EEC Council expanded opportunities of EAEU countries’ manufacturers to participate in Member States’ public procurement

On June 10, the Eurasian Economic Commission’s Council made amendments to the Rules for determining the country of origin of certain types of goods for public procurement purposes and determined conditions for new commodity items in Annex No. 1 to the Rules.

Earlier, the Commission, jointly with the EAEU States’ authorized bodies and business representatives, approved conditions and manufacturing operations for 56 commodity items, including refrigeration equipment, electrocardiographs, radiators, musical instruments, containers for compressed and liquefied gas, separators for oil refining and others.

According to Arman Shakkaliev, EEC Minister in charge of Competition and Antitrust Regulation, the approved conditions for new commodity items encourage creating cooperative chains between the Union States’ manufacturers within the EAEU.

Annex 1 to the Rules for Determining the Country of Origin includes manufacturing conditions for 319 commodity items, and this work continues. The amendments adopted today will significantly expand the opportunities of the Union countries’ manufacturers to participate in the Member States’ public procurement," Arman Shakkaliev noted.

Besides, the Rules are amended with the provisions enabling to obtain information from the register on the points awarded for meeting manufacturing conditions, if any, as well as information on expiry date of the document of goods origin. These clarifications are aimed at detailing the information provided to the Eurasian Register users.
