On July 4, the Eurasian Economic Commission's Council decided on production conditions for new commodity items of Annex No. 1 to the Rules for determining the country of origin of certain goods for public procurement purposes (COG). The Commission, jointly with the authorized bodies of the EAEU countries and representatives of the business community, agreed on the production conditions for five commodity items. These include two types of measuring instruments from the Machine Tool Industry and three types of insulators from the Power Engineering, Electrical and Cable Industry. According to Bakhyt Sultanov, EEC Minister in charge of Competition and Antitrust Regulation, the harmonization of production conditions for new commodity items significantly expands opportunities for the Union countries' manufacturers to participate in public procurement and ensures the creation of new cooperative chains between manufacturers. “Given the decision adopted today, the production conditions for 455 commodity items have already been included in Annex No. 1 to the COG Rules. The work on agreeing the new conditions is carried out on an ongoing basis. More and more goods manufactured under the COG Rules gain free access to public procurement”, the EEC Minister noted. Besides, technical amendments were made to the Rules in the names of certain commodity items of the Furniture and Woodworking Industry sector to bring them into line with the Commodity Nomenclature of the EAEU Foreign Economic Activities. Furthermore, the EEC Council supported the proposal of Belarus to adjust the production conditions previously included in the Rules to the “Fiber-optic Cables” commodity item, which will enable manufacturers to perform only those operations that are available in the production process. The Deputy Prime Ministers also agreed to add an additional FEA EAEU code to the “trucks” item, which will expand the nomenclature of trucks for their inclusion in the Eurasian Register. |
