EEC discussed avenues of cooperation between EAEU and Iranian marketplaces
The Eurasian Economic Commission hosted consultations on discussing possible cooperation between electronic trading platforms (marketplaces) of the Eurasian Economic Union countries and the Islamic Republic of Iran. The meeting participants (representatives of the major marketplaces of the parties) noted that today e-commerce is a prominent driver for growth of intercountry trade turnover, confirmed their interest in implementing partnership in e-commerce, as well as discussed possible formats and avenues of cooperation and the potential of technology integration. "The EAEU States and Iran have a significant potential for developing cooperation in the field of e-commerce given that its turnover in our countries grows rapidly every year. Interaction of businesses in this field will facilitate creating a barrier-free trade environment," stressed Askat Bekov, Deputy Director of the EEC Customs Tariff and Non-Tariff Regulation Department. Consultations are held as part of the activities on the road map to implement the Free Trade Agreement between the Islamic Republic of Iran and the Eurasian Economic Union that came into effect on May 15, 2025.

EEC works on improving Union's law
Daniyar Imanaliev, Minister in charge of Integration and Macroeconomics of the Eurasian Economic Commission, chaired a meeting of the consolidated working group on improving the provisions of the Treaty on the Eurasian Economic Union dated May 29, 2014. It reviewed amendments to protocols on technical regulation, on general principles and rules of competition and on the procedure for regulating procurement. Options for further work regarding them are defined. Also, in view of staff reshuffling in the EAEU countries, the composition of the consolidated working group is updated. The next meeting will take place in Q4 2025. The consolidated working group on improving the provisions of the Treaty on the Eurasian Economic Union was created in 2016 for considering proposals from the Union states and the Commission on amendments to the Treaty, developing initiatives on improving its provisions and preparing draft international treaties on amending it. The working group prepared a number of protocols on amending the Treaty on the Union, namely: the First Major Protocol effective since July 15, 2021; the Second Major Protocol effective since February 12, 2024; the Third Major Protocol effective since April 25, 2024; the Fourth Major Protocol signed on July 28, 2025 and at the moment being ratified by the Union Member States.

Arzybek Kozhoshev: "The digital divide is one of the constraints for the Eurasian integration"
This opinion was expressed by Arzybek Kozhoshev, the EEC Minister in charge of Energy and Infrastructure, at the plenary discussion "Efficiency of Intelligent Transport Systems" during the annual International Forum "Intelligent Transport Systems of Russia. Digital Era of Transport." In his speech, the Minister told about the results of activities across the key areas of the Eurasian integration in the field of transport digitalization. Specifically, Arzybek Kozhoshev noted that "it is necessary not only to develop national intelligent transport systems but also to think over how they will interact in the areas of operator liability transfer." On the Forum sidelines, an action plan was signed between the Energy and Infrastructure Unit of the Eurasian Economic Commission and the Digital Era of Transport Association for Developing Digital Transport Technologies. The document intended for 2026–2027 involves joint events and consultations, as well as exchange of experience on relevant matters in the field of digital technologies in transport, including intelligent transport systems, exchange of statistical data and preparation of analytical materials and reports. Moreover, during the Forum, the Minister took part in the official tour of the exposition showcasing advanced solutions in the field of ITS and digital infrastructure of highways. "Our countries have accumulated certain experience, introduced and used efficient solutions. We need to share them and expand the geography of their use," summarized Arzybek Kozhoshev.

On September 23 in the United Arab Emirates, Bakytzhan Sagintayev, Chairman of the Eurasian Economic Commission's Board, held a working meeting with Mohamed Abdelhameed Al Askar, Director General of the Abu Dhabi Emirate Digital Authority. The parties discussed prospects for cooperation between the Eurasian Economic Union states and the UAE in the field of digital technologies and artificial intelligence. The Head of the EEC Board told that the Commission together with the EAEU countries works on developing the Digital Union concept preserving the digital sovereignty of the countries and ensuring that best technology solutions are synchronized and compatible. "In this regard, exchange of practical experience with the UAE is deemed very important, especially in the context of the new economic cooperation formant," stressed Bakytzhan Sagintayev. The meeting resulted in the parties agreeing to address the possibilities of interaction in the field of digital technologies and information and communication systems.

EAEU starts using navigation seals to monitor shipments
The Eurasian Economic Commission's Board decided to introduce shipment monitoring in accordance with the Agreement on Using Navigation Seals for Monitoring Shipments in the Eurasian Economic Union. The decision shall come into effect on February 1, 2026. "The Agreement envisages a gradual introduction of the monitoring mechanism taking into account the categories of goods and the modes of transport used. Its implementation is divided into three stages, with a total duration of 1.5 years," noted Ruslan Davydov, the EEC Minister in charge of Customs Cooperation. At the first stage, since February 11, 2026, navigation seals will be used for: – sanctioned goods and some types of excisable goods including alcohol and tobacco transported by road and (or) by rail under the customs transit or export procedures, as well as transported between the Member States in mutual trade; – some categories of goods such as clothes, shoes, devices transported by road under the customs transit procedure; – nicotine-containing products and primary nicotine materials classified under 2404, 2939 79 000 0 and 2939 80 000 0 of the Single Commodity Nomenclature of Foreign Economic Activity of the Eurasian Economic Union (CN FEA of the EAEU) transported by road and exported from the EAEU customs territory under the customs export procedure. Since February 11, 2026, Decision No. 63 of the Commission's Board dated June 8, 2021 stipulating the customs transit procedure applied to alcohol and tobacco products being EAEU goods placed under the customs export procedure for the purposes of their transportation across the Union's customs territory to the customs authority at the point of departure will no longer be valid. Shipments of the said goods will be monitored in accordance with the Agreement. The Agreement on Using Navigation Seals for Monitoring Shipments in the Eurasian Economic Union was signed on April 19, 2022 and came into effect on April 3, 2023.
