14 Oct 2025 Impact of customs regulation on EAEU logistics development discussed at Eurasian Logistics Day Ruslan Davydov, Minister in charge of Customs Cooperation of the Eurasian Economic Commission, took part in the plenary session of the Eurasian Logistics Day international forum organized by the Association of European Businesses and the International Coordinating Council on Trans-Eurasian Transportation. In his speech, he told in detail about the work of the Commission's Customs Unit on promoting the Eurasian logistics development. "The introduction of navigation seals and the implementation of the Agreement on a Unified System of Customs Transit are important steps that will promote transportation development across the Eurasian Economic Union," the EEC Minister stressed. Ruslan Davydov shared that the package of amendments to the EAEU Customs Code being in the final stage of preparation reflects business community proposals and contains provisions for improving the EAEU logistics potential. Among them are the abolition of container declaration, a wider use of electronic documents, regulation of cabotage and contrailer transportation. The head of the EEC Customs Unit drew attention to the importance of developing border infrastructure for promoting transit attractiveness of the Union. He highlighted the importance of the Commission's work on establishing uniform mandatory requirements for arranging and equipping checkpoints. "The use of digital technologies at checkpoints enables quick processing of information on goods and vehicles moved across the customs border and significantly increases such traffic as control procedures take up less time," the EEC Minister pointed out. "Given the importance of this work, coordinated development of EAEU customs border checkpoints is also featured in the Action Plan to implement the Declaration on Further Development of Economic Processes within the EAEU."

14 Oct 2025 Positive impetus for businesses: EAEU mutual trade in services and direct investment grew The Eurasian Economic Commission positively assessed the impact of economic integration on business environment in the Eurasian Economic Union States. A relevant report following 2024 monitoring was approved by the EEC Board on October 14. According to the report data, the trends in the EAEU are sustainably positive. One of the main indicators is reducing obstacles in the Union's internal market: over the year, their number lowered from 46 to 36, i.e. by over 20%. This directly contributes to increased accessibility of sales markets for entrepreneurs and expands opportunities for mutual trade. Positive trends were also identified in the values of net effects. Indeed, in 2024 mutual trade in services between the Union countries grew by 16% over 2023. Compared to the 2022 reference value, the growth is 42% in two years. Moreover, integration processes promote investment activity. The cumulative mutual direct investments in the Member States 2022–2024 increased almost by 17%. "The figures presented are not just statistics, they are a direct proof that our joint work to deepen integration brings real benefits. Reduced obstacles, growing trade in services and mutual investments lay a solid foundation for sustainable economic development of our entire Union. We will stick to the course of creating a seamless economic environment where each entrepreneur will be able to fulfil their potential in the EAEU common market to the full extent," mentioned Bakhyt Sultanov, the EEC Minister in charge of Economy and Financial Policy.

14 Oct 2025 Procedure for enacting amendments to EAEU technical regulation on combustible natural gas defined During its October 14 meeting, the Eurasian Economic Commission approved the procedure for enacting amendments to the EAEU technical regulation "On Safety of Combustible Natural Gas Prepared for Transportation and (or) Use." This decision ensures a smooth transition to complying with new requirements and sets validity periods for documents on compliance assessment of natural gas as a fuel that are in line with the requirements of EAEU TR 046/2018 adopted before the effective date of the amendments to the technical regulation. The amendments to the technical regulation come into effect on November 22, 2025.

13 Oct 2025 Arzybek Kozhoshev: "The EAEU is shaping a common transport and logistics space in order to overcome global challenges" This was stated by Arzybek Kozhoshev, Minister in charge of Energy and Infrastructure of the Eurasian Economic Commission, on October 13 at the plenary session of the Eurasian Logistics Day international forum being held in Moscow. The event organizers are the Association of European Businesses (AEB) and the International Coordinating Council on Trans-Eurasian Transportation (CCTT). Arzybek Kozhoshev has noted that the EAEU focuses on three priorities: ensuring unhindered movement of goods, improving the efficiency and connectivity of the transport system, and creating a common market of transport services. These goals are being implemented through international coordination, infrastructure projects and introducing digital technologies eliminating barriers and opening new opportunities for global logistics. Transport digitalization, specifically via introducing e-CMRs, navigation seals and implementing the Concept for Smart Transport Systems, significantly improves the efficiency of international logistics, making it seamless and lowering administrative barriers. Ultimately, all this positively affects the growth of trade turnover between the countries, Arzybek Kozhoshev pointed out. Meanwhile, the EAEU actively interacts with global initiatives including the Belt and Road Initiative, Northern Sea Route and Trans-Caspian Route projects. Development of the North–South corridor from the Baltics through the Caspian Sea to the Indian Ocean gains momentum, while modernization of Astrakhan and Aktau seaports and new railways are already beneficial for the cargo traffic growth. "Transport infrastructure of the EAEU countries is at the active transformation stage facing geopolitical, economic and technological challenges. However, the prospects remain bright: owing to joint initiatives, digitalization and international cooperation our region can become a key hub in the global transportation system," Arzybek Kozhoshev summarized.

13 Oct 2025 EEC updated register of third-party restrictive measures against EAEU and its Member States Following a regular monitoring conducted by the Eurasian Economic Commission it published an updated version of the register of third-party restrictive measures against the Eurasian Economic Union and its Member States on the Trade portal. At present, the register features 280 measures, which might act as barriers to the EAEU foreign trade. As part of the recently held seminar on developing sectoral cooperation and identifying barriers to mutual trade with Mongolia, a new trade barrier was documented. The restriction concerns applying the procedure for issuing permits to import strategic food products (wheat flour, wheat seeds, drinking water, milk and cattle meat) by Mongolia. At the same time, Uzbekistan partially abolished the administrative measure regarding excises. The excise duty on imported white sugar was repealed on October 1, 2025. It is worth mentioning that the Commission maintains a regular dialogue with the Republic of Uzbekistan on abolishing restrictive measures under the Joint Action Plan of the Eurasian Economic Commission and the Government of the Republic of Uzbekistan concluded for 2024–2026. The Commission continues its work to identify and eliminate restrictive measures in trade with third countries. A restrictive measure can be reported via a special form on the portal of the Eurasian Economic Commission.
