EEC improves system of customs inspection of persons, luggage and cabin luggage

On November 1, the Eurasian Economic Commission’s Board approved unified standard requirements to the system of customs inspection (screening) of persons, luggage and cabin luggage. This enables harmonizing the Eurasian Economic Union States' approaches to exercising customs control along the entire external boundary of the Union.

"Improving customs regulation within the EAEU is one of the key focus areas of our Strategy-2025," noted Maksat Mamytkanov, EEC Minister in charge of Customs Cooperation. "In particular, it contains the item on improving and unifying the standard requirements to technical equipment of customs infrastructure elements located in the places of moving goods across the Union's customs border, including the system of customs inspection (screening) of persons, luggage and cabin luggage. This objective had to be achieved later in the year, and we have successfully achieved it”. 

The objective of customs authorities is to prevent import and export of goods posing danger to the EAEU countries' citizens as well as goods subject to prohibitions and restrictions.

The Union checkpoints had no requirements to the system of customs inspection (screening) of persons, luggage and cabin luggage that would be uniform for all the Member States. This is where each country acted in accordance with its legislation, which resulted in periodic problematic situations for participants of foreign economic activities due to the differences in country requirements to control systems arising at the airports, sea and river ports, railway stations and vehicle terminals. The Commission and the EAEU countries' experts eliminated these differences.

Standard requirements to the arrangement and technical equipment of customs infrastructure elements located in places where goods are moved across the Union’s customs border will not only mitigate the risk of illegal movement of goods in violation of customs requirements, but will also enable reducing the time of customs operations at the border.
