EAEU countries strive to apply common rules for developing Union seed market

The meeting of the Eurasian Economic Commission's Board adopted recommendations on unifying requirements for various classes, packaging and labeling of seeds of agricultural plants.

"The documents were prepared to implement the task set by the heads of state of the EAEU to unify national legislation in the field of seed production. Today we have adopted basic requirements that countries are ready to join within the framework of their legislation for the development of a common market for quality seeds," stated Artak Kamalyan, the EEC Minister in charge of Industry and Agriculture. 

In particular, general approaches have been proposed to unify the requirements for the types and quality of packaging (containers), labels (stickers) and the content of information therein to ensure the identification of seeds and carry information about their origin and quality, depending on the seed classes (stages of variety reproduction and seed propagation) and the purpose of using seeds.

With regard to the unification of seed classes, the Board of the Commission recommended definitions and characteristics of the stages of variety reproduction and stages of reproduction (generations) of seeds of agricultural plants and planting material of pome fruits, stone fruits, nuts, citrus fruits, subtropical, berry, essential oil crops, grapes and tea, during seed circulation and planting material within the Union, taking into account the specifics and patterns of production of seeds and planting material depending on the types of crops. The procedure for sampling and assessment (examination) of sowing and planting qualities of seed material, features of mutual recognition of seed classes in the Member States when trading seeds, and their packaging and labeling have been determined.

"This integration work is aimed at eliminating different interpretations when documenting classes of seeds and planting material circulating within the Union, as well as creating conditions for free trade in seeds on the Union market based on general requirements for packaging and labeling of seed batches. In turn, farmers will have comprehensive information about the quality characteristics of the purchased batch of seeds," summed up the EEC Minister.
