EAEU Model Conformity Assessment Schemes amended

The Eurasian Economic Commission's Council approved amendments to the Model Conformity Assessment Schemes. The document was tabled by the Russian Federation and conceptually elaborated by the Commission in cooperation with the authorized authorities of the Eurasian Economic Union Member States. 

The decision by the EEC Council will create conditions for organizational and regulatory improvements in this field. They will allow to make timely corrections to the Union conformity assessment documents (certificates and declarations) when a company name or the surname and initials of an individual entrepreneur change, as well as when there are changes in some address details of the place of manufacture (for instance, in the case of renaming a city or a street, a changed post code or house number) provided that the actual place of manufacture remains the same. That will facilitate the work of economic entities in the EAEU countries. 

The changes will affect the list of cases when the information indicated in certificates or declarations changes but:

- replacement of these certificates or declarations is allowed without performing the mandatory procedures, that is on the fast track; 

- replacement of these certificates or declarations can be skipped, that is the permits can still circulate without any changes.

The norms will be enacted directly either once relevant amendments to technical regulations of the Union are adopted and come into force (in terms of establishing conformity assessment forms, schemes and procedures based on the Model Schemes) or once amendments to the Unified Forms of Certificates and Declarations and rules for issuing them come into force (according to Decision No. 198 of the Commission's Board dated December 20, 2022).
