Valentina Nagovitsyna was born in Postavy, Vitebsk region (Republic of Belarus). In 1990, she graduated from the S.M. Kirov Vitebsk State Pedagogical Institute specializing as a teacher of mathematics, computer science and computer engineering; in 2004, she graduated from the Institute of National Security of the Republic of Belarus as a specialist in customs affairs.
She began her career in 1990 as a software engineer at the Department of Informatics and Computer Science of the S.M. Kirov Vitebsk State Pedagogical Institute.
In 1999–2016, she held various positions in Vitebsk Customs: from an inspector of the customs statistics department to the head of the customs payments department.
In 2016–2025, she worked as Deputy Head of the Department of Tariff Regulation and Customs Payments and Deputy Head of the Main Department of Tariff and Non-Tariff Regulation of the State Customs Committee of the Republic of Belarus in Minsk.
Since January 24, 2025, she was appointed Deputy Director of the Department for Customs Legislation and Law Enforcement Practice of the Eurasian Economic Commission.
