Andrey Slepnev: "The EAEU and China continue to implement the cutting-edge project on digitalizing railway freight transportation"
This was stated by Andrey Slepnev, Minister in charge of Trade of the Eurasian Economic Commission, following the meeting of the Joint Commission for Implementing the Agreement on Trade and Economic Cooperation between the Eurasian Economic Union and the People's Republic of China. "One of the key conditions for reducing delivery time for goods by rail transport, eliminating administrative barriers and lowering costs for businesses is a transition to electronic transport and shipping documents," the EEC Minister stressed. During the meeting of the Joint Commission there were consultations of the Russian party with representatives of China Railway; according to Andrey Slepnev, they were aimed at final approval of all the required conditions to sign the Procedure for Interaction in Pilot Paperless Transportation and the Agreement on Paperless Transportation. "We expect that the required internal legal procedures in the PRC will be completed before the end of this year. We also hope that in the very near future a similar package of documents will be ready for signing with Kazakhstan, too," the Head of the EEC Trade Unit noted.

Arzybek Kozhoshev: "Rail transport is one of the pillars to fulfill the EAEU transit potential"
Modern development trends in rail transport and new logistics solutions, infrastructure development and innovations were discussed at the 5th joint round table of the EEC and the International Coordinating Council for Trans-Eurasian Transportation (CCTT). The event was held at the Eurasian Economic Commission's headquarters. "Rail transport remains a key integration element for our countries and the foundation for fulfilling the EAEU transit potential. Today, we face the task of not just adapting to new challenges but of actively shaping the future of the Union's transport system," Arzybek Kozhoshev, the EEC Minister in charge of Energy and Infrastructure, highlighted in his welcome speech. The event brought together representatives of public authorities, railway administrations, logistics companies, the academic and expert community of the Eurasian Economic Union countries. Representatives of the leading transport and logistics companies of the Eurasian region, including UTLC ERA, FESCO, Delo Group and others, discussed the situation with supply chains, prospects for container shipping and multimodal logistics development. Special attention was paid to personnel training for the transport industry in the context of digital transformation. Following the event, a joint communiqué was adopted where the round table participants noted the need to: - accelerate digitalization of transport and logistics processes; - develop infrastructure for strengthening the EAEU transit potential; - harmonize the legal framework and introduce innovative solutions; - enhance coordination between the EAEU Member States in the key development areas of the transport system. The event has been held in this format since 2021 and has become an important platform for dialogue between the authorities of the EAEU countries, railway administrations and the business community contributing to working out agreed approaches to developing rail transport across Eurasia.

EEC discussed implementation of agreed consumer protection policy
The meeting of the Advisory Committee on Consumer Protection summed up the results of the five-year implementation period of the specialized events under the Strategy 2025. As Valentin Tataritsky, Minister in charge of Technical Regulation of the Eurasian Economic Commission, noted, "Cooperation in consumer protection reached a fundamentally new level." A joint action program of the Union countries has been adopted for the first time being an appropriate and necessary step to establish a reliable consumer protection mechanism within the EAEU. It is planned to inform the Eurasian Intergovernmental Council about the results of joint work in the first half of 2026." The Advisory Committee members discussed the new joint action program of the Member States until 2030, the draft of which will be submitted to Heads of Government for approval next year. The EEC Minister emphasized that the program provides for an active participation of non-governmental organizations and business enabling a comprehensive and balanced approach to the common consumer market development. The meeting participants confirmed the need for further expansion of sectoral cooperation, agreed the topics for awareness raising in consumer protection for 2026 and reviewed the initiative of the Ministry of Antimonopoly Regulation and Trade of the Republic of Belarus on restricting obscene language and offensive images on goods and at sales locations. The Advisory Committee on Consumer Protection of the Union States was established by the Commission's Board to prepare proposals, recommendations and holding consultations on implementing the agreed policy in the said field by the Member States. The Advisory Committee comprises representatives of public authorities, businesses, academic and non-governmental organizations of the EAEU countries. The Advisory Committee is chaired by Valentin Tataritsky, the EEC Minister in charge of Technical Regulation.

Eurasian Energy Policy edited by Arzybek Kozhoshev recognized as year's economic book
The Eurasian Energy Policy monograph won the award Economic Book of the Year 2025. The award ceremony was held on November 11 in the State Kremlin Palace as part of the 10th All-Russian Economic Assembly, the Jubilee Congress of the Free Economic Society of Russia, dedicated to the 260th anniversary of this organization. The book written by a group of authors from the Eurasian Economic Commission under the general editorship of Arzybek Kozhoshev, the EEC Minister in charge of Energy and Infrastructure, became the best in the category "Integration Processes: Development Prospects". The monograph explores the shaping and development of a common energy policy within the EAEU. "Such appreciation indicates a growing interest to the Eurasian economic agenda and a recognition of the study level," Arzybek Kozhoshev mentioned. The public award Economic Book of the Year was established by the All-Russian non-governmental organization The Free Economic Society of Russia to identify the best economic publications. The award has been presented annually since 2018. On November 11, Russia celebrates Economist Day established by the Government's decision in 2015. In 2025, the event brought together over 3,500 participants from Russia and a number of foreign countries.

Five countries continue their work towards creating a common market of energy resources
Creation of common markets of oil and petroleum products, as well as prospects for developing the Union's common gas market were discussed by deputy heads of specialized ministries and agencies of the Five countries during the November 12 meeting of the Advisory Committee on Oil and Gas under the EEC Board chaired by Arzybek Kozhoshev, the EEC Minister in charge of Energy and Infrastructure. The Advisory Committee members exchanged views on the outstanding issues in the draft international treaty on establishing EAEU common markets of oil and petroleum products and noted the importance of converging approaches and the need for making final decisions on them as soon as possible. "Today, deepening cooperation in the oil industry within the EAEU is one of the priority areas in ensuring energy security of the Member States," Arzybek Kozhoshev pointed out. Also, the parties expressed their readiness for constructive dialogue and outlined further steps to prepare and approbate the Plan for Developing the Union's Common Gas Market until 2030 and proposals to amend the EAEU law.

Andrey Slepnev: "The Joint EAEU – PRC Commission proposed decisions on key matters of the mutual trade agenda"
On November 12, the Eurasian Economic Commission's headquarters hosted the 5th meeting of the Joint Commission for implementing the Agreement on Trade and Economic Cooperation between the Eurasian Economic Union and the People's Republic of China chaired by Andrey Slepnev, the EEC Minister in charge of Trade, and Yan Dong, Vice Minister of Commerce of the PRC. It was noted that over the past few years there had been a qualitative shift in the structure and directions of trade and economic ties between the two parties. In this context, it is especially important to focus the efforts on those matters that can facilitate further balanced development. An agreement was reached to establish a permanent dialogue to harmonize standards in the field of low-carbon development and eliminating risks of trade barriers related to improving climate regulation mechanisms including with carbon footprint calculation in industrial output. The EAEU States and China will strive for improving the stability of supply chains and countering trade-restrictive measures incompatible with the WTO rules. "The parties emphasized the importance of the multilateral trade system that ensures an open, stable and predictable framework for functioning of the global economy," Andrey Slepnev said. Yan Dong, Vice Minister of Commerce of China, highlighted a significant potential for further enhancing the trade and economic cooperation between the PRC and EAEU based on mutual effort. He mentioned that after the 4th meeting of the Joint Commission in April 2024 the goal was set to achieve even greater results from implementing the Agreement, and areas of interaction were expanded. "2024 was a record year in terms of mutual trade volume. But, according to our statistics, from January to September 2025 the trade turnover already amounted to 228.38 bn dollars," Yan Dong stated. The parties made a commitment to establish a dialogue on bringing together the Belt and Road Initiative and the EAEU to work out joint actions across the areas of cooperation. Also, an agreement was reached to hold a joint seminar on registering EAEU agricultural produce exporters in the CIFER system and consultations on applying SPS measures. As Andrey Slepnev noted, that will promote greater access of animal products to the Chinese market and expand the range of exported crops (winter wheat and oats, wheat bran, rapeseed, aquatic produce, etc.). The parties negotiated a meeting of the Sub-Committee on Customs Cooperation, in particular for discussing the use of navigation seals and exchange of customs information. A dialogue is envisaged for interacting in the fields of pharmaceuticals, internal market protection, public procurement and competition, e-commerce, developing the Eurasian Agroexpress and eliminating technical barriers to trade. The meeting resulted in the parties agreeing to prepare an updated version of the road map to promote trade and economic cooperation.

Bakytzhan Sagintayev held negotiations with Chinese Vice Minister of Commerce Yan Dong
On November 12 at the EEC headquarters, Bakytzhan Sagintayev, Chairman of the Eurasian Economic Commission's Board, held a working meeting with Yan Dong, Vice Minister of Commerce of the PRC. During the meeting they considered the results and prospects of interaction between the Eurasian Economic Union countries and China under the Trade and Economic Cooperation Agreement. "The People's Republic of China is a key foreign economic partner of the EAEU States. By late 2024, a new record was set in the mutual trade: 291 bn dollars. The share of the PRC was 35% of the total Union's trade turnover with third countries," Bakytzhan Sagintayev emphasized. Today, the EEC hosted the fifth meeting of the EAEU – China Joint Commission that noted the successful completion of the plan for implementing the Agreement. The parties came to a conclusion that the road map needs to be updated. It is planned to start work in this regard in the nearest future. "I deem it necessary to fill the road map with concrete measures to harmonize standards and facilitate trade in the priority areas," the Head of the EEC Board noted. The meeting resulted in the parties expressing confidence that joint efforts will ensure further trade growth, sustainable development of the economic dialogue and favorable conditions for businesses of the EAEU countries and the PRC. The EAEU – China Joint Commission was established in accordance with article 12.1 of the Agreement on Trade and Economic Cooperation between the Eurasian Economic Union and its Member States, of the one part, and the People's Republic of China (PRC), of the other part, signed in 2018. The co-chairs of the Joint Commission are Andrey Slepnev, the EEC Minister in charge of Trade, and Yan Dong, Vice Minister of Commerce of the PRC.

Outcomes of 5th EEC Spartakiad presented
The Eurasian Economic Commission's headquarters hosted an official award ceremony for the winners of the 5th EEC Spartakiad. Bakytzhan Sagintayev, Chairman of the Commission's Board, congratulated the champions and handed out gold medals. In total, over 300 EEC employees and officials representing the five Eurasian Economic Union countries took part in the 2025 Spartakiad competitions. The gold was won by 106 people aged from 20 to 60. The Spartakiad program comprised 26 disciplines, including mini-football, basketball, volleyball, tennis, cross-country running, tug-of-war, chess, draughts, push-ups, pull-ups, arm-wrestling, kettlebell lifting and others. Two gold medals — for 100 m dash performance and the victory in the mini-football tournament as part of the Unit's team, as well as the bronze for the third place in pull-ups were earned by Arzybek Kozhoshev, the EEC Minister in charge of Energy and Infrastructure. The gold in the billiards tournament and the bronze in mini-football were secured by Bakhyt Sultanov, the Commission's Minister in charge of Economy and Financial Policy. The first place in the pull-up competition was taken by Andrey Slepnev, the EEC Minister in charge of Trade. Ruslan Davydov, Minister in charge of Customs Cooperation, took the silver in the 3 km cross-country running. Maksim Yermalovich, the EEC Minister in charge of Competition and Antitrust Regulation, was third in tennis. The most gold medals (four) in various sports were earned by Dmitry Belov, an EEC employee. Alina Karimova, Daria Melnik, Nurtay Musuraliev, Maksim Natalchenko, Sergei Pankov and Ulan Cholponbaev each had three golds to their names. The outright winner in the team tournament was the Unit of the Minister in charge of Energy and Infrastructure, having won 44 medals, 20 of which were gold. Bakytzhan Sagintayev presented the Winner's Cup of the Commission's 5th Spartakiad to the EEC Minister Arzybek Kozhoshev.
