On November 26 this year amendments to the technical regulation of the Eurasian Economic Union On Safety of Toys (CU TR 008/2011) came into force, adopted by Decision No. 50 of the Council of the Eurasian Economic Commission dated May 14, 2024.
The amendments clarify the application scope of the technical regulation. In particular, the types of products that do not qualify as toys are clearly identified. These include, for example, souvenir products, computer games, kits for growing plants and a number of other goods.
Also, the technical regulation has been supplemented with concepts, the need for which arose in its application. These include "trampoline for home use (trampoline)," "outdoor toy," "commercial name of the toy," "flying toy," "baby rattle," "electromechanical toy," and others.
The amendments establish requirements to the chemical substance or reagent content in chemical toys and play sets that include chemical substances and do not belong to chemical experiment sets. The requirements to the hygienic safety of toys, to warnings of dangers, and measures taken for the safe use of toys posing the greatest danger have been adjusted.
Decision No. 91 of the EEC Board dated August 6, 2024 establishes the procedure for implementing the changes, providing for a phased transition to the new requirements.
Thus, certificates for toys issued before November 26, 2024 are valid until their expiration date.
If such certificates are available, production and release of toys into circulation in the EAEU market are allowed until the end of their validity period, and circulation in the EAEU market is allowed during the service life or shelf life of the toys.
