EEF 2025 discussed modern competition policy issues
The main challenges faced by the competition authorities of the Eurasian Economic Union countries in the context of global changes were discussed on June 26 in Minsk at the EEF 2025 panel session "Modern Competition Policy: Challenges and Prospects" involving Maxim Ermolovich, Minister in charge of Competition and Antitrust Regulation of the Eurasian Economic Commission. The event discussed the measures and mechanisms necessary to ensure competition, the role of government and business in establishing a fair competitive environment. Special attention was paid to foreign experience. Representatives of competition authorities from Iran, China and Uzbekistan shared their experience, including on rapid response to technology and market changes. A perspective on the topic was provided by the UNCTAD's Competition and Consumer Protection Officer and Director of the BRICS International Center for Competition Law and Policy. Other speakers were representatives of the national authorities of the EAEU countries. "I believe that all the tasks we set in the session have been accomplished. This event will help the Commission and the EAEU countries align further directions of joint work in the field of competition in the Union markets," summed up Maxim Ermolovich.

EEF discussed introduction of digital technologies in transport
The development of integration in the field of transport and its impact on ensuring sustainable development of Eurasia was discussed on June 26 by the participants of the thematic session "Introduction of Digital Solutions in EAEU Transport: Paperless Technologies, Automated and Unmanned Vehicles". The event was held in Minsk as part of the 4th Eurasian Economic Forum. "The role of digital technologies, the importance of timely introduction of digital tools into the transport industry of the Eurasian Economic Union countries are huge," said Rustan Jenalinov, Director of the Transport and Infrastructure Department of the Eurasian Economic Commission. "By 2040, the savings in the freight transportation and logistics sector will amount to more than 25 billion euros due to the transition from paper to electronic document flow." Representatives of government agencies, business community and international organizations discussed in detail the development of unmanned systems, the introduction of paperless technologies, the possibilities of smart transport systems, the requirements for international transport corridors, as well as the economic and social effect of their implementation. At the end of the discussion, Rustan Jenalinov noted that "for ten years, the EAEU's practical case for digitalization has been evolving from the establishment of information exchange between market participants and data exchange in business processes to the creation of digital ecosystems, technology platforms, the use of electronic documents and artificial intelligence to address ambitious tasks that require the analysis of large amounts of data, accounting or calculations."

Valentin Tataritsky participated in meeting of EAEU Business Council Presidium
Following the business program of the 4th Eurasian Economic Forum in Minsk, Valentin Tataritsky, Minister in charge of Technical Regulation of the Eurasian Economic Commission, took part in a meeting of the Presidium of the Business Council of the Eurasian Economic Union. Making a presentation on improving the establishment of mandatory requirements in the Union's technical regulations, the EEC Minister emphasized, "We continue to deepen integration, gradually expanding the Union law and incorporating more competencies in the field of standardization, ensuring uniformity of measurements, accreditation, supervisory practices. This is meticulous work, in which we face various challenges, adamant and opposing positions and legal subtleties on a daily basis." Valentin Tataritsky highlighted the innovations in the Eurasian regulations aimed at improving the mechanism for developing and updating technical safety requirements for products. Expansion of possibilities for the business community to participate in this work and significant simplification of interaction between all stakeholders in the development of EAEU technical regulations and lists of standards to them will be ensured, among other things, thanks to the launch of a digital platform in the field of technical regulation. The implementation of the project "Digital Technical Regulation" within the Union is at its most active stage. Special emphasis was placed on the existing problem areas and the most conflicting tracks in the development of draft EAEU technical regulations and their adjustment. In addition, Valentin Tataritsky drew attention to certain measures to protect the market from the circulation of unsafe products and the differences in the practices of control and supervision over implementing the EAEU technical regulations in the Union countries. "Today supervision really reveals a lot of problems with the admission and circulation of regulated products, including in terms of the integrity of conformity assessment bodies, the circulation of gray documents on conformity assessment and so on," said Valentin Tataritsky. "The Union is finalizing the work on two procedures, which, we hope, will systematize the approaches of the countries, including in dealing with gray documents. I am referring to the Procedure for consideration of appeals from one country of the Union on the validity of measures of state supervision of another country and the Procedure for interaction of state supervision authorities among themselves, as well as with accreditation authorities."

EAEU and Nicaragua: mutual intention to expand contacts and intensify trade and economic dialogue
On the sidelines of the Eurasian Economic Forum in Minsk, there was a meeting between the co-chairs of the working group on interaction between the EEC and the Government of Nicaragua: Eldar Alisherov, EEC Minister in charge of Integration and Macroeconomics, and Laureano Ortega Murillo, Adviser to the President of Nicaragua for Investments, Trade and International Cooperation. "By signing the 2024 Memorandum of Cooperation between the EEC and the Government of Nicaragua, we have taken our dialogue to a qualitatively new level. Our common goal is to coordinate joint efforts to increase and diversify trade and economic cooperation, exchange of experience in sectors of mutual interest, as well as to assist representatives of business circles of the EAEU and Nicaragua in establishing direct interaction," Eldar Alisherov noted. The co-chairs exchanged information on the work done by the parties since the meeting of the joint working group held at the end of 2024, emphasizing the great potential for developing sectoral dialogue. In addition, the EEC Minister noted, "Jointly addressing the task of mutually beneficial increase in trade and economic cooperation, it is necessary to get to know each other better, to eliminate the lack of information about commercial opportunities and business environment. Business is the main driver and beneficiary of our dialogue." Laureano Ortega Murillo said that the agreements reached at the previous meeting of the joint working group in Moscow are being worked out precisely in this context. He also announced that Nicaragua is looking into the issue of obtaining the Observer State status at the EAEU, which confirms its interest in further intensification of trade and economic interaction between Nicaragua, the EAEU Member States and the EEC. Eldar Alisherov responded by clarifying the procedural matters of obtaining such status. The co-chairs of the working group acknowledged that in the future it would be advisable for the joint working group to focus on the issues of technical regulation, application of sanitary, phytosanitary and veterinary measures, consumer protection, pharmaceuticals and biotechnologies. Given the factor of geographical remoteness of the EAEU and Nicaragua, it is practical to pay attention to sectors that do not involve high transport costs and issues accompanying the development of digitalization and service provision. The next full-scale meeting of the joint working group on interaction between the EEC and the Government of Nicaragua is scheduled for the end of this year.

Eurasian Economic Commission and CIS CTM Executive Committee signed Cooperation Plan in Transport and Logistics
The Eurasian Economic Forum in Minsk featured a milestone event for the integration of Eurasian transport systems: the signing of the Cooperation Plan in the field of transport, infrastructure, logistics and development of international transport corridors between the Eurasian Economic Commission and the Executive Committee of the Coordinating Transport Meeting of the Participating States of the Commonwealth of Independent States for the period until 2030. The document was signed by Arzybek Kozhoshev, Minister in charge of Energy and Infrastructure of the Eurasian Economic Commission, and Gennady Bessonov, Chairman of the CIS CTM Executive Committee. "The document lays a solid foundation for systemic engagement. Synchronized efforts in the field of transport and infrastructure in the EAEU and the Commonwealth are in the interests of all parties. Indeed, making transport a driver of economic development, commerce and social welfare is a common goal. The plan until 2030 sets a clear vector for this work," Arzybek Kozhoshev outlined. The Cooperation Plan establishes specific areas and activities for joint work of the EEC and the CIS CTM Executive Committee. Its purpose is to enable sustainable and efficient development of transportation systems, competitiveness and mutual compatibility in the Eurasian space, which is critical for accelerating economic growth of the EAEU and CIS countries.

Ruslan Davydov: "Digitalization is an objective necessity for efficient work of customs authorities"
Prospects for digitalizing customs authorities were discussed during the round table "Digital Transformation of Customs Authorities in the Eurasian Economic Union", moderated by Ruslan Davydov, Minister in charge of Customs Cooperation of the Eurasian Economic Commission. The deputy heads of customs services of the EAEU countries shared their plans for further implementation of digital solutions in customs operations, expressing a common opinion on the importance of ensuring efficient and sustainable information exchange. Business community representatives shared the existing experience of digitalizing international shipping by different modes of transport and the process of interaction with government agencies, and while researchers spoke about proposals for participation in the process of digital transformation of customs authorities and shaping the digital architecture concept. Ruslan Davydov urged the round table participants to become more actively involved in the work at the EEC on developing digital solutions to improve customs administration and international logistics management.

Results of 2024 natural monopolies regulation presented at SEEC meeting
At the meeting of the Supreme Eurasian Economic Council, the Heads of EAEU States were presented with a review report on the results of the work done in 2024 in the field of regulating natural monopoly entities. The document reflects the work of the Eurasian Economic Union countries, including the results of monitoring changes and additions to the regulatory framework of the EAEU States in the field of natural monopolies for compliance with the principles and rules established by the Treaty on the Union. The document also includes the results of lawmaking activities of the EAEU countries and measures of natural monopoly entities to apply energy efficient technologies. The report is prepared by the Eurasian Economic Commission on an annual basis jointly with the regulators of the Union States in accordance with paragraph 20, subparagraph 5 of the Protocol on Common Principles and Rules for Regulating Natural Monopolies (Annex No. 20 to the Treaty on the EAEU).

Outcomes of the Supreme Eurasian Economic Council
A meeting of the Supreme Eurasian Economic Council was held in Minsk. It considered a number of significant integration agenda issues. These are such areas as improvement of the EAEU law, implementation of the Strategy for Developing the Eurasian Economic Integration, international cooperation, trade, services market development, regulation of natural monopoly entities and cooperation in the field of sports. Two important international documents were signed. The first is an economic partnership agreement with the United Arab Emirates. The second is an interim trade agreement with Mongolia. The Heads of State also considered the Main Directions of the EAEU's International Activities. Over the years, the Eurasian Economic Union's position on the international stage has been significantly strengthened. Furthermore, the Heads of State were presented with the current progress in implementing the Strategic Directions for Developing the Eurasian Economic Integration until 2025. The implementation of this document has been giving a certain impetus to integration in all key areas. The SEEC members signed the 4th Major Protocol containing amendments to the Treaty on the EAEU. The amendments are aimed at eliminating gaps in legal regulation and concern, inter alia, technical regulation, electricity, competition and financial markets. The leaders of the EAEU countries were informed about the development of goods labelling in the Union. The meeting of the Supreme Eurasian Economic Council adopted a Report on implementing liberalization plans for certain sectors of services within the EAEU. The EAEU defined the main directions of economic cooperation in the field of sports. The EAEU summarized the results of compliance with the Rules for Regulating Trade in Services in 2023–2024. The 2024 results in the field of natural monopolies regulation were presented at the SEEC meeting. The next meeting of the Supreme Eurasian Economic Council will be held in December 2025 in Saint Petersburg.
