08 Oct 2025 EEC and experts from ASEAN countries discussed competition issues Armine Hakobyan, Deputy Director of the EEC Department for Competition and Public Procurement Policy, told about some outcomes of cooperation and prospects for interaction between the Eurasian Economic Commission and the Association of Southeast Asian Nations at the special session of the 35th meeting of the ASEAN Experts Group on Competition. "Holding EEC–ASEAN special sessions on competition has become a good tradition. It enables us to engage in a consistent dialogue and develop practical cooperation," Armine Hakobyan pointed out. The session discussed the results of seminar dedicated to competition policy and law enforcement in the Eurasian Economic Union and the ASEAN countries held by the Commission in July this year. The participants indicated the main areas of activity by the EEC and ASEAN that were of special interest following the seminar. In particular, they cover successful formats of interaction between ASEAN national competition authorities, methodology for assessing their activities and a range of law enforcement peculiarities. ASEAN took an interest in the results of meetings of regional competition organizations annually held by the Commission, as well as the experience of shaping the EEC jurisdiction in this field. "Despite different integration levels in the EAEU and ASEAN, and dissimilarities in the EEC and ASEAN competition jurisdiction, our two integration associations have the same goal, namely to enable fair competition," Armine Hakobyan stressed. "To achieve this goal, we are ready to explore best practices of each other and introduce them into our work." The meeting participants endorsed the Commission's proposal to continue discussions at seminars and consultations, as well as through taking part in the dialogue of regional integration organizations on competition.   The event was attended by representatives of competition authorities of the ASEAN countries, as well as the ASEAN Secretariat.  

08 Oct 2025 Ruslan Davydov: "Digital customs tools can prevent illegal importation of children's products to the EAEU" Ruslan Davydov, Minister in charge of Customs Cooperation of the Eurasian Economic Commission, told about digital tools that are already applied across the EAEU and are considered promising against illegal importation of children's products at the thematic session of the Anti-Counterfeiting 2025 International Forum in Minsk. The Head of the EEC Customs Unit highlighted three main digitalization tools: navigation seals, digital labelling of goods and electronic document flow both in moving goods across the Union's customs border and within the Union. According to Ruslan Davydov, digital labelling is already widely used in the EAEU countries. The labelling coverage of various product groups might be different from state to state but the work is being done and allows tracing the legality of circulation of a given product item. The EEC Minister reminded that the Five countries will start using navigation seals from February 2026 — a relevant decision was taken by the Commission's Board. The introduction of electronic documents in transportation of goods is a logical step in shaping a digital ecosystem and further work to improve the transparency of imports and goods turnover. "The introduction of these tools will ultimately allow generating big data on movement of goods that will be analyzed not only by customs authorities but also by other interested controlling entities, which will help identify questionable and dangerous shipments including of children's products," Ruslan Davydov mentioned. The EEC Minister has added in his statement that at the instruction of Heads of Government of the EAEU Member States the Commission monitors and analyzes declaration of goods imported to the EAEU and the results of this analysis prove to be useful in combating imports of illegal products. "In July this year, the Commission's Board adopted a recommendation for the EAEU Member States to take further measures aimed at verifying the accuracy of filling in the box 31 of the customs declaration, namely whether the description of imported clothes and shoes is complete. We understand that when a declaration lacks the product identification number, model, manufacturer and trademark, it is much more difficult to control the legality of importation," Ruslan Davydov summed up. He also stressed the need for active joint work by public authorities of all EAEU Member States to synchronize their efforts in combating counterfeiting and fake goods.

08 Oct 2025 Maksim Yermalovich held working meeting with Bolat Sambetov, Deputy Chairman of Republic of Kazakhstan's Agency for Protection and Development of Competition On October 8 in Astana, Maksim Yermalovich, Minister in charge of Competition and Antitrust Regulation of the Eurasian Economic Commission, discussed topical issues in the field of competition with Bolat Sambetov, Deputy Chairman of the Agency for the Protection and Development of Competition of the Republic of Kazakhstan.   The two sides paid special attention to the issues of improving Kazakhstan's legislation regarding enforcement proceedings and the status of bailiffs. The discussion also covered some law enforcement matters including those related to reasoned submissions and compulsory enforcement of the Commission's decisions taken against violators of general competition rules. Moreover, the meeting reviewed the latest amendments to the Treaty on the Eurasian Economic Union in terms of challenging the Commission's decisions and actions in the field of competition to the EAEU Court. "The meeting resulted in agreeing the key directions of further joint work and possible formats for addressing antitrust regulation difficulties," Maksim Yermalovich pointed out. Furthermore, the two sides discussed the agenda of the upcoming meeting of the heads of the Union countries' authorized authorities and Maksim Yermalovich in the 5+1 format scheduled in Brest for October 2025. 

07 Oct 2025 Bakytzhan Sagintayev conveyed birthday greetings to Vladimir Putin Bakytzhan Sagintayev, Chairman of the Board of the Eurasian Economic Commission, conveyed birthday greetings to Vladimir Putin, President of the Russian Federation and Member of the Supreme Eurasian Economic Council. “You stood at the origins of creating the Eurasian Economic Union and continue to make a significant personal contribution to its development,” the congratulatory letter reads. “I am convinced that your activities as Head of State will further promote constructive economic cooperation between the EAEU Member States.” On behalf of the Commission and in his personal capacity, the Head of the EEC Board wished Vladimir Putin good health, well-being, and new achievements for the benefit of the Russian people.

07 Oct 2025 Valentin Tataritsky: “The Union's technical regulation system makes a substantial contribution to protecting the market from unsafe and counterfeit products” The interrelation between various areas and competencies in developing regulatory measures aimed at preventing illegal trade in products, and the place of a uniform technical regulation system was outlined by Valentin Tataritsky, Minister in charge of Technical Regulation of the Eurasian Economic Commission, at the plenary session of the 13th International Forum “Anti-Counterfeit-2025” in Minsk. The EEC Minister stated that 48 of 52 technical regulations adopted in the Eurasian Economic Union and more than 8,800 related interstate and national standards are already applied by the EAEU countries' industry and business communities, creating the basis for a common product market. “In order to maintain a high level of safety and keep pace with the current development of science, technologies, production, and testing facilities, a mechanism for assessing the scientific and technical level of technical regulations has been introduced into the Union’s law. We plan to assess 29 technical regulations of the Union by 2029,” the EEC Minister stressed. He dwelt in detail on the work helping to prevent mala fide manufacturers and unsafe products from entering the Union's market. “A lot of work has been done in the field of accreditation during the Strategy-2025 implementation to improve the activities of accredited certification bodies and testing laboratories. There are 2,800 such organizations in the Union’s Unified Register. At present, we see that national accreditation bodies remove mala fide laboratories and certification bodies from the register, and we cooperate with countries to tighten the criteria for inclusion in the register. We are just discussing these proposals at the Commission right now," Valentin Tataritsky noted. Speaking about state supervision of compliance with mandatory requirements, he noted that several regulators are involved in implementing supervisory policies at the country level. Nowadays, there are a total of 35 such regulators in the Union States. According to him, the regulatory authorities have intensified their activities regarding the circulation of products in the market. This is confirmed by information received by the Commission from national authorities responsible for monitoring and supervising compliance with the Union countries' technical regulations within the established level of interaction. Along with that, the speaker noted a range of work on its development, including within the framework of two relevant agreements: on general safety of products and on general principles and approaches to state supervision of technical regulations. “We work hard and consistently on developing a mechanism for synchronized and rapid response by the regulatory authorities of the five countries. Today, it is very important to create a proper framework for interaction between them,” Valentin Tataritsky believes. The EEC Minister drew particular attention to the need to maintain dialogue on ensuring efficient protection of the Union's market from non-conforming products. “In combating the ”gray" economy, conformity assessment tools should be used, including by tightening the forms of such assessment where reasonably required. This need is being analyzed when bringing technical regulations into line with new model conformity assessment schemes," the speaker stated, noting that all of the above activities are envisaged in the action plan for implementing the 2030 Declaration. In conclusion, Valentin Tataritsky invited all interested parties to join the relevant discussions to ensure a comprehensive analysis of the risks and benefits of a fresh approach to conformity assessment. This is necessary to improve the efficiency of combating unsafe and counterfeit products.

07 Oct 2025 Ruslan Davydov: “The EAEU Customs Code is planned to be amended to combat illegal transit of tobacco products” Ruslan Davydov, EEC Minister in charge of Customs Cooperation, informed about measures taken by the Eurasian Economic Commission to combat illegal transit and export of tobacco products within the Eurasian Economic Union at a session dedicated to the market of nicotine-containing products at the “Anti-Counterfeit-2025” forum in Minsk. According to the EEC Minister, the relevant amendments to the Customs Code have been drafted and are in a high degree of preparation. Ruslan Davydov informed the discussion attendees about the introduction of the EAEU mechanism for monitoring traffic using navigation seals, which will come into effect starting from February 11, 2026. “An important part of the work to combat illegal import and circulation of tobacco products is the functioning of a relevant Working Group within the Commission,” the Head of the EEC Customs Unit emphasized. “It was created last year at the initiative of the business community, and its primary objective is to develop coordinated proposals on issues related to the prevention of illicit movement of illegal tobacco and nicotine-containing products across the EAEU customs border.” The session was also attended by digital marking operators, tobacco product manufacturers, as well as representatives of the EAEU countries' public authorities and relevant associations and non-profit organizations from Belarus and Kazakhstan. By the decision of the international association “Anticounterfeit,” Ruslan Davydov was awarded the badge “For Merit in Combating Counterfeit Products” for his significant contribution to preventing the import of counterfeit and fake products.

07 Oct 2025 Maksim Yermalovich: “The EEC adapts to the rapidly changing realities of the modern world” On October 7 in Astana, Maksim Yermalovich, Minister in charge of Competition and Antitrust Regulation of the Eurasian Economic Commission, took part in the plenary session of the 11th Eurasian Antitrust Forum “Antitrust Platform: Key Challenges and Trends in the Field of Competition.” Maksim Yermalovich presented the main directions and measures taken by the Commission to adapt competition policy to contemporary challenges. He also informed about some efforts to improve the Eurasian Economic Union's law to ensure transparency and predictability of the regulation process, as well as the introduction of a new tool for the EEC's proactive actions – sector studies. “The synergy between methodology and practice enables us to respond to contemporary challenges in an adequate and timely manner – academic perspective and scientific expertise should be closely aligned with the practical approach of national and supranational competition authorities. Based on this priority, we actively promote initiatives relating to methodology of science as part of our competition advocacy activities," Maksim Yermalovich noted. Separately, the EEC Minister dwelled on a number of initiatives put forward by the Competition Unit. These include educational courses, 5+1 consultations to address relevant matters with competition authorities of the Member States and Observer States, and a dialogue between regional organizations on competition issues. The Eurasian Antitrust Forum is a high-level professional platform for the exchange of experience between public authorities, the expert and business communities on issues of competition protection and antitrust regulation in national and transboundary markets of the Eurasian continent.

07 Oct 2025 EEC adopted recommendation on creating and maintaining national registers of agricultural crop varieties On October 7, the Eurasian Economic Commission's Board adopted a recommendation on unified approaches to creating and maintaining national registers of agricultural plant varieties in the Eurasian Economic Union countries. The document was adopted in accordance with the decision of the Heads of Member States and aims to harmonize the EAEU countries' legislation in the field of agricultural crop variety testing. “The uniformity of information provided by the Union countries’ authorized bodies from national registers will ensure the proper functioning of the unified register of varieties and inform agricultural producers within the EAEU about the best and most valuable plant varieties in terms of quality for their introduction into agricultural production,” noted Gohar Barseghyan, EEC Minister in charge of Industry and Agriculture. According to Article 4 of the Agreement on Circulation of  Agricultural Plants Seeds within the EAEU, the Commission forms a unified register of agricultural plant varieties to provide informational support for activities related to the circulation of their seeds within the Union.
