Lilia Vasilievna Shchur-Trukhanovich graduated from Moscow Open Social University in 2001 with specialty in Jurisprudence.
In 2012, she obtained her Master's degree in Jurisprudence (International and EU Law) at Russian State University of Trade and Economics, and in 2016, she graduated from MGIMO of the Russian Foreign Ministry with a Master's degree in International Relations.
She is a PhD in Economics.
From 1995 to 2000, she worked in commercial entities.
From 2001 to 2008, she worked in consulting, publishing, and research organizations as an expert, editor-in-chief, and senior researcher.
In 2008-2009, she served as Deputy Director of the Department for Domestic Trade Regulation at the Russian Ministry of Industry and Trade.
In 2010-2012, she was Director of ANO "Economics and Law Research Center".
In 2012-2016, she served as Deputy Director of the Eurasian Economic Commission's Legal Department.
In 2016-2017, she rose through the ranks of Project Manager in the Department for National Technological Initiative at the Agency for Strategic Initiatives, Director of the Department for Legal Expertise and Rulemaking at the Russian Venture Company.
In 2017-2024, she was Deputy Director of the Department for Development and Regulation of Foreign Economic Activity at the Russian Ministry of Economic Development, then Director of the Department for Development and Regulation of Foreign Economic Activity at the Russian Ministry of Economic Development.
Since November 12, 2024, she was appointed Director of the Eurasian Economic Commission's Legal Department.
