Intergovernmental Council Endorsed Commission's Work on Mutual Recognition of Professional Qualifications in EAEU Countries
The Eurasian Intergovernmental Council decided to continue the work on converging qualification requirements to the most in-demand professions in the Eurasian Economic Union labor market. The decision is aimed at facilitating employment of citizens in the EAEU countries. The discussion was centered on the report prepared by the Eurasian Economic Commission jointly with the competent authorities of the Union states. The document presents detailed analysis and compares the national qualification systems including their key criteria, professional education levels and requirements for engaging in labor activities. As a practical example, qualifications for welders were analysed. According to Bakhyt Sultanov, EEC Minister in charge of Economy and Financial Policy, although recognition of certificates of education is provided for in the Treaty on the EAEU, there are differences in recognizing professional qualifications that yet remain. "Recognition of certificates of education is a foundation that we have already laid. Now our task is to build up on that: to ensure that professional qualifications of a specialist obtained in one Union country are understood and recognized in another. By continuing that work, we eliminate barriers for our citizens and enable free movement of qualified personnel," noted the EEC Minister.

Intergovernmental Council Observed Growth of Revenue from Import Duties
Heads of Government of the Eurasian Economic Union reviewed the annual report of the Eurasian Economic Commission on the transfer and distribution of import customs duties between the budgets of the EAEU states. According to the document, in 2024, $15.2 bn was received by the Union countries' budgets, which is almost 3% more than in 2023. This figure is the highest since 2015. The document analyzed factors impacting customs payment amounts: dynamics of imports and structure of trade flows, changes in the common customs tariff (CCT) rates, as well as tariff exemptions and CCT exceptions. A new section on developing a methodology for calculating the distribution ratios of import customs duties between the budgets of the EAEU countries is added. "Growing amounts of import customs duties indicates positive dynamics so our task is not only to maintain the current trends but also to enable a further increase in the economic effects from integration," noted Bakhyt Sultanov, EEC Minister in charge of Economy and Financial Policy. The Intergovernmental Council instructed the EEC Board to continue its work on monitoring transfer and distribution of import customs duties between the budgets of the Member States.

Outcomes of Eurasian Intergovernmental Council's Meeting
Today Heads of Government of the EAEU countries considered a range of important Eurasian integration issues. The meeting was summarized by Bakytzhan Sagintayev, Chairman of the Board of the Eurasian Economic Commission, at a media scrum. Accelerated digitalization processes in rail freight transportation within the EAEU and to third countries were reported. The Republic of Belarus, the Republic of Kazakhstan and the Russian Federation have already switched to digital transport documents. Progress was noted in cooperation with China in this field: an Agreement on interaction between railway carriers of Russia and China was signed to ensure the use of electronic signatures.

Program for Developing Trading in Common Exchange Market of Goods Approved in EAEU
Heads of Government of the Eurasian Economic Union countries approved the program for developing trading in a common exchange market of goods that is developed in accordance with the Strategic Directions for Developing the Eurasian Economic Integration until 2025. The document is comprised of four sections and includes general provisions, a system of measures, implementation mechanisms and resourcing. The program involves three stages: developing documents for shaping a common exchange market, implementing pilot projects and simulated trading, as well as the beginning of full exchange market functioning by 2029. The Program covers 14 activities including developing and adopting an international treaty on establishing a common exchange market of goods, agreements between trading organizers and infrastructure organizations, acts of the Union bodies and protocols between trading organizers.

Cooperation between EAEU countries in tourism can catalyze economic growth
On its official website, the Eurasian Economic Commission is developing a section about the Eurasian tourist routes to include information on over 400 attractions in the Eurasian Economic Union countries. This was announced by Lusine Bagratuni, Deputy Director of the EEC Business Development Department, during the session "Digital Vector of Eurasian Tourism: Integration and Growth Strategies" at the Kyrgyz-Russian Economic Forum in Bosteri, Kyrgyzstan, on August 14.

Varos Simonyan: "Digital sovereignty in the EAEU context means shaping digital independence by joint efforts"
On August 14, priorities of digital development and measures to enhance cooperation in that area were discussed at the plenary session of the 7th Kyrgyz-Russian Economic Forum "Digital Sovereignty as a Factor of Stable Growth and Technology Cooperation in the EAEU" held in Bosteri (Kyrgyzstan). The meeting was moderated by Varos Simonyan, the EEC Minister in charge of Internal Markets, Informatization, Information and Communication Technologies.

EAEU economies' growth rates outpace global average
Alexey Vedev, Director of the Eurasian Economic Commission's Macroeconomic Policy Department, spoke about the positive dynamics of economic development and strengthening of integration ties within the Eurasian Economic Union at a conference in the village of Bosteri, Issyk-Kul Region, the Kyrgyz Republic, dedicated to the 10th anniversary of Kyrgyzstan's accession to the EAEU.
