The list combines categories of goods most important for the EAEU countries requiring priority movement across the customs border, special conditions of transportation and storage, as well as goods tolerating no delay at customs due to short shelf-life and special nature of these goods. Such goods include food products (meat, fish, dairy products, vegetables, and fruits) and a number of other categories of goods.
The focus on the import of goods from the EAEU trade partner countries, and changes in transport and logistics schemes for promoting goods to the EAEU market required a common list of perishable goods, which will move across any section of the EAEU customs border in as short a time as possible.
The high priority for the goods included in this list will be applied before year-end 2023. During this period, the application of the list will also be monitored on a regular basis to ensure its updating in a prompt manner.
Implementing the anti-crisis package with an increased focus on business support by defining a single range of categories of goods for which customs operations are completed as a matter of priority contributes to ensuring stable operations of the EAEU countries’ participants of foreign economic activities, reducing the terms of putting imported goods on the market and cutting costs of the business community, as well as simplifying customs formalities in the current economic environment.

In order to apply the high-priority customs operations provided for in Article 81 of the EAEU Customs Code, the list of categories of perishable goods shall be determined by the Commission, and prior its determination – by the Member States’ legislation (Paragraph 3 of Article 81 of the EAEU Customs Code).
