23 Oct 2025 Andrey Slepnev: "UNCTAD plays an important role in facilitating restructuring of the international system based on open regionalism" This was stated by Andrey Slepnev, Minister in charge of Trade of the Eurasian Economic Commission, during the general debate at the sixteenth session of the UN Conference on Trade and Development (UNCTAD) in Geneva, Switzerland. "The EAEU is an open and highly integrated association. We see the effectiveness of open regionalism that creates new development drivers through merging markets, capitals, labor resources, innovations, infrastructure, as well as through large-scale projects with partnering countries," the EEC Minister pointed out. Speaking about the need to balance the climate action and achieving national social and economic development goals, Andrey Slepnev highlighted the importance of a broad international exchange and non-discriminatory use of best available technologies including low-emission technologies and transition fuels. "We look forward to continuing using UNCTAD as a platform for active interaction on introducing promising digital technologies in the field of customs regulation, trade facilitation, mechanisms for digital marking and traceability of goods," Andrey Slepnev declared. As part of his working visit to Switzerland, Andrey Slepnev held a meeting with Philip Fox-Drummond Gough, Secretary of Economic and Financial Affairs of the Brazilian Ministry of Foreign Affairs. Brazil is a member of the South American Common Market with which the EEC has a Memorandum of Cooperation. The meeting with Nazar Agakhanov, Minister of Trade and Foreign Economic Relations of Turkmenistan, discussed deepening trade and economic cooperation including the interaction along the North–South corridor. Andrey Slepnev also visited the United Nations Office at Geneva where he held negotiations with its Director-General Tatyana Valovaya and working consultations with permanent representatives of the Eurasian Economic Union States to the WTO.

23 Oct 2025 EAEU countries discussed transport policy and road transport situation in EAEU These matters were discussed at the 30th meeting of the EEC Advisory Committee on Transport and Infrastructure.   The meeting was attended by representatives of the EAEU authorized authorities, civil society organizations, industry unions and the expert community. The event was also attended by representatives of Observer States at the EAEU from the Islamic Republic of Iran and the Republic of Cuba.   The event participants discussed the current situation caused by a reduced period of temporary stay in the Russian Federation for drivers who are citizens of the Republic of Armenia, the Republic of Kazakhstan and the Kyrgyz Republic engaged in road freight transportation. The meeting noted that at the moment prompt action is being taken to resolve the situation. Also, the event reviewed the progress in implementing the Comprehensive Plan for Developing the Eurasian Transport Corridors: agreed draft target indicators, certificates of Eurasian transport corridors (routes) and minimum requirements for them. These documents will be considered at the next meeting of the Council of Heads of Authorized Transport Bodies. Advisory Committee Members also reviewed the analysis of measures taken by the EAEU countries to develop railway, road and port infrastructure being part of the Eurasian transport corridors (routes), the outcomes of implementing priority integration projects in the field of transport infrastructure, as well as best international practices in using emerging technologies to develop international transport corridors (routes) and recommendations on their use. In prospect, it is planned to create a pool of infrastructure projects that can be implemented involving third countries. The procedure for creating such a pool will be worked out additionally. The parties also discussed sectoral aspects of development in light of the transport policy being implemented. Specifically, they reviewed a road map for implementing the concept for improving the interoperability of smart transport systems of the Five countries within the EAEU, approved lists of information and documents required to obtain special overweight and (or) oversize as well as dangerous cargo permits. The Committee was also presented the outcomes of integration efforts on railway transport following which it adopted a recommendation on simplifying the procedures affecting the movement of passengers who are citizens of the Member States by rail within the Union and on developing Eurasian tourist routes with the use of the rail transport of the EAEU Member States. The Advisory Committee considered the promotion of cooperation with the Islamic Republic of Iran, as well as proposals prepared by the Transport and Infrastructure Department on organizing the activities of the Subcommittee on Cooperation in the Field of Transport and Transit established as part of implementing the Free Trade Agreement between the EAEU and Iran. The proposals cover a wide range of issues concerning freight transportation through the territory of Iran, as well as the development of transport and logistics infrastructure along the routes of the North–South international transport corridor, including operations of border crossings and enhancement of terminal infrastructure. The decisions taken by the Advisory Committee will be presented to the Council of Heads of Authorized Transport Bodies at its next meeting.

22 Oct 2025 EEC delegation took part in cis events on competition in Brest On October 22, a delegation of the Eurasian Economic Commission headed by Maksim Yermalovich, the EEC Minister in charge of Competition and Antitrust Regulation, took part in a meeting of the Interstate Council for Antimonopoly Policy (ICAP) in Brest. The event discussed competition matters relevant for the Commonwealth of Independent States. In particular, pricing in the markets of medicines and medical services was considered. Moreover, the results of work of the Headquarters for Joint Investigations of Antitrust Law Violations were reported and endorsed. The operations of the Belarusian Universal Commodity Exchange were presented. "Ongoing exchange of information on the practices of our colleagues from the CIS countries allows expanding our capabilities to set and apply general competition rules. ICAP is indeed a valuable instrument for promoting sectoral cooperation," Maksim Yermalovich mentioned. The EEC Minister presented the most remarkable activities of the Commission's Unit he heads, including the law enforcement practice and results of the Commission's sectoral studies in markets, work on strategic documents, competition advocacy and international cooperation. "The Commission is currently elaborating the concept for the EAEU Common Exchange Market. The EAEU Observer States are also taking part in this work. We are ready to explore the practices of the CIS countries and propose to include this matter on the ICAP agenda," the EEC Minister stated.  Special attention was paid to the interaction between the EEC and ICAP with national specialized authorities, as well as the outcomes of the meeting of heads of national competition authorities and Member of the Commission's Board in charge of Competition and Antitrust Regulation held shortly before.

22 Oct 2025 EEC discussed implementation of EAEU agreed agricultural policy On October 22, the meeting of the Advisory Committee on Agriculture chaired by Gohar Barseghyan, Minister in charge of Industry and Agriculture of the Eurasian Economic Commission, discussed establishing a mechanism for financial support of joint cooperative projects in the agricultural sector within the Eurasian Economic Union. "For the agricultural sector, this is a new support measure for joint projects promoting mutually beneficial cooperation between organizations of the EAEU Member States. Heads of Government adopted the necessary decisions to develop a legal framework so at the moment the Commission jointly with the Union partners is developing a regulation on selecting cooperative projects and rendering financial support to them at the expense of the EAEU budget," Gohar Barseghyan mentioned. The Committee Members endorsed the need to adopt an EEC recommendation on possible directions and mechanisms for interstate interaction in applying biotechnologies in the agricultural sector. "Consolidation of the Member States' efforts in biotechnologies determines the success of maintaining technological sovereignty in microbial biotechnologies," the EEC Minister stressed. The meeting approved the Review of the State and Development Prospects of the Market of Feed and Feed Additives for Productive Animals in the EAEU Member States as prepared by the Commission. The document is aimed at improving the efficiency, quality and competitiveness of feed production in the EAEU countries through introducing a comprehensive approach including technology innovations, promoting domestic production, strengthening cooperation and modernizing infrastructure. The document will be sent to the Member States' authorized authorities for use in their work.

22 Oct 2025 Maksim Yermalovich and heads of EAEU national competition authorities discussed topical issues of competition in Brest On October 21 in Brest, there was a 5+1 meeting between heads of the authorized competition authorities of the EAEU countries and Maksim Yermalovich, Minister in charge of Competition and Antitrust Regulation of the Eurasian Economic Commission. "The agenda is extensive, the range of discussion points is expanding and there is a need to hold meetings at such level more often," the Minister emphasized. The meeting discussed the positions of the EAEU national competition agencies on reviewing the existing criteria for transboundary markets and mechanisms for performing expert examination when investigating cases on violations of general competition rules. The parties also reviewed the enforcement of the Commission's reasoned submission on conducting certain proceedings as part of investigating and considering cases on violating general competition rules in the EAEU transboundary markets. There was an exchange of opinions on drawing up the lists of markets for assessing the state of competition and sectoral studies in 2026, as well as the selection criteria. "The selection of markets for studying will have been completed by the end of 2025 and the work will start early next year," the EEC Minister summed up. Maksim Yermalovich also gave a brief presentation of the Competition Unit's achievements on the international track, including in preparing a review of competition regulation at the regional level and cooperation with UNCTAD, OECD and ICN. The discussion participants considered their assistance to the UN in recognizing December 5 as the World Competition Day, as well as mutual support to initiatives put forward by the EAEU competition authorities on international venues. The meeting was attended by the head of the competition authority of Uzbekistan that is an Observer State at the EAEU. The meeting also featured the head of the specialized agency of Tajikistan as a guest.

22 Oct 2025 Maksim Yermalovich: "The EEC is ready to expand the areas of work in the field of competition within the CIS" On October 21 in Brest, a delegation of the Eurasian Economic Commission headed by Maksim Yermalovich, Minister in charge of Competition and Antitrust Regulation, took part in the work of the Headquarters for Joint Investigations of Antitrust Law Violations in the Commonwealth of Independent States. The meeting participants discussed reports on state price (tariff) regulation and on civil law protection for those affected by violations in the field of competition, reflecting the information on the EEC work in these areas. "We are working on addressing the issue of providing affected economic entities with a possibility to seek reimbursement of damages inflicted by violations of general competition rules in the EAEU transboundary markets," the EEC Minister pointed out. The meeting considered the influence of artificial intelligence on the state of competition and problematic competition issues in the markets of medicines and medical devices. Maksim Yermalovich told about the established working group on artificial intelligence for addressing the problems of prevention and suppression of violations of general competition rules in the EAEU caused by the use of AI. "The Eurasian Economic Commission is ready to move beyond the EAEU borders and involve other competition authorities of the CIS countries in its work," Maksim Yermalovich stressed. The EEC Minister also shared the results of the Commission's sectoral study in the pharmaceutical industry.

20 Oct 2025 EEC shared peculiarities of law enforcement practice on suppressing unfair competition with experts from EAEU countries Irina Ivantey, Deputy Director of the Eurasian Economic Commission's Antitrust Regulation Department, took part in the international conference "Unfair Competition and Misleading Advertising. Peculiarities of Law Enforcement Practice in the Eurasian Economic Union Member States." The discussion covered the legal basis for combating unfair competition, the relationship between antitrust and civil regulation, judicial and law enforcement practice, mechanisms for cross-border application of national law. Irina Ivantey shared that the largest share of the materials on violating the general rules of competition reviewed by the EEC is the issues of suppressing unfair competition. "This element of offense entails a preventive measure of issuing a warning on the need to eliminate signs of violation. The enforceability of such warnings is about 80%," told the EEC representative having mentioned that in the context of developing digital economy violations of the general rules of competition also shift to the digital environment. "A growing number of considered disputes between competitors relate to selling goods at e-platforms. Among claimants, representatives of small businesses are increasingly common as using marketplaces is a simpler and more convenient method of selling their goods in the EAEU territory," the EEC representative pointed out. Another trend observed in cases on unfair competition is a change in product markets. Previously, these were markets of major industrial goods; now they are often markets of specific consumer goods. The event was attended by experts of antitrust authorities of the Member States, EAEU Court and representatives of legal institutions.

20 Oct 2025 Olga Prudnikova: "The EAEU has extensive opportunities for developing renewable energy sources" This was reported by Olga Prudnikova, Director of the EEC Energy Department, at the session "SCO and ASEAN Countries on the Path towards Creating Fair Energy" during the Russian Energy Week international forum held in Moscow on October 15–17. Olga Prudnikova has highlighted that the Union pays great attention to developing nuclear energy: "Three EAEU Member States (the Republic of Armenia, the Republic of Belarus and the Russian Federation) have nuclear power plants in their energy mix. An NPP is also being built in the Republic of Kazakhstan. Nuclear energy accounts for about 20% of the total power generation in the Union. It is a clean energy source holding great promise." Development of renewable energy sources in the EAEU is envisaged for a long term and is a priority. In this regard, the RES development is reflected in the Eurasian Economic Path Declaration on Further Development of Integration Processes within the EAEU until 2030 and for the period until 2045. Also as part of the REW 2025, there was a working meeting between Olga Prudnikova and Mohammad Nazifi, head of the Iran Energy Exchange, that resulted in agreements on further contacts in promoting exchange trade in energy resources. The parties also discussed the matters of enhancing their long-term cooperation. The session "SCO and ASEAN Countries on the Path towards Creating Fair Energy" was also attended by Sergei Tsivilev, Minister of Energy of the Russian Federation, Al-Mutasim Ibrahim, Minister of Energy and Petroleum of the Republic of Sudan, and others.
