EEC Council improved procedure for restoring tariff preferences
The Eurasian Economic Commission's Council decided to simplify the procedure for restoring tariff preferences. The document provides for an additional case where a declarant may exercise this right. When restoring tariff preferences, the declarant has the right to provide a certificate of origin, even if it has expired at the time of submitting a request to the customs authority. However, in this case, it is important that the certificate be valid on the date of registering the declaration for goods. The declarant does not have to submit the certificate of origin of goods if the customs authority has the possibility to verify the certificate using the electronic verification system. The decision was taken based on the analysis of the EAEU enforcement practice, as well as taking into account proposals of the business community.
