EAEU Customs Code to be amended to regulate foreign e-commerce

The Board of the Eurasian Economic Commission adopted the draft amendments to the EAEU Customs Code and sent them to the Eurasian Economic Union Member States for additional internal approval. The document regulates the movement of goods purchased by natural persons on foreign marketplaces.

For instance, the amendments provide for placing such goods into a separate category and defining specifics of its regulation; introducing an institution of the e-commerce operator; using a new type of declaration in the customs declaring procedure; and the possibility for natural persons to sell goods using customs ('bonded') warehouses. Moreover, the document contains specifics of applying customs payments.

The approval results are expected by mid-October; then experts will proceed to preparing the project for its next stage –internal legal procedures required for its signing.
