15 Aug 2025 Bakytzhan Sagintaev Participated in Meeting with Delegation Heads at EIC Meeting and Sadyr Zhaparov, President of the Kyrgyz Republic Bakytzhan Sagintaev, Chairman of the Board of the Eurasian Economic Commission, joined delegation heads at the Eurasian Intergovernmental Council meeting being held in Cholpon-Ata on August 14–15 to meet Sadyr Zhaparov, President of the Kyrgyz Republic. The event was held shortly before the EIC meeting in an expanded format. The meeting thoroughly exchanged views on relevant matters of economic interaction in the Eurasian space. Kyrgyzstan's leader emphasized that the Eurasian Intergovernmental Council meeting is to consider a wide range of issues related to strengthening integration cooperation within the EAEU. In particular, it is planned to approve the Program for Developing Exchange Trading in the Common Exchange Market of Goods; to discuss the Commission's 2024 report on the state of competition in cross-border markets and measures taken to prevent violations of general competition rules; to review progress in shaping common markets of gas, oil and petroleum products; to amend the plan for implementing the Main Directions and Stages of the Coordinated Transport Policy of the Union countries for 2024–2026. The meeting participants will consider the issues of digitalizing rail freight transportation, the climate agenda, the feasibility of converging qualification requirements across the most in-demand professions in the Union's labor market and the procedure for confirming professional qualifications. Moreover, it is expected to discuss the concepts for developing common markets of medicines and medical devices. The meeting was attended by Alexander Turchin, Chairman of the Eurasian Intergovernmental Council and Prime Minister of the Republic of Belarus; Oljas Bektenov, Prime Minister of the Republic of Kazakhstan; Adylbek Kasymaliev, Chairman of the Cabinet of Ministers — Head of the Presidential Executive Office of the Kyrgyz Republic; Mikhail Mishustin, Chairman of the Government of the Russian Federation; Mher Grigoryan, Deputy Prime Minister of the Republic of Armenia; as well as Mohammad Reza Aref, First Vice President of the Islamic Republic of Iran, and Abdulla Aripov, Prime Minister of the Republic of Uzbekistan.

15 Aug 2025 Andrey Slepnev Discussed Progress in Implementing Free Trade Agreement with Mohammad Atabak, Iranian Minister of Industry, Mining and Trade Andrey Slepnev, Minister in charge of Trade of the Eurasian Economic Commission, and Mohammad Atabak, Minister of Industry, Mining and Trade of Iran, had a working meeting on the sidelines of the Eurasian Intergovernmental Council. The parties summed up tentative results of implementing the Free Trade Agreement between the EAEU and Iran that came into force on May 15, 2025 and outlined plans for enhancing cooperation further. They noted high readiness to hold the first meeting of the Joint Committee scheduled for this fall where it is planned to approve concrete mechanisms for implementing the Agreement. A relevant draft road map on trade and economic cooperation between the EAEU and Iran is in the final stage of approval. "It is not just a free trade agreement. It is a qualitatively new level of interaction. We see prospects for expanding cooperation in key sectors and increasing mutual trade," noted Andrey Slepnev.  

15 Aug 2025 Concept for Developing Common Market of Medicines within EAEU Adopted The August 15 meeting of the Eurasian Intergovernmental Council in Cholpon-Ata, Kyrgyz Republic, approved the Concept for Developing a Common Market of Medicines within the Eurasian Economic Union. The purpose of the document is to ensure sustainable functioning of this market based on principles of mandatory requirements to safety, efficacy and quality of medicines. The Concept briefly reviews the current state of the EAEU market of medicines. It is noted that it essentially started in 2019 when pharmaceuticals began to be registered according to the Union's rules and common procedures were introduced within the EAEU integrated information system to ensure information exchange between the authorized bodies in the field of marketing authorization, assessment and inspection for compliance with the Union's GMP rules. The Concept defines the following main directions for further market development: improved and optimized marketing authorization procedures and regulation of circulating medicines, increased efficiency of information systems, developing infrastructure and competencies in the Union countries, their cooperation in manufacturing pharmaceuticals, regulation of circulating medicines taking into account international practices. Until 2026, marketing authorization certificates for medicinal products issued according to national rules will remain valid. To enable their further circulation in the customs territory of the EAEU, such medicines have to undergo the procedure of bringing their marketing authorization dossiers in compliance with the Union acts and be included on the EAEU Common Register of Authorized Medicinal Products. Starting from January 1, 2026, only the pharmaceuticals having EAEU marketing authorizations will be allowed to circulate in the Member States. Implementation of the document adopted by the Intergovernmental Council will ultimately increase the availability of safe and quality medicines for citizens of the Union.

15 Aug 2025 EAEU Heads of Government Supplemented Road Map of Key Areas of Transport Policy for 2024-2026 The Eurasian Intergovernmental Council supplemented the transport policy road map for the next three years with measures to develop human resources. Thus, another three activities are now included in the Action Plan (Road Map) for Implementing the Main Directions and Stages of the Coordinated Transport Policy of the EAEU Member States for 2024-2026 agreed on October 1, 2024: - monitoring best practices in developing human resources in the transport sector of the Member States including attraction and advanced training of employees; - monitoring the application by the Member States of qualification requirements defined in the Recommendation No. 31 of the Board of the Eurasian Economic Commission dated November 14, 2023 "On Required Qualifications for the Most In-Demand Professions in Road Transport"; - preparation of proposals concerning qualification requirements to the most in-demand professions in the field of transport, except for requirements in civil aviation. The road map is aimed at deepening integration processes in the field of transport, shaping a common transport space and common market of transport services. The new items on the road map will facilitate rational use of highly qualified specialists, harmonizing professional and qualification requirements to them and developing competitive centers providing personnel training including advanced training.

15 Aug 2025 Program for Developing Trading in Common Exchange Market of Goods Approved in EAEU Heads of Government of the Eurasian Economic Union countries approved the program for developing trading in a common exchange market of goods that is developed in accordance with the Strategic Directions for Developing the Eurasian Economic Integration until 2025. The document is comprised of four sections and includes general provisions, a system of measures, implementation mechanisms and resourcing. The program involves three stages: developing documents for shaping a common exchange market, implementing pilot projects and simulated trading, as well as the beginning of full exchange market functioning by 2029. The Program covers 14 activities including developing and adopting an international treaty on establishing a common exchange market of goods, agreements between trading organizers and infrastructure organizations, acts of the Union bodies and protocols between trading organizers.  

15 Aug 2025 Heads of Government Approved Plan to Implement Approaches to Regulating Climate Agenda Issues in EAEU At the August 15 meeting of the Eurasian Intergovernmental Council in Cholpon-Ata Heads of Government of the Eurasian Economic Union countries approved a five-year action plan to develop Approaches to Regulating Climate Agenda Issues within EAEU. The agreed measures are aimed at implementing the mechanisms envisaged in the Approaches. Among them are joint work of the Eurasian Economic Commission and the Member States to prevent barriers within the Union caused by climate regulation of the EAEU countries, as well as international interaction on climate action related to trade. The approved list of measures will be included in the common Action Plan for Implementing the Eurasian Economic Path Declaration on further development of economic processes within the Union until 2030 and for the period until 2045 under the cooperative efforts of the Member States on the climate agenda.

15 Aug 2025 Intergovernmental Council Endorsed Commission's Work on Mutual Recognition of Professional Qualifications in EAEU Countries The Eurasian Intergovernmental Council decided to continue the work on converging qualification requirements to the most in-demand professions in the Eurasian Economic Union labor market. The decision is aimed at facilitating employment of citizens in the EAEU countries. The discussion was centered on the report prepared by the Eurasian Economic Commission jointly with the competent authorities of the Union states. The document presents detailed analysis and compares the national qualification systems including their key criteria, professional education levels and requirements for engaging in labor activities. As a practical example, qualifications for welders were analysed. According to Bakhyt Sultanov, EEC Minister in charge of Economy and Financial Policy, although recognition of certificates of education is provided for in the Treaty on the EAEU, there are differences in recognizing professional qualifications that yet remain. "Recognition of certificates of education is a foundation that we have already laid. Now our task is to build up on that: to ensure that professional qualifications of a specialist obtained in one Union country are understood and recognized in another. By continuing that work, we eliminate barriers for our citizens and enable free movement of qualified personnel," noted the EEC Minister.

15 Aug 2025 EIC Approved Concept for Developing Common Market of Medical Devices within EAEU On August 15 in Cholpon-Ata, the Eurasian Intergovernmental Council approved the Concept for Developing a Common Market of Medical Devices within the Eurasian Economic Union. The document is developed by the Eurasian Economic Commission jointly with the EAEU countries to ensure sustainable functioning of a common market of medical devices. The Concept is aimed at further improving the Union law in this field, harmonizing the Commission's acts with the documents of the International Medical Device Regulators Forum (IMDRF), including on their circulation using artificial intelligence technologies. The document is also designed to facilitate developing of digital processes in medical device authorization and circulation for the purpose of simplifying business processes in the Union countries. The Concept reflects the state of the said market, the current level of integration and harmonization of the Union law in the field of medical device circulation and approaches to developing uniform circulation rules in the light of IMDRF recommendations. Also, main outcomes of common market functioning and promising areas of its regulation were captured. The Concept draws special attention to safety of materials from which medical devices are made, as well as advisability of establishing approaches to applying additive technologies in the field of medical device circulation and standardization in the Union law. Interaction of the Member States to harmonize requirements to assessing medical devices will continue. It is planned to expand consultations on the Union law in the field of medical device circulation with interested third countries.
