Joint large-scale high-tech projects are implemented by the Eurasian Economic Union States in accordance with paragraph 6.4.3 of the Strategy-2025. In order to intensify this work, the EAEU will hold a competition for joint large-scale high-tech and humanitarian projects "Symbols of Eurasian Integration" for the first time in 2024.
The purpose of the competition is to identify new ideas in the technological areas of the Eurasian integration. It will be organized by the Agency for Strategic Initiatives (ASI) and members of the consortium of development institutions, and co-organized by the Eurasian Economic Commission.
Participants will be able to apply as early as February. Their applications will be considered from the perspective of team members' qualifications, experience, as well as economic, social effect, novelty, competitiveness and expert recognition. Both already completed projects as well as ideas and concepts will be able to take part.
The experts will evaluate the projects based on the following criteria:
- integration focus: the project should contribute to forming and realizing the competitive advantages of the Member States, and developing cooperative ties within the Eurasian economic integration;
- scalability: the projects should have the potential for being implemented with the participation of economic entities from all the EAEU countries or in the territory of the Member States not declared among the project participants;
- manufacturability: the projects should be based on the use of high-tech solutions, the production created within the project should relate to high-tech or medium-tech high-level economic activities or the solution should utilize intellectual property of scientists from the EAEU Member States.
The competition will be held in 8 categories:
- technologies of basic industries (new technologies of extractive industries, processing industries, and agriculture);
- transit potential (transport and logistics solutions, transport, and infrastructure);
- technological sovereignty (instrument engineering, machine tool building, microelectronics, chemical and metallurgical technologies, telecommunications, electrical engineering, motor industry, and shipbuilding);
- digital platform solutions (information security);
- new technological wave (robotics, nanotechnology, biotechnology, ICT, genetic engineering, and space technology);
- human capital (science and education, telemedicine, healthcare, culture, and sports);
- Eurasian tourism (HoReCa, integrated tourism solutions, and tourist maps);
- financial inclusion (modern solutions for rendering financial services, ensuring trade settlements between countries, and improving their security).
"The implementation of joint large-scale high-tech projects by the EAEU States is envisaged by the Strategy-2025. We expect that the competition will attract additional attention of enterprises to the advantages of cooperation in the Eurasian Economic Union, and ensure practical fulfillment of the Union's integration potential," explained Sergei Glazyev, EEC Minister in charge of Integration and Macroeconomics.
"Nowadays, some work has already been launched on the consortium platform to promote projects aimed at fostering the Member States' economic development and increasing the investment activity and attractiveness of their regions. The competition will enable to identify novel, technologically advanced and competitive projects, the implementation of which will make it possible to achieve significant social, economic and technological effects in the territory of the Eurasian space," noted Svetlana Chupsheva, Director General of ASI and Chairwoman of the Coordination Council of the Consortium of Development Institutions.
Participants will be able to apply from February 15 to March 31. The projects will be evaluated by experts until April 30, and following this stage there will be a face-to-face defense of the best projects. Summarizing the results and awarding the winners will take place in May-June 2024.

An Agreement on creating a consortium of development institutions was signed on the sidelines of the Eurasian Intergovernmental Council held on June 8 in Sochi. The consortium members included the Agency for Strategic Initiatives, the Center for Strategic Development of the Republic of Armenia Foundation, the National Institute for Strategic Studies under the President of the Kyrgyz Republic, and in December this year the Institute for Economic Policy Research of the Kyrgyz Republic joined the consortium as well.
The consortium is a platform for exchanging experience and best practices, providing support to the EAEU States' entrepreneurs, and forming common approaches to the promotion of promising cooperative projects.
