Gulnur Toleugazykyzy Smagul was born in 1981 in Karaganda Region (Kazakhstan). She graduated from Karaganda State University named after E.A. Buketov (with specialty in Economics) and National School of Public Policy of the Academy of Public Administration under the President of the Republic of Kazakhstan.
She began her career in 2002 at the Tax Committee for the Kazybek bi district of the city of Karaganda.
From 2004 to 2005 she worked at the Ministry of Finance of the Republic of Kazakhstan.
From 2005 to 2010, Gulnur Toleugazykyzy Smagul was a chief specialist, head of the Trade Regulation Department of the Department for the Development of Trade Policy and Accession to the WTO of the Ministry of Industry and Trade of the Republic of Kazakhstan.
From 2010 to 2019, she held senior positions in the Ministry of Economic Development and Trade of the Republic of Kazakhstan, the Ministry of Economy and Budget Planning of the Republic of Kazakhstan, and the Ministry of National Economy of the Republic of Kazakhstan.
From 2019 to July 2024, Gulnur Smagul held the office of Deputy Director of the Department of Foreign Trade Activities of the Ministry of Trade and Integration of the Republic of Kazakhstan.
Since July 4, 2024 she was appointed Deputy Director of the Eurasian Economic Commission's Customs Tariff and Non-Tariff Regulation Department.
