Agreement on using navigation seals for monitoring traffic in the EAEU came into effect

The Agreement on using navigation seals for monitoring traffic in the Eurasian Economic Union, signed by the Heads of the Member States on April 19, 2022 in Moscow, came into effect on April 3, 2023.

The internal legal procedures required for enacting the Agreement have been completed in all the Union States, whereof the EEC has received relevant notes. 

The document has the international treaty status and establishes the legal basis for using in the EAEU a new technological instrument of control during transportation of goods and vehicles - navigation seals.

Along with that, the scope of the Agreement applies only to the transportation carried out through the territories of two or more Union countries.

The navigation seal is a device that monitors the movement of goods and vehicles in the remote mode.

Using this technology makes it possible to monitor the vehicle at a distance of hundreds and thousands of kilometers in online mode and record every illegal action with goods in a sealed cargo compartment, if they occur.

Owing to the use of navigation seals, transparency of transportation is ensured.

The Agreement is aimed at minimizing state control measures during the transportation of goods (in transit, export and mutual trade) and ensuring their legal turnover in the Union's territory.

The Agreement contemplates the phase-in monitoring with due regard to the categories of goods and modes of transport by which they will be transported. This approach will ensure a soft adaptation of traffic participants and public authorities to new up-to-date working conditions.

Today's realities testify that this new up-to-date instrument of control meets the interests of both governing authorities and entities engaged in foreign economic activities.

On March 7 this year, the EEC Board approved an action plan for implementing in the Eurasian Economic Union countries a mechanism for monitoring traffic using navigation seals, as defined by the Agreement on using navigation seals for monitoring traffic in the EAEU. The relevant roadmap, which should also be approved by the EEC Council at the level of Vice Prime Ministers of the Eurasian "five" countries, contains a set of measures. Their implementation will make it possible to start monitoring traffic in the EAEU countries in January 2024.
