU technical regulations are deleted if their copyright holders provide no access to these methods.
