15 Aug 2025 Heads of Government Approved Plan to Implement Approaches to Regulating Climate Agenda Issues in EAEU At the August 15 meeting of the Eurasian Intergovernmental Council in Cholpon-Ata Heads of Government of the Eurasian Economic Union countries approved a five-year action plan to develop Approaches to Regulating Climate Agenda Issues within EAEU. The agreed measures are aimed at implementing the mechanisms envisaged in the Approaches. Among them are joint work of the Eurasian Economic Commission and the Member States to prevent barriers within the Union caused by climate regulation of the EAEU countries, as well as international interaction on climate action related to trade. The approved list of measures will be included in the common Action Plan for Implementing the Eurasian Economic Path Declaration on further development of economic processes within the Union until 2030 and for the period until 2045 under the cooperative efforts of the Member States on the climate agenda.

15 Aug 2025 Intergovernmental Council Endorsed Commission's Work on Mutual Recognition of Professional Qualifications in EAEU Countries The Eurasian Intergovernmental Council decided to continue the work on converging qualification requirements to the most in-demand professions in the Eurasian Economic Union labor market. The decision is aimed at facilitating employment of citizens in the EAEU countries. The discussion was centered on the report prepared by the Eurasian Economic Commission jointly with the competent authorities of the Union states. The document presents detailed analysis and compares the national qualification systems including their key criteria, professional education levels and requirements for engaging in labor activities. As a practical example, qualifications for welders were analysed. According to Bakhyt Sultanov, EEC Minister in charge of Economy and Financial Policy, although recognition of certificates of education is provided for in the Treaty on the EAEU, there are differences in recognizing professional qualifications that yet remain. "Recognition of certificates of education is a foundation that we have already laid. Now our task is to build up on that: to ensure that professional qualifications of a specialist obtained in one Union country are understood and recognized in another. By continuing that work, we eliminate barriers for our citizens and enable free movement of qualified personnel," noted the EEC Minister.

15 Aug 2025 EIC Approved Concept for Developing Common Market of Medical Devices within EAEU On August 15 in Cholpon-Ata, the Eurasian Intergovernmental Council approved the Concept for Developing a Common Market of Medical Devices within the Eurasian Economic Union. The document is developed by the Eurasian Economic Commission jointly with the EAEU countries to ensure sustainable functioning of a common market of medical devices. The Concept is aimed at further improving the Union law in this field, harmonizing the Commission's acts with the documents of the International Medical Device Regulators Forum (IMDRF), including on their circulation using artificial intelligence technologies. The document is also designed to facilitate developing of digital processes in medical device authorization and circulation for the purpose of simplifying business processes in the Union countries. The Concept reflects the state of the said market, the current level of integration and harmonization of the Union law in the field of medical device circulation and approaches to developing uniform circulation rules in the light of IMDRF recommendations. Also, main outcomes of common market functioning and promising areas of its regulation were captured. The Concept draws special attention to safety of materials from which medical devices are made, as well as advisability of establishing approaches to applying additive technologies in the field of medical device circulation and standardization in the Union law. Interaction of the Member States to harmonize requirements to assessing medical devices will continue. It is planned to expand consultations on the Union law in the field of medical device circulation with interested third countries.

15 Aug 2025 EAEU to Continue Increasing Rail Freight Volume Using Digital Transport Documents This was said by Andrey Slepnev, Minister in charge of Trade of the Eurasian Economic Commission, following the review by Heads of Government of the Eurasian Economic Union Member States of an annual report on implementing the plan to digitalize rail freight transportation within the EAEU and with third countries, in particular, with the People's Republic of China. He also emphasized that the result of the relevant practical work is both simplified procedures and cost savings for business and maximum acceleration of the movement of goods. “By 2024, the EAEU Member States have ensured the transition to digital transport documents for rail transportation between the Republic of Belarus, the Republic of Kazakhstan and the Russian Federation,” Andrey Slepnev noted. In particular, the level of electronic data exchange between Russian Railways JSC and the Belarusian Railway State Association has reached at least 90% over the past few years, and this level has exceeded 80% between Kazakhstan's NC KTZh JSC and the railway carriers of Russia and Kyrgyzstan. By the end of 2024, the transportation volume of the Russian Federation using electronic documents amounted to 90% with the Republic of Belarus and 79% with the Republic of Kazakhstan. It is also important to note the work being done on transiting to electronic shipping documents. For example, Russian Railways JSC has implemented the capability of accepting electronic shipping documents signed with an electronic signature from a consignor/freight forwarder into its information systems and submitting them to customs authorities and transmitting them to the Belarusian Railway State Association for customs operations upon completion of the customs procedure. This technology is used between Russia and Belarus for transportation under the Intertran project. “In addition to digitalizing rail freight transportation between the EAEU Member States, active work is underway with the PRC. The volume of correct electronic communications between railway carriers in Russia and China amounted to 90% by the end of 2024. The indicator of completeness and quality of data subject to electronic exchange reached 80-90% between Kazakh and Chinese railways,” the EEC Minister in charge of Trade continued. According to Andrey Slepnev, an important milestone of cooperation with the PRC in terms of digitalizing freight transportation was the signing in December 2024 of the Agreement on interaction between certification centers of railway carriers of Russia and China for the issuance of certificates for cross-border electronic document flow. This document will ensure the use of electronic signatures between the railways of the two countries. At the end of December 2024, test paperless transportation was launched between Russian Railways JSC and China Railways SC through the Zabaikalsk-Manchuria border checkpoint in export-import traffic. In 2025, it is planned to gradually expand the geography of transportation that will be formalized by electronic consignment notes.

15 Aug 2025 Intergovernmental Council Observed Growth of Revenue from Import Duties Heads of Government of the Eurasian Economic Union reviewed the annual report of the Eurasian Economic Commission on the transfer and distribution of import customs duties between the budgets of the EAEU states. According to the document, in 2024, $15.2 bn was received by the Union countries' budgets, which is almost 3% more than in 2023. This figure is the highest since 2015. The document analyzed factors impacting customs payment amounts: dynamics of imports and structure of trade flows, changes in the common customs tariff (CCT) rates, as well as tariff exemptions and CCT exceptions. A new section on developing a methodology for calculating the distribution ratios of import customs duties between the budgets of the EAEU countries is added. "Growing amounts of import customs duties indicates positive dynamics so our task is not only to maintain the current trends but also to enable a further increase in the economic effects from integration," noted Bakhyt Sultanov, EEC Minister in charge of Economy and Financial Policy. The Intergovernmental Council instructed the EEC Board to continue its work on monitoring transfer and distribution of import customs duties between the budgets of the Member States.

14 Aug 2025 Cooperation between EAEU countries in tourism can catalyze economic growth On its official website, the Eurasian Economic Commission is developing a section about the Eurasian tourist routes to include information on over 400 attractions in the Eurasian Economic Union countries. This was announced by Lusine Bagratuni, Deputy Director of the EEC Business Development Department, during the session "Digital Vector of Eurasian Tourism: Integration and Growth Strategies" at the Kyrgyz-Russian Economic Forum in Bosteri, Kyrgyzstan, on August 14.

14 Aug 2025 Varos Simonyan: "Digital sovereignty in the EAEU context means shaping digital independence by joint efforts" On August 14, priorities of digital development and measures to enhance cooperation in that area were discussed at the plenary session of the 7th Kyrgyz-Russian Economic Forum "Digital Sovereignty as a Factor of Stable Growth and Technology Cooperation in the EAEU" held in Bosteri (Kyrgyzstan). The meeting was moderated by Varos Simonyan, the EEC Minister in charge of Internal Markets, Informatization, Information and Communication Technologies.

13 Aug 2025 EAEU economies' growth rates outpace global average Alexey Vedev, Director of the Eurasian Economic Commission's Macroeconomic Policy Department, spoke about the positive dynamics of economic development and strengthening of integration ties within the Eurasian Economic Union at a conference in the village of Bosteri, Issyk-Kul Region, the Kyrgyz Republic, dedicated to the 10th anniversary of Kyrgyzstan's accession to the EAEU.
