12 Nov 2025 Andrey Slepnev: "The Joint EAEU – PRC Commission proposed decisions on key matters of the mutual trade agenda" On November 12, the Eurasian Economic Commission's headquarters hosted the 5th meeting of the Joint Commission for implementing the Agreement on Trade and Economic Cooperation between the Eurasian Economic Union and the People's Republic of China chaired by Andrey Slepnev, the EEC Minister in charge of Trade, and Yan Dong, Vice Minister of Commerce of the PRC. It was noted that over the past few years there had been a qualitative shift in the structure and directions of trade and economic ties between the two parties. In this context, it is especially important to focus the efforts on those matters that can facilitate further balanced development. An agreement was reached to establish a permanent dialogue to harmonize standards in the field of low-carbon development and eliminating risks of trade barriers related to improving climate regulation mechanisms including with carbon footprint calculation in industrial output. The EAEU States and China will strive for improving the stability of supply chains and countering trade-restrictive measures incompatible with the WTO rules. "The parties emphasized the importance of the multilateral trade system that ensures an open, stable and predictable framework for functioning of the global economy," Andrey Slepnev said. Yan Dong, Vice Minister of Commerce of China, highlighted a significant potential for further enhancing the trade and economic cooperation between the PRC and EAEU based on mutual effort. He mentioned that after the 4th meeting of the Joint Commission in April 2024 the goal was set to achieve even greater results from implementing the Agreement, and areas of interaction were expanded. "2024 was a record year in terms of mutual trade volume. But, according to our statistics, from January to September 2025 the trade turnover already amounted to 228.38 bn dollars," Yan Dong stated. The parties made a commitment to establish a dialogue on bringing together the Belt and Road Initiative and the EAEU to work out joint actions across the areas of cooperation. Also, an agreement was reached to hold a joint seminar on registering EAEU agricultural produce exporters in the CIFER system and consultations on applying SPS measures. As Andrey Slepnev noted, that will promote greater access of animal products to the Chinese market and expand the range of exported crops (winter wheat and oats, wheat bran, rapeseed, aquatic produce, etc.). The parties negotiated a meeting of the Sub-Committee on Customs Cooperation, in particular for discussing the use of navigation seals and exchange of customs information. A dialogue is envisaged for interacting in the fields of pharmaceuticals, internal market protection, public procurement and competition, e-commerce, developing the Eurasian Agroexpress and eliminating technical barriers to trade. The meeting resulted in the parties agreeing to prepare an updated version of the road map to promote trade and economic cooperation.

12 Nov 2025 Bakytzhan Sagintayev held negotiations with Chinese Vice Minister of Commerce Yan Dong On November 12 at the EEC headquarters, Bakytzhan Sagintayev, Chairman of the Eurasian Economic Commission's Board, held a working meeting with Yan Dong, Vice Minister of Commerce of the PRC. During the meeting they considered the results and prospects of interaction between the Eurasian Economic Union countries and China under the Trade and Economic Cooperation Agreement. "The People's Republic of China is a key foreign economic partner of the EAEU States. By late 2024, a new record was set in the mutual trade: 291 bn dollars. The share of the PRC was 35% of the total Union's trade turnover with third countries," Bakytzhan Sagintayev emphasized. Today, the EEC hosted the fifth meeting of the EAEU – China Joint Commission that noted the successful completion of the plan for implementing the Agreement. The parties came to a conclusion that the road map needs to be updated. It is planned to start work in this regard in the nearest future.  "I deem it necessary to fill the road map with concrete measures to harmonize standards and facilitate trade in the priority areas," the Head of the EEC Board noted. The meeting resulted in the parties expressing confidence that joint efforts will ensure further trade growth, sustainable development of the economic dialogue and favorable conditions for businesses of the EAEU countries and the PRC. The EAEU – China Joint Commission was established in accordance with article 12.1 of the Agreement on Trade and Economic Cooperation between the Eurasian Economic Union and its Member States, of the one part, and the People's Republic of China (PRC), of the other part, signed in 2018. The co-chairs of the Joint Commission are Andrey Slepnev, the EEC Minister in charge of Trade, and Yan Dong, Vice Minister of Commerce of the PRC.

12 Nov 2025 Outcomes of 5th EEC Spartakiad presented The Eurasian Economic Commission's headquarters hosted an official award ceremony for the winners of the 5th EEC Spartakiad. Bakytzhan Sagintayev, Chairman of the Commission's Board, congratulated the champions and handed out gold medals. In total, over 300 EEC employees and officials representing the five Eurasian Economic Union countries took part in the 2025 Spartakiad competitions. The gold was won by 106 people aged from 20 to 60.   The Spartakiad program comprised 26 disciplines, including mini-football, basketball, volleyball, tennis, cross-country running, tug-of-war, chess, draughts, push-ups, pull-ups, arm-wrestling, kettlebell lifting and others. Two gold medals — for 100 m dash performance and the victory in the mini-football tournament as part of the Unit's team, as well as the bronze for the third place in pull-ups were earned by Arzybek Kozhoshev, the EEC Minister in charge of Energy and Infrastructure. The gold in the billiards tournament and the bronze in mini-football were secured by Bakhyt Sultanov, the Commission's Minister in charge of Economy and Financial Policy. The first place in the pull-up competition was taken by Andrey Slepnev, the EEC Minister in charge of Trade. Ruslan Davydov, Minister in charge of Customs Cooperation, took the silver in the 3 km cross-country running. Maksim Yermalovich, the EEC Minister in charge of Competition and Antitrust Regulation, was third in tennis. The most gold medals (four) in various sports were earned by Dmitry Belov, an EEC employee. Alina Karimova, Daria Melnik, Nurtay Musuraliev, Maksim Natalchenko, Sergei Pankov and Ulan Cholponbaev each had three golds to their names. The outright winner in the team tournament was the Unit of the Minister in charge of Energy and Infrastructure, having won 44 medals, 20 of which were gold. Bakytzhan Sagintayev presented the Winner's Cup of the Commission's 5th Spartakiad to the EEC Minister Arzybek Kozhoshev.

11 Nov 2025 EEC discussed innovative pharmaceutical development Manufacture of pharmaceutical substances, digital transformation and general innovative pharmaceutical development in the Eurasian Economic Union were the key discussion topics at the seminar "Development Paths of the EAEU Pharmaceutical Industry" chaired by Gohar Barseghyan, the EEC Minister in charge of Industry and Agriculture, at the Eurasian Economic Commission's headquarters. "For long-term success, it is necessary to develop a conceptual understanding of further steps to improve the pharmaceutical industry of the EAEU countries. The development vector should be directed not just at substituting this or that product in a relatively short time span but at enabling a technological shift and creating new competences in the Union," Gohar Barseghyan mentioned. Alexey Kedrin, Chairman of the Board of the EAEU Association of Pharmaceutical Manufacturers, stressed the importance of modernizing the industry that at times faces a range of constraints lowering its competitiveness. The key questions raised at the seminar by business representatives covered digital pharmaceutical engineering, prospects for localizing the manufacture of substances, elimination of obstacles to promoting international cooperation across the EAEU. The main findings and proposals voiced during the seminar will be taken into account in further work of the Commission's Industrial Unit. The event was attended by heads of enterprises that are major manufacturers of medicines, industry clusters and associations, innovative companies, national regulatory authorities of the Union countries, as well as Cuban pharmaceutical representatives.

11 Nov 2025 EEC presented its digital transformation activities at international trade conference Konstantin Begidzhanov, Deputy Director of the Eurasian Economic Commission's Trade Policy Department, took part in the plenary session "The Future of International Trade: Russia in the Context of Changing Global Rules and Digital Platforms" during the annual conference "International Trade in the 21st Century: from WTO Rules to Digital Ecosystems." In his speech, he presented the key priorities of the Eurasian Economic Union's digital transformation, told about preferential agreements the EAEU concluded with third countries and the work with promising partners including Egypt, India and Indonesia. Successful completion of negotiations with the said states will enable a significant increase in the share of preferential trade turnover in foreign trade activities. "Under the agreements being concluded by the EAEU, special attention is paid to trade facilitation and automation, which directly lowers the costs for businesses and increases the predictability of supplies. There is ongoing work both under the tariff agreements and in terms of non-tariff interaction: customs procedures, phytosanitary and veterinary measures, electronic data flow," Konstantin Begidzhanov highlighted. Strategically looking forward, the Union will create a unified digital trade and transport platform integrated in international supply chains. This will not only improve transparency of mutual trade but also ensure compatibility with main trading partners.

07 Nov 2025 Andrey Slepnev discussed work on trade agreement with Indian Ambassador Vinay Kumar Andrey Slepnev, Minister in charge of Trade of the Eurasian Economic Commission, held a meeting with Vinay Kumar, Ambassador Extraordinary and Plenipotentiary of India to Russia. The two sides discussed enhancing the economic interaction between the Eurasian Economic Union and India, including the work on a Free Trade Agreement. At the moment, there are active preparations for the first round of negotiations to conclude a preferential trade agreement. "Trade and economic ties between the EAEU and India remain strong. Abolishing duties in mutual trade will further contribute to unlocking the existing potential for interaction," Andrey Slepnev stressed.

07 Nov 2025 Igor Starovoytov appointed Deputy Director of EEC Integration Development Department Igor Starovoytov was born in 1969 in Iolotan, Turkmenistan. In 1993, he graduated from Belarusian State University, and in 2006, from the Academy of Public Administration under the President of the Republic of Belarus. From 1998 to 2025, he served in the Ministry of Labor and Social Protection of the Republic of Belarus where he rose through the ranks from Lead Specialist to Deputy Minister of Labor and Social Protection of Belarus. Since November 5, 2025 he was appointed Deputy Director of the Eurasian Economic Commission's Integration Development Department.
