First package of amendments to EAEU Customs Code to be prepared in 2022

The meeting of the Working group on improving customs regulation in the Eurasian Economic Union has adopted a decision to update by February 20 the list of priority issues that will be included in the first package of amendments to the EAEU Customs Code. The consultation involving representatives of the Union countries was held on February 9 at the headquarters of the Eurasian Economic Commission.

The systematic work on improving customs regulation is provided for by the Strategy-2025 and should be completed by 2024.

As Mikhail Myasnikovich, Chairman of the EEC Board, has stressed, in order to achieve operational objectives we should focus on those issues that are of priority importance for the countries.

"By February 20, I kindly ask the sides’ authorized authorities to update the list so that the Commission reports on the agreed approaches, deadlines and stages of work at the Intergovernmental Council", Mikhail Myasnikovich said.
In general, the sides proposed more than 300 amendments. According to Maksat Mamytkanov, EEC Minister in charge of Customs Cooperation, about 110 amendments have been agreed to date and about 60 more are in a high degree of preparation.

Gradual formation of complex draft protocols will add urgency to the work on improving customs regulation.

Besides, the Working Group considered outcomes of the internal approval of amendments to the EAEU Customs Code in terms of foreign e-trade regulation.

The amendments are aimed at separating goods purchased in the course of foreign e-trade into a separate category as well as determining special aspects of its regulation, introducing the institution of an e-trade operator, e-trade declarations as well as ensuring the possibility of selling foreign e-trade goods to individuals using customs ("bonded") warehouses.

After finalizing the document, it will be sent to the sides for consideration.
